As a result, about 82% of the state’s cannabis licensees still held provisional licenses as of April, according to the governor’s office. The funds, including $22 million earmarked for L.A., would help cities hire experts and staff to assist businesses in completing the environmental studies and transitioning the licenses to "help legitimate businesses succeed," Ting said. The grant program is endorsed by Los Angeles Mayor Eric Garcetti, who said in a letter to legislators that the money is “essential in supporting a well-regulated, equitable, and sustainable cannabis market." So the state is gong to choose some businesses and provide assistance navigating the insanity that is the regulatory state in California. Instead of simply streamlining the regulations, or even better just getting rid of them, they are going to spend taxpayer money on their pet businesses! It is a wonderful glimpse into the chaotic and mushy thinking of the 21st century bureaucrat. "We made this situation as bad as it is, so we are going to spend your money to make it slightly less bad but possibly even worse." I was in California recently, and let me assure you, its problems have nothing to do with marijuana storefronts. Bums, filth, obscene regulatory schemes, ridiculous taxes, an out-of-control legislature and an even worse administration. But maybe marijuana is the salvation of California. You're missing the point. If the regulatory burden was light on everyone, then how would politicians build up their dependent client base? If you start out with a regime of generalized regulatory oppression, then chosen favorites can be rewarded with partial reprieves and exemptions. I think one difference between left wingers and right wingers is this: if right wingers try something and after some time it appears the policy isn't working, we'll say "let's try something else." Left wingers are incapable of admitting their ideas are wrong so if crime goes up after gun control is introduced, the lefties will just insist that we need more gun control.

I used to think that. Now I think it's that they *want* things to go wrong from their current policy so that they can use that failure to demand something else. I recall some study a few years back that showed how one dollar of taxes paid in only received about 65 cents worth of services if it ever got "returned." Can't remember where I read it, but it wasn't widely covered, as are most things that would be nice to know if we're going to govern ourselves.

I quit growing when it got legalized here - just not worth the effort for the return when the tax man gets involved. It's harder work than people think, and you have to have a pretty damned big operation to work in those margins profitably. Now, here in CO, we had quite a few such operations already running, because many rural counties had a "see no evil" approach to it for *decades* before legalization. For instance, in the (blood-red) area I grew up, it was our second biggest industry behind construction, and sometimes number one. Our Sheriff's department was very open about the fact that they were not prosecuting pot growers. IOW, large, legal grow-ops were able to (mostly) meet the demand here. I expect that CA has much less of the marijuana agricultural know-how and infrastructure (we invented a lot of it here), serving a much larger market. In other news you won't hear about, an energy study from a green policy group said fossil fuels have the same 80.2% percentage of energy use today they had 10 years ago. While renewables have grown from roughly 9 to a little over 11% in the mix. The swing has been a reduction in biomass usage (wood). Green energy is a scam.

The failure was inevitable. States like California and Oklahoma thought "Ooh what a great revenue stream, we can grab a big chunk of it!" But even when it was a criminal offense, there was plenty of supply and plenty of sellers. What they have done is to take away all of the criminal penalties, and replaced them with technical tax law violations and testing requirements. Did they think that the previous sellers and suppliers were just going to go away? Did they think that the people who weren't scared at all by criminal penalties were going to be cowed by some technical paperwork requirements? Just as with alcohol, legal suppliers needed to be able to compete with off the books suppliers on quality and price. There are two dominant strains of marijuana...indica and sativa. Indica will put you down for the count. "In da couch" is how I remember it. Sativa is the opposite. It will focus your attention on the task at hand. Not all pot is the same.

Pro athletes are very fit! and they got there by using any possible edge they could get over other, equally fit and talented kids/young adults.
I do think MS/HS athletes use performance enhancers MORE than the pros and college ones, because at that point they're being tested for substances. but what we DON'T know is how use of things like adderall and other PEDs during youth affects your health in adulthood. my feeling is, it has quite an effect! The one time I tried pot, it made my brain operate independently of my skull. I'd turn my head, and the brain felt as if it were lagging behind. Never experienced that with booze. A foggy brain, yes, and poor coordination and mushy speech, but at least my brain and my skull stayed integrated.

As for pot affecting people, years ago, when I worked as a courier van driver, I got my best friend a good-paying job at the terminal. He did okay for a while . . . and then got fired for smoking pot in the van while at work. Bad as I was with the liquor, I never did used at work. (Maybe I would have eventually, and gotten killed in a crash, but I quite before that happened.) But he had not been smoking for more than a couple of years at that point. It had already taken him over.

Then they dropped the 175s and 8in (some may yet be in the reserves/NG...not sure) in order to go with a common caliber. Weight was an issue. For every 8 in round, you could carry two 155s. Interestingly, only 1 8inch battalion made it into Desert Storm and they were from the Arkansas/Tenn NG. Yeah, Friedman would have had fun with this example. California's "weed distribution system" was profitable for decades when it was fully illegal, and people risked long prison sentences for engaging in it. Now that it's legal and regulated, only the well-connected (with the gubmint) dealers can get by, and they need state subsidies at that.
