I understand why a no-knock raid might be needed...but make it so that ordering a no-knock raid is akin to the President ordering a nuclear strike. Have everyone up the chain of command, including the chief, the mayor and the city manager put their names to the authorization. If one of them is queasy about it and does not put their name to the authorization, or the warrant, or what have you - it does not happen. If all approve and it turns into a clusterfuck were people needlessly die, there will be hell to pay and a lot of people will be held accountable.

The infamous no-knock raid in Houston (IIRC, beginning of last year) was executed based on bad information from an "informant" and it was a case where it wuld have been so much easier to arrest the homeowner on the street.
Much like, it turns out, David Koresh. He could have been arrested in town any time, and it would have been EASY. But it wasn't spectacular or cool enough for the Feds. So they did what they did and the rest as they say is history.

As others have said I'm not normally a fan of no knock raids but what the cops did here is justifiable.
They announced who they were, they didn't shoot first, and they had reason to believe the guy they were after was there.

(Police officer) Mattingly has told investigators police knocked and announced they were officers and that nobody responded so they used a battering ram to force open the door.
Taylors boyfriend, Kenneth Walker, fired one shot from inside the apartment, saying later he thought intruders were breaking in, and it hit Mattingly in the thigh.
Mattingly and Cosgrove returned fire first through the doorway, while Hankison fired from the outside the apartment.
Taylor died in her hallway after she was struck five times by the officers' bullets, according to her death certificate.
In a recorded call from the jail later the same day Taylor was killed, Walker, who was charged with the attempted murder of a police officer, told a friend the same story he told police - that neither he nor Taylor knew the intruders were officers.
"They was beating on the door" and Taylor "was like, who is it and they ain't saying nothing," he said.
Charges against him have since been dismissed, subject to further investigation.
Cops say it was announced, guy who apparently started the shooting says it wasn't.

I have to disagree. I don't think she needed to die, but she was caught in the crossfire after her boyfriend started shooting at the cops, one of whom he succeeded in shooting. Even if the boyfriend truly did not know they were cops and was honestly trying to defend himself, her killing was still not murder.
I actually think that there is room for police reform to protect both regular citizens and cops (and reform of lots of institutions), but unless I am missing something, this wasn't murder.

I have to disagree. I don't think she needed to die, but she was caught in the crossfire after her boyfriend started shooting at the cops, one of whom he succeeded in shooting. Even if the boyfriend truly did not know they were cops and was honestly trying to defend himself, her killing was still not murder.
I actually think that there is room for police reform to protect both regular citizens and cops (and reform of lots of institutions), but unless I am missing something, this wasn't murder.

Yeah, Keystone Cops ain't in it. So many stories of cops blazing away like crazy and barely hitting their target, but shooting up the countryside. Think more Team America World Police than Dirty Harry. These guys aren't sharp shooters.

That said, I think the tendency for police to militarize/TV cop show-ize their actions as much as they do is very dangerous, and not just to bystanders.
