No, that was merely the first picture they found of garages 4 and 5 with the pull ropes visible. Find a photo from 2018 or 2017 you will see the same ropes.
I bet if they go back to the last time they installed new garage doors there, they would find the nooses, because that is how the people that installed the doors kept the pull ropes from fraying, and made it easier to pull the door down.

No, that was merely the first picture they found of garages 4 and 5 with the pull ropes visible. Find a photo from 2018 or 2017 you will see the same ropes.
