They are elected and are pretty much autonomous within their County. Absent some specific threats or reckless trash talk from the bar owner or patrons to the fuzz prior to this scene, how can this approach be defended? One cop drive up to the bar, go inside, point out that they are violating an order (for extra credit, roll your eyes and say you know a lot of this stuff is stupid, but for now it's the rule), and ask them to shut things down within 30 minutes. I was always under the impression that an *executive order* was an order by the head of an executive branch to *an agent of the executive branch*.
They have NO FORCE OF LAW on US citizens. The president can give an executive order to the INS or the FBI or the military. The governor can order state officials. Haven't kept up with LA County - sheriff there announced closure of gun stores the day of the first state-wide lockdown crap here - and was instantly backed off by the county counsel, who presumably (like a large portion of the serving "legal" officialdom in the country, along with the SCOTUS) have only one goal - never never ever let a ridiculous obviously unconstitutional law or order regarding gunz rise up the judicial ladder. Even though it has about as much chance of getting a responsible and decades-over-due ruling from SCOTUS as a healthy 30-yr old does of croaking form C-19. I think he re-instated the order later. And the county supervisors kicked him aside from the emergency operations center - apparently for long-standing, totally unrelated reasons of Dumb Internecine Inside Baseball Governance by Elementary School Children. That Texas is geographically big is an understatement and it does effect how you can get the whole state synchronized. Odessa is 500 miles away from Houston.

Like the Covington situation, it's wise to find out more about the story before deciding that this is the Mayberry NKVD. I looked at the local stories on this and while it remains to be seen if the thing was reasonable, there WERE people on site, at a bar with some of the best kinds of rifles. Wearing appropriate gear for having fun with those rifles.
It MAY be that none of them were drinking. It MAY be that there is no common knowledge of aggressive characters who get hotheaded and maybe have some history around there. I noticed the twitters didn't show the DPS tactical guys out there that appeared on the local channel.
