Stimulate This, Democrats

Note: I wrote this yesterday.

If we're going to do this stimulus thing, then we should just do it, and Trump should use the power of the bully pulpit to back Congress into the corner. Trump should hold a prime time address to the nation, during which he should cover the following:

#1 What we're doing and why. Explain how social distancing slows the spread of a disease. Use visual aids. I saw a gif the other day that was very effective at illustration this. First it showed a typical 1 person infects 2 others progression, then it broke the chain at just a few points – and the total number of cases was halved. People are visual learners, that one gif more effectively illustrated the point than a dozen speeches could.

#2 Update the country on where we are. Tell them that (as of this writing) less than 700 people have died nationwide, and almost half (314) of those are in just 4 states (NY, NJ, La and Wa). Emphasize how he's working with the governors of those hotspot states to contain the problem.

#3 Reiterate the temporary nature of the current restrictions and closings, and that the focus of his administration is to return things to normal as soon as humanly possible, without endangering large numbers of vulnerable people.

#4 In recognition of the economic impact these measures are causing, call on Congress to send him 2 bills. Demand clean bills. Hell, if I was the President, I'd say flat out “If these bills come to my desk larded up with provisions for card check union elections or money to restart production of the F-22, I will veto them AND I'll tell the public exactly why. This is not the time for business as usual and pork as far as the eye can see. Ladies and gentlemen, we here in Washington need to remember that we work for the people of the United States, and in times of crisis they have every right to demand that we do just that, and not to engage in petty partisan political bullshit”. If you're going to throw down a gauntlet, you might as well throw down an iron one.

#5 Bill number one will provide for an immediate payment of $1000 from the federal government to every man woman and child in America. A website will be set up where people can claim their bailouts. These payments will be made on the first of the month by either direct deposit or prepaid debit card (you choose) for the months of April, May and June ONLY. I will sign no bill that provides for payments beyond the month of June. If this emergency situation continues beyond the month of June, Congress will have to draft separate legislation to deal with the long term impact of the Wuhan Flu. This money will be reported on (new 1099 form whatever), when filing your 2020 taxes if your AGI (exclusive of this one time bailout) is less than 100K (200K for married filing jointly), this money will not count as taxable income. If your AGI is greater than those amounts, it must be repaid in full.

#6 Bill number 2 will provide relief for the small businesses if America. Any small business (less than 50 employees) which was forced to close or limit operations because of quarantine orders may apply to receive a relief check equal to 3 months average operating expenses (rent, equipment, payroll, etc – basically anything taken as a write off on a schedule C or equivalent form). These averages shall be determined by operating expenses from the months of December, January and February ( or April, May and June of 2019 at the business owner's discretion – a seasonal business may choose that option). These relief payments are contingent on the business remaining viable – IOW continuing to meet payroll, pay their rent, etc..Any business that limited operations (for example a restaurant that stopped dine in but continued carry out service) is entitled to this relief proportional to the reduction in business. The objective here is to keep the business afloat while they are close so that they can just open their doors again when this is over.

#7 The speech should conclude with the usual “all in it together”, “Nothing to fear but fear itself” boilerplate that's been a staple of presidential speech forever.

Look, I'm not saying that a bailout is the best idea. I'm not saying it isn't. But it certainly looks like there's one coming, and Trump should get out in front of it, set the parameters, and pin the onus on getting it done on Congress, and do it in such a way that makes Congress the bad guy if they try to play their usual little reindeer games.

19 Trump will rise above whatever happens. Forefront of everyone's mind is making their next mortgage payment, keeping afloat, staying healthy, taking care of theirs, and hoping the country's engine can spark back up again.

Democrat games are going to look smaller than usual the rest of the year. What are they going to do, impeach him again?

Trump let the DNC and enemedia use their barrels of ink to paint themselves into the most predictable corner imaginable. There's no escape. They can't triangulate. And he let them pay for the ink!!

You've actually hit upon the Great Secret (that everybody who looks closely at it knows) They Don't. They haven't for years and years. The only reason you and I are asked to pay is keep up the pretense that this is a "fair system" where those who have more, pay more.. Because if we ever admit openly that the entire thing is a huge plastic circus built on smoke and mirrors and there is no actual basis for anything, it might hurt "Confidence in the System."

No, actually, it's quite easy to pay the debt back, unless it's denominated in something other than your own currency. (all our debt is denominated in dollars) We were posting last night, I think, about how China owns approx. $1.1 Trillion in US securities, how could we pay that back? Quite easily, actually: The Fed prints up a piece of paper that says "THIS PAPER IS WORTH $1.1 TRILLION DOLLARS, SIGNED THE FED." And that's it, debt paid back.

we're in a system now where Lenders are the stupid ones, and Sovereign Debtors have all the power.

It would be messy and complicated. Any company relying on payments from debt (mortage, loans, etc) would still have to make payroll, since people still need to get paid in order to afford food and electricity. You might be able to get around the second by having the government guarantee to cover all utility costs during the emergency, but food would still be an issue. Additionally, the global trade networks that we rely on for so many goods wouldn't be shut down. If your business can't get money it's owed from customers, it can't pay the suppliers overseas. Not to mention issues like futures markets (which are pretty important for a lot of industries as a means to hedge against certain costs).

Eh, not entirely. If the government were to print what they want to spend as the sole means, it is theft (through loss of purchasing power) and it compounds. Through deficit finance, it is still theft (from the future *and* through inflation, though in a mix). Maintaining a tax base means that it isn't entirely financed and yes, this has implications for "confidence" because there would be *zero* confidence in a system where the government gets whatever it wants through devaluation because the government always, as an iron rule, wants everything. By having to chain it to taxes, government growth is contained.

But more than that, taxes have a profound effect on the definition of money. John Law learned this the hard way with the assignat debacle in France, where the French tried to have their cake and eat it, too - by telling the people to use one currency for trade, but to pay their taxes in another (gold). Ultimately, "money" is whatever can be used to pay your taxes, as that becomes the preferred medium of exchange in general because everyone is subject to taxation. Taxes also act as a stabilizing force for competing currencies within a system.

200 Velocity of money or some such thing. I'm not an economist but I recall how that's the difference between health and death in even a stagnant economy. This lockdown bullshit cranks the velocity to near zero, and can't last long.

Of course the fed can step in and crank out money like in the hilarious GIF going around, but in the past Banks and others seem to have a huge net to catch that money with before it gets to trickle down.

Direct payments, as loathsome as they may be to non communists, would be the way to get that cash in a position to be spent. Especially since those most affected by this are going to be behind already in payments, that money will not stay in anyone's hands for very long. Thus restarting the velocity.

Do I have this theory right? I know we have economists here.

211 What would the economic impact of a "pause" be?

In other words, all payments, car, house, business, loans, etc., two month moratorium on payment.

No interest accrued for the two months.

Would it help? Hinder? Implode the economy?

I might add, yes, it would add two months to the lifetime of the loan, mortgage, etc.
Posted by: blake - semi lurker in marginal standing
at March 25, 2020 04:32 PM (WEBkv)

An economy is a living thing. Although it's an imperfect analogy, what would be the impact if you decided to "pause" and ate no food for 2 months?

A 2 month pause, we are far far worse off than even the depths of the Great Depression in the 30's. Who keeps producing food? Who keeps the grocery stores stocked? Our entire society goes into total collapse with a 2 month shutdown, that's what happens.

Posted by: Tom Servo at March 25, 2020 04:43 PM (trdmm)

212 It would be messy and complicated.

213 No, actually, it's quite easy to pay the debt back, unless it's denominated in something other than your own currency.

Posted by: Tom Servo at March 25, 2020 04:38 PM (trdmm)

The Trillion Dollar Coin.

One of the Obamabots started that idea a few years back. The Fed just mints a coin that says One Trillion Dollars on it and boom done.

I'm all what the hell, let's print 100 of them and there we go, all the debt problems are gone.

228 This from the president of a community college.

A sensitive and moving commentary to national reactions to virus threats

The English are feeling the pinch in relation to the recent virus threat and have therefore raised their threat level from "Miffed" to "Peeved." Soon, though, the level may be raised yet again to "Irritated" or even "A Bit Cross." The English have not been "A Bit Cross" since the blitz in 1940 when tea supplies nearly ran out. The virus has been re-categorized from "Tiresome" to ";A Bloody Nuisance." The last time the British issued a "Bloody Nuisance" warning level was in 1588, when threatened by the Spanish Armada.

The Scots have raised their threat level from "Pissed Off" to "Let's Get the Bastard." They don't have any other levels. This is the reason they have been used on the front line of the British army for the last 300 years.

The French government announced yesterday that it has raised its alert level from "Run" to "Hide." The only two higher levels in France are "Collaborate" and "Surrender." The rise was precipitated by a recent fire that destroyed France's white flag factory, effectively paralyzing the country's military capability.

Italy has increased the alert level from "Shout loudly and excitedly" to "Elaborate Military Posturing." Two more levels remain: "Ineffective Combat Operations" and "Change Sides."

The Germans have increased their alert state from "Disdainful Arrogance" to "Dress in Uniform and Sing Marching Songs." They also have two higher levels: "Invade a Neighbour" and "Lose."

Belgians, on the other hand, are all on holiday as usual; the only threat they are worried about is NATO pulling out of Brussels.

The Spanish are all excited to see their new submarines ready to deploy. These beautifully designed subs have glass bottoms so the new Spanish navy can get a really good look at the old Spanish navy.

Australia, meanwhile, has raised its alert level from "*No worries" to "She'll be alright, Mate." Two more escalation levels remain: "Crikey! I think we'll need to cancel the barbie this weekend!" and "The barbie is cancelled." So far, no situation has ever warranted use of the final escalation level.

-
It's good to know that we're all in this together.

Not quite, but you can close with intellectual property. For example, the "Bowie Bond."

A couple of years before he died, David Bowie wanted the next several years' worth of residuals and royalties up front. He worked with an investment banker and they created a security by forming a trust, transferring the rights into the trust, estimating the cashflow, discounting it to arrive an interest rate, and then auctioning bonds backed by the trust. David Bowie cashed out, the trust receives the residuals, the bond holders get their payments, and anything above the expected return will revert to his estate when the trust closes and the bond issue is retired.

There are a great number of people running just on the edge. If they tip over into poverty, they will not recover and be stuck there permanently. The "safety net" is not a great place to land in a recession that you had no part in creating.

Everyone is counting on the government to give enough to prevent millions of middle class people from dropping into poverty while the economy comes back, but everyone also knows that government will fuck it up. Already, they're talking about basing thing off of tax returns. Want to guess how much our waitresses claim in wages?

The only way out of this is to out "free shit" the free shitters. Go HUGE. Use the total reset to reshape the country and bring stability to the middle class.

270 Line item veto is unconstitutional but congress can forbid an omnibus bill.

They can rule 'one topic one bill'. No riders, No add-ons.

They can make it a rule for each body but to make it official it would take constitutional amendment again, in my opinion.

Line Item Veto Act of 1996, held to be unconstitutional in Clinton vs City of New York. Executive Order doesn't have the power to overturn that, not unless he's ready to call in the 101st Airborne and throw the SCOtUS justices in Leavenworth, and if he's going to go that far, he might as well throw all of the Senators and Congressmen into military prison as well, and assume the title of Lord Protector.

Interesting. I imagine a "human bond" would require some sort of legal instrument whereby the issuer would abrogate any relief under the 13th Amendment.

Of course, if we got to the point where people could selectively surrender constitutional protection, we'd be just one slip away from people compelling servitude.

Ordinarily I would agree with you - but this is not a "Stimulus". What's about to happen, what's already begun to happen to our economy, is an Extinction Level Event. We do not survive a 50% unemployment rate, the economy NEVER "recovers" from something like that. It dies, and our society collapses.

If we can stop that process by printing $1 Trillion or $10 Trillion, or whatever, we have to do it. Because after a few more weeks without that there won't be anything left to save.

313 So I have been looking at this situation more long-term and how this precedent affects us for other issues. I hope I am off base, but... I'm worried. My thoughts...

Keep in mind that these "stay-at-home" orders are not because Governors and mayors are looking out for your health.

It is because they do not trust you to do their suggested actions:

--- wash your hands
--- social distancing
--- stay home if you're sick

So, because they do not trust you to do as they suggest, they are taking away your choice altogether and taking away your freedom and liberty.

Now, recall that politicians have been calling for these same type of limitations and banning of freedoms and liberties in the name of "climate change".

Heck, they already ban things in the name of "climate change":

--- light bulbs
--- plastic bags
--- straws
--- not banning, but regulations for greenhouse gas emissions and MPG
--- California actually does ban certain types of gasoline

The precedent has now been set that politicians are now going to take action "for your own good" and take away freedom and liberty, instead of understanding that a free society is not a utopia where nothing bad happens.

Keep this in mind as well about your 2nd Amendment rights to keep and bear arms. This same "for your own good" argument will be made by these same freedom-stealing politicians to justify their decision to take away 2nd Amendment rights.

Consider that the CDC says that 15,549 people were "killed by guns" in 2017.

Now consider that the USA death count from COVID-19 stands at: 819

If governors and mayors will take away your rights over 819 deaths, you really think they'll not take them away over 15,000+ annual deaths?

Lastly, keep in mind that this orchestrated freak-out was because of ONE "model" run by the same people who do "climate change" models predicting "the end of the world" in 10 years.

340 Everyone is counting on the government to give enough to prevent millions of middle class people from dropping into poverty...

It's a false hope. The government cannot prevent millions of middle class people from dropping into poverty. Even a relatively short disruption in the world economy means our societies are poorer. Now, you can move around the remaining wealth and force some people take the brunt of it while others don't feel any pain, but you can't get around that missing wealth.

Fortunately, the economy will recover quickly if left alone. People who have worked all their lives will get jobs when jobs become available.

But the government can prevent that from happening by introducing distortions into the economy. That's why socialist countries are poor. Every dollop of free shit the government provides today will create a constituency that will hang on to that subsidy regardless of facts on the ground. And if the government borks the economy people will need those subsidies on a long term basis. This is how you get Venezuela.

Further complicating this is the fact that the infectious degree (virulence) of the Wuhan Flu is not nearly as high as originally believed but many are still using the old models

Experimental vaccine has been developed and administered. It's down to time, now. There won't be routine developments. A vaccine update will consist of "We still have one in trials, with more information to come in a couple of months. We still have 3-4 ongoing investigations into additional vaccine formulas in the event that this one fails. We'll trial them in parallel as they become available. We'll know for sure in about a year."

And we never worry about it, so there must be some model somewhere showing the spread of regular flu and showing that it is not an issue.

Would be nice to compare the models of how seasonal flu spreads and the models of how SARS-CoV-2 spreads.

Hell, while we're at it, compare it to the spread of all viruses in the past, just to give people a comparison. SARS-CoV-1, MERS, Ebola, H1N1, H3N2, etc.

411 By that time, millions of people will be in default of their debt, be unable to secure any new credit and be shoved down the lowest rung on the ladder.

Three things:
1. Credit, for an individual, isn't a way to generate wealth. It's a trap.

2. Banks aren't stupid. They know this is an unusual event and they'll adjust accordingly.

3. I question whether people would be unable to secure credit. I had a gf who was constantly doing the thing where you pay off one credit card with another. She went bankrupt twice. She was making $13/hr and owed the IRS almost ten grand. And she didn't have any trouble getting credit.

No way - this is sadly, very wishful thinking. Even now, 75% of the restaurants in the country may never reopen. Movie theaters may never reopen. All the people who had jobs serving those industries are now unemployed. All the people who those unemployed people use to buy things from now see their incomes dropping, and cut more of their employees in turn.
This is the Deflationary Death Spiral, and it is damned hard to break once it sets in.

We are looking at a 30% DROP in GDP for the second quarter, that is a Morgan Stanley forecast. Nothing like that has ever happened in history before, not even during the Great Depression.

457 Ordinarily I would agree with you - but this is not a "Stimulus".

What I'm trying to say is that we've already lost everything, it will become obvious as it works through the system. If we do nothing, you'l see the stock market collapse to much less then 10K, and then a liquidity crisis as the banks all start to collapse in turn. (it's all happened before, in 1930 and 31) And then as sales collapse, home prices, every store of value will collapse. We cannot go to 50% unemployment, which is where we're headed, and survive. Our only chance is to get out in front of this, no matter WHAT the cost, and stop the collapse before it becomes irreversible.

At least I know that Donald Trump agrees with me.

485 I didn't hurt my neighbor's dogs. I marked a line in our unfenced yards with unpleasantly spicy powder to keep the dung off my mowing shoes.
Later when he put up his fence, the 2 beagles still followed my lawnmower, barking up a storm. I told him I was going to get out the hose and did. Bark, squirt. Bark, squirt. Bark, squirt. Until the light finally dawned. There may have been an elkbone involved as a reward, and some hog ears rewarding continued good behavior.

493 One big difference between this economic crisis and the one in 2008-2009 is that government has shut down entire sections of the economy here. Wisely or not, the problem is self inflicted in some ways. You cannot kill someones job, and then offer nothing in return. For instance, not one waitress asked to be terminated, the government has taken that job from them.
Posted by: Nick in Tallahassee

Government killed a ton of jobs. Many which won't be coming back.

504 If we're talking about Trump's chances in November, I would agree.

But if I was in charge, it would largely be some sort of tax holiday and then call it a day. And I think we'd be fine.

All TARP did was bail out a lot of businesses that should have gone under anyway.

And companies like Chrysler and GM are probably going to go under once again regardless.
Posted by: Blago at March 25, 2020 05:19 PM (sjTfF)

Yes, part of it IS that we are a democracy with elections in 6 months, If current leadership wants to retain power, they need to be seen to be doing *everything* possible in order to keep the confidence of the voters. Herbert Hoover made that mistake in 1932, and we got 48 years of Democrat domination of the Fed Govm't in response. It only started to break when Jimmy Carter made the same mistake in 1980.

It's true that if we were China, with dictatorial control and no reason to worry much about how the average person felt, then some things would be a good bit easier.

Spray bottle set on "stream" with 50-50 vinegar/water mix. When dogs bark, make a harsh, growly sound (AAHT!) and spray them on the nose (not in the eyes). Repeat until they get the message.

This assumes the dogs are close enough to spray.

This is what I've been trying to say, it's dawning slowly on people, I think. Unless something very radical is done soon, EVERY business in America (except those that are directly subsidized by government) is about to Fail.

That's why I keep repeating, economically this is an Extinction Level Event.

508 426 Ya'll remember me talking about the guy who was tearing up his deck??
It's that house. He tore the deck off then tried to sell the house.
The guy was a real weirdo.

I had a neighbor that rented a giant Backhoe and dug out his entire backyard. Only thing I could figure was he wanted a pool that covered the whole property.

Looked like the Grand Canyon.

Up in the country a fellow's property (5 acres) was about three feet above the road.
First, he sold the timber
Second, bull dozer and dump truck haul all the dirt down to road grade, yep, he sold it.
Third, he sold the property.

510 I have not seen this anywhere, but are there any models showing how the seasonal flu spreads? I mean, there should be, right? Since seasonal flu has been happening for decades now? And we never worry about it, so there must be some model somewhere showing the spread of regular flu and showing that it is not an issue.

Would be nice to compare the models of how seasonal flu spreads and the models of how SARS-CoV-2 spreads.

Hell, while we're at it, compare it to the spread of all viruses in the past, just to give people a comparison. SARS-CoV-1, MERS, Ebola, H1N1, H3N2, etc.

Isn't that normally what the media would do? Show comparisons?
Posted by: Clyde Shelton at March 25, 2020 05:06 PM (Do5/p)

Seasonal flu gives you about 60k deaths, Covid-19 is 10x more virulent, e.g. about 600k deaths just from it (provided it is treated like the seasonal flu.)

513 That's a good idea to make the payment something you have to go out and claim!

I'm not exactly wealthy, but I don't really anticipate needing the money, myself. I still have a job. If the money is sent to me automatically, I'll probably go ahead and take it, just to be on the safe side. But if I have to go online and ask for it, I'm more likely to let it sit there until it's absorbed back into the Treasury.
