Despite No Income Tax, Tennessee Is Drowning In A Growing Budget Surplus
[BUCK THROCKMORTON]

Tennessee has a budget problem - tax revenue is gushing in ahead of all budget predictions. This is “despite” Tennessee having no state income tax.

January tax collections drive Tennessee budget surplus higher

Another month and more surplus tax money is flooding into Tennessee government coffers — an additional $129.4 million in January, or almost 12% more than anticipated, according to Gov. Bill Lee's administration.

“During January, total tax collections came to $1.55 billion, due primarily to strong growth in state sales taxes and corporate taxes, according to state Finance Commissioner Stuart McWhorter.

It was "driven by solid performances in retail and manufacturing sales," McWhorter noted.

Oh, by the way, manufacturing jobs are flooding into the state. This is despite the grave dances performed by Globalist RINOs and Principled Free Traders back when Mr. You-Didn’t-Build-That had his regulators’ feet on the throat of businesses trying to employ deplorable Americans and engage in domestic manufacturing.

"The economic growth we have experienced in these first six months puts the state in a good position to fund the current and upcoming fiscal years," McWhorter said, noting year-to-date total tax collections are outpacing estimates by 6.48%, which the commissioner said "signals a promising finish" for the 2020 fiscal year.

To keep Tennessee from drowning in excess tax revenue, legislators are working on ways to – no, not spend it – they’re actually working on how to return some of it to taxpayers.

Amid a Tennessee budget surplus, Hazlewood, Carter pursue separate approaches on food-tax holidays

With Tennessee government rolling in the dough with general budget surpluses now pegged at $750 million, two Hamilton County legislators have competing ideas on how to return some of the money to the public. Both House Finance Vice Chair Patsy Hazlewood (R) and Rep. Mike Carter (R) are focusing on doing that through grocery-food sales tax holidays. Meanwhile, Carter is working on legislation that would create a mechanism that returns not only much of this year's budget surplus to consumers in the form of lower food taxes but also does the same in future years when revenues gallop past state estimates.

Tennessee’s excess tax revenue situation is also despite having very low property taxes compared to the rest of the country. Rankings of state property taxes place Tennessee at around 13th or 14th lowest among the 50 states.

Strangely enough, neighboring Georgia is struggling to find the money necessary to cut its state income tax rate from 5.75% all the way down to 5.50%. The chair of Georgia’s Senate Finance Committee just can’t make the numbers work.

“I don’t see the math there right now without some changes to the budget to do it,” state Sen. Chuck Hufstetler, a Rome Republican who chairs the Senate Finance Committee, told a crowd gathered Friday at the Georgia Freight Depot for Georgia Budget and Policy Institute conference.

Tennessee’s budget windfall is a real puzzler. Tennessee has zero income tax, low property taxes, nominal energy production, no sea ports, and it’s located in a backwards part of the country despised by all the best people.

I blame global warming.

It does, but not as bad as I feared. Where my folks live (East TN), their tax rates - state and local - come to ~9.5%. This is significant and quite high, but there are no income taxes on earned income or Social Security. Compare to, say, Littleton, CO. Littleton (depending on specific sub-area) has sales taxes north of 8%, and the state still takes a 4.7% income tax.

56 In my own little neighborhood, older people are attempting to cash out and move to TN and KY because of the more reasonable tax structure. Right now, five houses in my little area are for sale -- two are flippers, one is having medical issues (a young couple) and the other two are sick of the tax ratchet. A small mortgage (<20k) is overwhelmed by the $600/mo for property tax alone.

Memphis is worse than Nashville from what I've seen.

As for the content - G-d only knows what they'll do. Here in CO, at least FTTB, the government has to return surpluses to taxpayers.

I don't think TN has such a measure, so it'll be interesting to see what kind of publicly-funded boondoogle will arise from this, and be entitled funding permanently while times are good, only to become a terrible albatross when times are bad.

83 Tennessee has a lot of pretty places ... a spot in the hills might have mild winters, and comfortable summers. Maybe retirees have been moving that direction? But only retirees that love America and don't mind the "hillbilly" culture ... so that keeps the riffraff out.


I do know many from my "past life" that moved to Tennessee and seem pretty happy with it. My 6 month stint in those hills was enjoyable ... a possible escape in case Illinois starts confiscating property to pay the golden pensions of the government worker special people.

112 54, What is not noted is that a large part of the water wars between GA and AL and FL and GA and AL is that power plants use huge amounts of water from streams for cooling which is evaporated into the atmosphere. We have the technology to get rid of that feature if we wish.

Ironically or perhaps disgustingly, most city water with sewage systems has one of the best recycling rates of any product. That is why things like low gal flush toilets and water saving appliances do not save that much if the house is on a public sewage system. Most of that water is recaptured and returned to streams after use.

Where you do run into problems is dry areas with high evaporation rates or drawing from well water aquifers and not surface water which often occurs in dry areas. Fossil water in deep aquifers are a declining resource that needs to be managed wisely rather than for high evaporation uses.

Given how the curve of these things go and presumably many unreported cases, the end fatality rate will probably be like 0.5% to 1%. The flu has a mortality rate of about 0.1%(but will end up infecting far more people).

202 I had a cabin on Center Hill Lake when I was a wee lad.. The lake is a deep lake and one of the few that has small mouth and walleye. There are huge catfish in it too. Smithville has the fiddler's convention and there is an Appalachian crafts museum or such nearby too. The structure is mostly mud bottom with rock relief unless you go up one of the many creeks. So, what else you want to know?

All I independently remember is the feel of the sheets, so crisp and somehow 'secure' (I think that was because we were tucked in firmly) and the two books she bought for the trip. The Little Black Puppy and Belling the Cat. She said she would never again take a kid on a trip, even though everyone was patient and kind. Odd the things you remember from childhood: I remember the trip but not the destination.

As for the Muslims in Tennessee, we have a couple varieties.

Foreign students at UT Knoxville and at Vanderbilt. The ones at Vandy look down at the UT Knoxville variety, but since they are over two hours apart, no one cares.

A bunch of Kurds in Nashville who got resettled as refugees after Desert Storm. They liked Nashville since it was kinda close to Campbell and 5th SFG, which had most of the military's Kurdish speakers. Most of the "Mediterranean" restaurants in Nashville are Kurdish. Some are actually Christian, some ain't.

Various Arabs who followed the Kurds. Since the Kurds have a lot of the street gangs in some parts of Nashville and Kurds hate Arabs as a group, that keeps them quiet. Some of the churches are getting in on that NGO money resettling ex-Iraqi interpreters and such, but compared to the tide of noxious Yankee transplants, they're a good spit in the toilet tank.

There's an alleged "Muslim training camp" over by Dover, but it's a pathetic trailer park of ex-jailhouse convert Black Muslims (not NOI, actual Sunnis), but they're barely surviving on welfare fraud and telemarketer work.

Then a bunch of Somalis down the Interstate in Shelbyville working for Tyson Chicken for slave wages. If they ever stop being useful and start acting like Somalis, they have the approximate lifespan of Frosty the Snowman in a steel mill crucible.

Denver runs this state. When we moved from Dallas, we had newer cars. The cost of vehicle registration is very high here. To register both of our cars would have
been > $1,000. So we have not done that yet.

Lots of people here drive used vehicles. Denver spends a lot of time complaining about air quality.

It's a mystery why most people don't drive newer, cleaner vehicles.

In Cookeville, TN the cost to register a vehicle is something like $25-$45 dollars annual.

The Big South Fork River and Recreation Area is one of the best parks I've been to, and that includes the ones here. Highly recommended.

I honestly don't see how most people retire around here esp if they're depending on Soc Sec.

They should eliminate the property taxes and add a penny or two to the sales tax and extended it.

Bluegrass music can be found all along the Appalachian chain. When I lived in Maine there were some fantastic bluegrass festivals during the summer.

Farmers would rent out some of their fields and bands would come play for a couple days. Good times.

That's why we have the permanent fund (not the "sovereign fund").

The permanent fund is not in oil assets, but rather in an extremely diverse investment portfolio (stocks, bonds, real estate... all kinds of stuff).


Today's value for the Permanent Fund is about $65 billion, or about $100,000 per Alaska resident.

Unlike most states, we didn't piss all the money from our windfall away.

We have the absurd "ownership tax" and this is based on the concept of "original taxable value."

Whatever you *actually* paid for a new car (and on which you paid sales taxes), the Original Taxable Value is based on MSRP*0.85. You then pay some fraction of that as "ownership" tax. In the first year, it is 2.1% of Original Taxable Value. In year two, it is 1.2%, then 0.9%. For years 4-9, it is 0.45%. After nine years, the vehicle is officially worthless and there is no ownership tax.

After the 9th year, you pay only the license and road&bridge fee, which is about $72.00 (which is also paid in years 1-9).

Simple, right? Not complex at all, which is how you know it's honest...

Interesting, did not know that. Visited Nova Scotia last year for the first time, mostly Cape Breton Island -- the home of my Scottish grandfather -- and it was beautiful, especially Cape Breton Highlands National Park.

Just read online that "the entire province is located within the Appalachian Mountains" which have eroded over the years. I'm pretty sure I read that Cape Breton Island geologically matches Scotland and is presumed to have floated over back in the day. Ironic, no?

They should eliminate the property taxes and add a penny or two to the sales tax and extended it.

In practice (in recent years) when there has been an surplus of sales tax collected the General Assembly and Governor have agreed to putting more money in the Rainy Day Fund as well as paying off additional debt/bonds held by the state. I think this is one of the reasons why Tennessee was ranked #1 for fiscal responsibility and stability and received AAA rating from all the major crediting bureaus.

Utah republican legislature for some reason is wanting to tax more, and just voted in a huge food tax, and there was so much uproar I think they rescinded it. Was hugely controversial and a stupid move. It might come back to haunt them bigly in the fall elections. The democrats are trying to use it to build momentum that we need a change to clean house.

Wyoming's food tax was repealed by our Democrat Governor, Dave. It's a different place. Anyway, I moved to East Tennessee because I was tired of having to walk with a 30 degree list all winter.

Unless it is for an actual emergency where you need cash RIGHT NOW, it adds to the cost of the project.

Even a 3% interest rate over 10 years, adds 30% to the cost of the project (simple interest).

So unless you are banking on at least 3% inflation per year, how does that make sense?

East: Bluegrass and banjo-heavy "country" (Knoxville, Chattanooga)
Middle: Rock 'n Roll and "country" (Nashville)

I do. My parents live just across the bridge from Sligo Marina. It's an old TVA lake. Big - 60-70 miles of winding shoreline. Very clean. Shoreline can't be built on, so except for the few grandfathered properties that have been there forever, nothing on the lake but marina's, boats, and beaches. Fishing is great but different than what you're used to if you're used to shallow lakes. At Center Hill you use Texas rigs to pull them off of canyon walls between 40-60' deep. And Nashville sucks. Stop moving here. Pick somewhere else. *looks left* *looks right*

494 Tim's Ford looks interesting. It's halfway to Chattanooga from Nashville. I looked around Gallatin but found Old Hickory Lake a little muddy and crowded. I suppose you have to go up in altitude a little to get the cleaner water.

499 I also went back and looked- the only Corky's location in Memphis I can find that closed was the one at the airport, which is good. One, Memphis Airport dried up and blew away when Northwest Airlines was bought out, two, that one didn't cook on site and brought the ribs in from elsewhere. They were reportedly fucking terrible. I wouldn't know, I haven't used Memphis Airport in most of 25 years.

Then again most airport locations of "famous local chains" are terrible. Phillip's Seafood at BWI sucks. The Orchid or Whitt's Barbecue at Nashville are both awful, but Whitt's is lousy anyway. The only exception I ever found was the Pappadeaux Seafood at Houston Hobby Airport. Just as good as any of the others I have eaten in.

500 We were both raised in TN (I was born here). We met, married in Ga (on the Coast) and lived in ATL for 22+ yrs. We miss it but the Taxes (ATL Metro/State) drove us back to TN. We miss Ga so much but the above article is so typical of the Politicians there being in love with OPM.
There was a Toll Road built 25+ yrs ago going out of ATL North. Growth exploded along that road as people wanted a fast way to get OUT of the City proper (taxes). ATL proper actually had 3 large, prosperous Neighborhoods petition the State to separate from the City and become new Cities. They were granted that right. It destroyed ATL tax base--answer? Raise Taxes!
TN isnt paradise (we live in Nashville and it is quickly becoming little ATL/Detroit due to yrs of Dem Progressive Mayors who LUV Illegals but fiscally it is much better for us to be here than Ga at this point.
The good problem with TN and the revenue is the absurd discussion about how to return it to we Taxpayers. How about getting RID of the Gas Tax increase FORCED thru in the final days of the Haslam Admin? Nope--let's do things that are phony and brag about how we are giving them back their $ (Food Tax "Holidays")

Here in FL only a few groceries are taxed:
* candy* chips* soft drinks* Gatorade and other sports drinks
