Is It Time To Cut Puerto Rico Loose, Or Completely Take It Over?

Puerto Rico, an unincorporated territory of the United States, was struck by hurricanes in September 2017. These storms left the island devestated.

Hurricane Irma struck Puerto Rico in early September 2017. Two weeks later, on September 20, Hurricane Maria made landfall in the municipality of Yabucoa. When the debris settled, almost 3,000 people were dead, thousands more were displaced, and the island’s already aging infrastructure was severely weakened. The island’s antiquated power grid, which had been neglected for years, took an especially hard blow. Immediately after the storm, at least 1.5 million people were left without electricity, some for almost a year, casting the island into the longest blackout in U.S. history.

Of course "climate change" was blamed. As we all know, living in the middle of an ocean has no risk whatsoever. And there is no reason to build your infrastructure accordingly for example.

When the scolds came up for air, it was "Orange Man Bad"."

The mouthy representative was joined by Miami Representative Donna Shalala, who said:

“It’s been almost 2 1/2 years since Hurricane Maria devastated the island, but the Trump administration continues delaying the disbursement of billions of dollars in disaster relief for Puerto Rico. Rebuilding Puerto Rico cannot continue to be postponed due to bureaucratic inertia in Washington.”

Not all of the problems with Puerto Rico's recovery were Washington's fault. The duly elected governor resigned.

And of course we can't forget about aid wasting away in warehouses.

The government of Puerto Rico is either inept or corrupt. I'm starting to think there are more inept individuals there than corrupt. The latest news from Puerto Rico, Puerto Rico’s government fell victim to a $2.6M email phishing scam

The government of Puerto Rico has revealed it fell victim to an email phishing scam, with the attackers making off with more than $2.6 million in stolen funds.

On February 12, the finance director of the island’s Industrial Development Company, Rubén Rivera, filed a compliant to police, noting the agency wired the funds to a fraudulent account, AP reports.

The transfer purportedly took place on January 17, after the agency received an email which suggested there has been a change to a banking account tied to remittance payments, according to a police statement.

It's time to say "Buh-bye" Puerto Rico. Give them a set amount of money and let them sink or swim on their own. Without Uncle Sam's cash trough to prop them perhaps they will get serious about governing. There is no need to take them as the 51st State of the U.S.A. as we have enough incompetent states. 90 We have a sister church in Campo Alegre, PR that we have been sending aid to over the past few years.

One of the things that they noted to us is that after the hurricanes, the professional individuals that had the means fled to the the US, leaving behind mostly unskilled laborers, impoverished low education individuals and elderly and disabled, all who lacked the resources to leave.

So basically, they are attempting to rebuild the island and care for the elderly and infirmed with relief workers and unskilled laborers. When skilled individuals are needed the most, they are the least available.

This is a glimpse at what will happen, IMO, if our own government attempts to turn socialist. The best and brightest will flee leaving an ever increasing incompetent citizenry to try to sort out increasingly difficult problems.

118 The think I dislike about PR is that a lot of their case law is focused on Spanish (as in the current legal system in SPAIN) precedents.

I would not be concerned so much if it were based on Spanish Colonial case law, after all the goal was a continuity of legal systems, customs and usages, but since there has been 5 serious changes in Spanish governments and their laws since 1898, if renewal is required I would feel a focus on English common law would be more germane.

That and to be honest, I don't deal much with people from PR, but the ones I have made me think fondly of the Cubans I have had to deal with. Cubans have some sort of sense of humor for one.

Too effin' true.

It may be related or not, but I had an experience with attending a Puerto Rican friend's wedding in Puerto Rico. He just about lost his mind over his family's behavior. He explained to them up, down, sideways, and back again, getting their affirmation at every sentence, that this time it had to be different. His American friends were flying in, he'd hired American friends as the minister, the photographer who would do candid outdoor photos of the wedding and the reception (to take place at the same venue boom-boom), and to do the cooking for the reception, so they HAD TO BE ON TIME FOR HIS WEDDING.

I couldn't believe how casually his family arrived 2 hours late, with the photographer having lost most of her light and the food gone cold. Just *sauntered* in.

The other factor was that at the same time all this wealth poured in, in the 1500's and 1600's, the Spanish Monarchy set up a massive Bureaucracy to run everything, which was accountable to no one but itself. ALL of the Spanish speaking countries inherited this system, and IT more than anything else is the source of the constant corruption.

For hundreds of years, the only way for anyone to get anything done has been to find the proper official, big or small, and pay him off.

How to run Puerto Rico - put in place a provisional government, and have all posts staffed by NON Puerto Ricans with no connections to the island - and rotate them out of their postings every 6 months.

Not really. Spain has always been corrupt. The riches of the Indies just made it worse. Prior to the end of the reconquista it was a collection of warring principalities, just like the German states, and there is a place to say Catalonia was a cut above, but on the whole, opportunistic, power grabbing strongmen. Once the crown got all the power and all the money, it was more of the same in a bigger sandbox.
Spain's saving grace was local autonomy and local laws, but even that went by the board with the liberal reforms to consolidate power after the Napoleonic wars

Franco was pretty honorable, but even he had to bend to the needs and wants of the power blocks in the kingdom. Even the absolute dictator had to bend a bit.

Just the chapter titles have tremendous meaning.

Anyway, been years, but greatly simplified - yep, how you do things, standards, behavior, "culture", not weather or resources.

218 As Boswell put it, British colonial rule couldn't undo everything bad or unhelpful about a particular place or culture. Question is, how much of what's best about these places has clear roots in British influence (answer, often - a lot). Hong Kong and Singapore being the best examples.

There are quieter, less well understood cases. Oman and Jordan, even the current UAE a bit. Impossible to believe that much of their best governance or civic features would exist without the British influence (which, in those cases, is not merely in the rear-view mirror - "behind every minister is a retired senior British civil servant" is still somewhat the case).

(Yearly corporate site inspections were not done due to remoteness, so after about a 10 year hiatus an announced inspection was done, and everything looked great. About a month later there was a bill to the Headquarters in Elgin, Illinois for about 90 trucks to pick up, drive around the island, and drop off at the same place as pick up. Turns out that the inventory was picked up and driven around while the inspection was going on. The next inspection was about 4 days later. It was unannounced and had Hand cuffs involved.)

Culture, especially a culture of corruption, DOES, because that is learned and handed down over decades and centuries. It CAN be unlearned, and can be altered while preserving what works. But that as we have seen is not easy.

First off, you decided to be argumentative for the sake of being argumentative, then offered a stupid argument.

see - your initiial comment.

British colonialism is not sufficient in and of itself, it was the code for success. They gave it to them. That they decided to adopt and stay with it afterwards was dependent upon and affected by numerous things.

It was the foundation for success.

Why is this hard for you?

Posted by: not so at February 16, 2020 03:33 PM (HALdu)

276 Mr. Scott

Jorden and Egypt are better, contrasted with Syria (French). There were not a lot of resources for the colonies and mandates they got after WWI. Malaysia, Hong Kong, India and Singapore were colonies for a lot longer.

I would compare India with Brazil for colonial influence, and both are better than the Congo.

282 Select French colonies (Ivory Coast probably tops) actually did very very well for a long time - again, because the French hadn't really left. And they (or at least their elites) were integrated with the metropole (independent first generation leaders typically had served in the National Assembly for years). There was a brilliant and hilarious article in the 80s about how the French had never really left West Africa.

Of course that all fell apart. Some places that weren't as good (Burkina Faso, Cameroon) slid further back, Ivory Coast sadly declined greatly.

283 We may think we don't need naval stations in the Caribbean. We are wrong.

But, the thing to remember is that ten minutes after "we" set Puerto Rico "free" on the international market, every other piss-ant wannabe world power will have a naval station in the Caribbean. Same applies to the USVI, and for that matter, Fort Jefferson in the Dry Tortugas.

Big, cute joke, until you actually fly over it once or read the charts of where the channels are ("channel is," for Tortuga). Do you think you don't need the Gulf Coast open to the Atlantic? Ask the Confederates how that worked out.

They threw over the excellent English Legal System (which goes hand in hand with government) and went back to pure Kleptocracy.

One of the main themes that Winston Churchill spoke much about, in his later years, is that the English Speaking People had developed an attitude of practical self governance and contempt for corruption that was almost unheard of in world history, and that because of that the Anglosphere was always going to produce the best, most fair, and most prosperous societies on the planet.

Posted by: NaCly Dog at February 16, 2020 02:39 PM (u82oZ)

Not true. They were very much against closing RR. I was involved tangentially in that cluster.

There was a group of developers that wanted to put up a bunch of expensive houses on Vieques, which was part of the only range we had that had the capability for live fire on air, sea, and land. You could set up a full blown amphibious exercise with live fire.

Anyway these developers bought a bunch of politicians in PR and also in the US (looking at you, Al Sharpton) to push the US out of Vieques. Eventually, they prevailed.

This had two effects. One, the remaining training area around RR became nothing special. It no longer had a bombing range or any place to do amphibious landings. Live fire ship-based AA exercises would be constantly interrupted by civilian traffic around Vieques. We had other facilities on the coasts and Hawaii with the same capability.

And two, Congress was irritated. They had been tarred as racists and colonialists by virtually the entire Puerto Rican political class. Congress does not like to be irritated, and there was a rather large outlay of military funding they could zero out without affecting a single US voter.

So Congress decided to close Roosevelt Roads, which had been either the second or third largest industry in PR. The locals howled like stuck pigs. Congress was again called racist, and also vindictive. The Puerto Ricans protested and sang hippie songs and wailed and cried and rended their garments. But in the end it didn't matter because they had no longer had anything to offer.

I do not feel sorry for the Puerto Ricans. They brought this on themselves. We should cut them loose, and after a grace period of, say, five years anyone who stays on the island should have their US citizenship revoked. It was only ever granted by an act of congress and can be removed the same way.

362 I think one of the main reservations about independence for PR was the likelihood of communist intrusion and a new Cuba or Nicaragua forming on the island. And the Democrats have long sought two new left-wing Democrat Senators as they pushed for statehood.

I'd be happy to cut the place loose and let them see what they can do to improve their own lives. Or, in reality, let them see how quickly they can fall apart like the rest of central and south America.

363 China was staking their claim as soon as the U.S. left the air bases.

Oh, it was worse than that. For decades, there had been talk that one day the old canal would be obsolete, and that a new one would have to be built alongside it.
Unbeknownst to us actual US citizens and taxpayers, most of that work had already been done, concealed in the underbrush. When the Chinese took over, most of the new access to US east-coast ports was already there.
Thank you, US taxpayers! There were hearings before both houses of Congress when the giveaway was under consideration, and this information was never made public. "We" would never have stood for it if the extent of the loss had been known.

366 OK, one more pass and then I give up.

We were willing to make global thermonuclear war to avoid giving the Russians a base 90 miles from Florida. And in 1962, snotnose, that was not the name of a computer game. Actual smoking-ruin world war.

But, snide-assed comments about "cutting PR loose" to teach them a lesson. They would quickly learn the same lesson the Cubans did. And apparently that is fine with everybody. Big joke. Well, at least we don't have beards!

It must be remembered that Canada is not a free country. And its people have completely acquiesced, and indeed demanded, the destruction of their liberty; and therefore they are unfit to be free, and incapable of self-government. (h/t, TX Declaration of Independence, 1836)

(And also with apologies to our Canadian friends who post here. CLEARLY, there are exceptions. But they are consistently outvoted.)

369 No, take it over (but not as a state). 100 years ago we tried to switch education to English etc. Time to do it again.

Remove the government, Military government, Keep the tax incentives, Switch education and the official language to English only. Screw international peace corps missions, send all those twits to PR to teach English and hand out diabetes medicine.

In a generation it'd be Florida south. Not that that's awesome, but it'd be an improvement.

It's a lovely island, again except for the people. And even some of the people are nice.

371 This piece is unfair. Puerto Rico's status as a territory puts it outside most of the Constitution and denies its people the kind of control they would have if it were a state. I say make it one and then see if they want to live in it or not.

373 "Give them a set amount of money and let them sink or swim on their own" is known as 'reparations'. Do that and you'll have just blasted open the door and the whole opposition to reparations will be destroyed. Plus, and you know this as well as the rest of us, it will NEVER stop at a one-time payment. Who are you trying to kid?

374 The Bahamas get hit more often than does Puerto Rico and don't seem to be particularly distressed. And no, the Bahamas are not all a wealthy yachting club; there are plenty of locals who are no where near the scale of their advertised clientele. Maybe there's a lesson there?

Posted by: LCMS Rulz! at February 16, 2020 05:44 PM (17+9D)

375 Cut them loose. Now. Puerto Rico is a net cost and a source of shitbag immigrants. Cut it loose. We can be friends. We can be allies. But we are not family and never will be.

378 Cut American citizens "loose"?
No.
But definitely time to acknowledge that the people there cannot manage their own affairs and have a government put in place for them until a new generation of locals can be educated and trained for management.

379 agree, I only brought that up because someone compared it to Gaza, and since Gaza is infected with radical Islam, it is absolutely a lost cause. We don't like to admit that the PR's aren't capable of governing themselves, but they aren't, and they never will be. I think we need to govern them with that in mind, and it could be done. I don't like the idea of cutting them loose because they'll just invite someone else, like China, to come in and take over, and we don't need to be handing China prime real estate just off our borders, especially not when we already own it.
Posted by: Tom Servo at February 16, 2020 04:00 PM (V2Yro)

Tom, I agree... which is more or less the reasoning for the current "halfway house" Commonwealth status of PR. I don't believe it is at all clear that either statehood or independence would be better for either the Puerto Ricans or us.
