There are some people - a significant number - who likely are never going to vote to convict based on their political views. It might be worse for the appearance of the rule of law to bring prosecutions and fail. But that's the most sympathetic explanation I can conjure.

If they INTEND to hurt the store and cause damage, then that's criminal. That's what is happening, I suspect, with these people who are getting let go, but not prosecuted. It is legally very difficult to prove Intent to break the law, when incompetence and simply being an average, brain dead government employee is the other obvious option. And given what Civil Service protections are, it's a real triumph when idiots and incompetents can at least be fired.
