THE RULES FOR BECOMING A "WHISTLEBLOWER" WERE CHANGED TO PERMIT SECOND-HAND GOSSIP IN AUGUST 2019. COINCIDENTALLY, THE "WHISTLEBLOWER," OFFERING HIS SECOND-HAND GOSSIP, FILED HIS COMPLAINT IN AUGUST 2019.

Some conspiracy-minded people think that just because the DNI suddenly changed decades-old rules which only allowed those alleging direct, first-hand witness testimony of wrongdoing to file a whistleblower complaint, to suddenly permit second-hand hearsay gossip, then that means that maybe Deep Staters at DNI changed the rules specifically to allow their coconspirator to file his second-hand hearsay gossip complaint that same week.

This all happened last month-- the sudden change to stop requiring first-hand information, and then the "whistleblower," coincidentally I'm sure!, being the first to hop on and use those changed standards to file a non-IC related complaint with the ICIG.

This is big. This is the Deep State in action, and we caught them.

In August 2019, the intelligence community secretly eliminated a requirement that whistleblowers provide direct, first-hand knowledge of alleged wrongdoings. This raises questions about the intelligence community’s behavior regarding the August submission of a whistleblower complaint against President Donald Trump. The new complaint document no longer requires potential whistleblowers who wish to have their concerns expedited to Congress to have direct, first-hand knowledge of the alleged wrongdoing that they are reporting.

The brand new version of the whistleblower complaint form, which was not made public until after the transcript of Trump’s July 25 phone call with the Ukrainian president Volodymyr Zelensky and the complaint addressed to Congress were made public, eliminates the first-hand knowledge requirement and allows employees to file whistleblower complaints even if they have zero direct knowledge of underlying evidence and only “heard about [wrongdoing] from others.”


The internal properties of the newly revised “Disclosure of Urgent Concern” form, which the intelligence community inspector general (ICIG) requires to be submitted under the Intelligence Community Whistleblower Protection Act (ICWPA), show that the document was uploaded on September 24, 2019, at 4:25 p.m., just days before the anti-Trump complaint was declassified and released to the public. The markings on the document state that it was revised in August 2019, but no specific date of revision is disclosed.

Guess what? The Deep State refuses to comment on this, to acknowledge they made this change or defend the change and explain why in August 2019 they suddenly thought it was super-important to change the reporting requirements.

Reached by phone on Friday afternoon, a Director of National Intelligence official refused to comment on any questions about the secret revision to the whistleblower form, including when it was revised to eliminate the requirement of first-hand knowledge and for what reason.

More: A source says this was all done so that the usual rule, requiring this to go through the AG, would be circumvented, and this could be sent directly to Congress.

It was all engineered by professional paper-pushers from the start. That's why the complaint seems to have been written by a Democrat legislative staffer looking to check the boxes -- because it was.

I do not know the specifics of the process. I think they are available, but I don't know. What I'm told is that if you check certain boxes you can skip the normal process and file this as an "urgent complaint" which must get sent to Congress, and they changed the rules to allow it to be an urgent complaint.

He said he realized it about 3 years into it after it was created. He essentially describe it was becoming what we now call the Deep State.

The IC Inspector General (ICIG) only has jurisdiction involving IC personnel. Trump is not IC personnel. Neither is Zelansky.

This is therefore not a case for the IC IG.

Truman's point in that "CIA was a mistake" piece was the CIA was created to be basically a newspaper for POTUS, to give him all the important info about the goings-on in the word, and independent of filtering by the existing cabinet depts (think Pentagon, State).

But in order to get the info out in the public they needed to find a whistleblower.. so they got some lower level person in the IC to file the complaint.. but then had to take extra step of chasing rules in order to make it happen. A "modifier" of the document, the person who fills it out can only put data (text) into the fields that are specifically designed for this. The document is typically digitally signed with the individual's Common Access Card (CAC). Therefore the dates on these documents are useless without the digital signature. (If it wasn't signed it's useless.)

This report, if true, is very disturbing. However "if" the administration has competent IT skilz, they will trace it back to the originator, who, sadly is likely a lowly bureaucrat that had no idea what they were tasked to do.

I never feel like I'm being negative about this stuff. When I say that nobody big is going down for this, it's just from growing up as an American and knowing how my corrupt government works, and has as long as I've been aware of politics.

I've never had the hope it would be any different, so it's not a letdown or anything.

In fact, it makes me feel optimistic, because this time - for once - we have a guy in office who is exposing it, and not just knuckling under and doing as he's commanded. And people can finally see what I've been trying to tell them all along.

I think this is a truly important moment that will have historic consequences, and it makes me happy.

I just don't think those consequences will be short-term indictments of important intel chieftains or a former President.

yes and no. It depends on how corrupt the system is.

Form changes are generally worked up at request from upper management, by legal request by the legal people, or by units requesting changes for various reasons having to do with use, destination, or clarity.

In an ideal world they go through a forms committee for style and language and get bumped over for review by the legal counsel to make sure no changes were made that neglect or violate current statute or rule.
Then they go through the approval by some sort of management that certifies that all the required steps in verifying that the procedure was followed and it is sent to the IT people for inclusion in the forms drive. Government offices don't really do hard copy forms for internal stuff, they generally do electronic files to print out.

Of course if you wanted to sink a fifth ace into the deck, you just make the change and hand carry it to IT for inclusion. The procedure should be logged somewhere, since no-one wants there to be a screwup hung in their personnel file.
The point is that there should be a file showing how the form was changed, and for what reason, especially for something as important as this sort of HR file and for the executive branch. Unless everyone was involved except maybe the IT entry clerk.
The best bet is that if it was changed without process, it was generated at the management level.

The 'whistleblower' apparently did too as well as placing someone on the call who was not there. Both completely missed the Crowdstrike and server which seemed to be more meaty.

617 What this means is that after eight years of Obama and a communist CIA Chief, you still have progressive/communist moles in our primary law enforcement and intelligence services. That is not surprising. But what is surprising is the deviouslness and outright brass of these people. This whistle blower complaint is protected by federal law apparently to include the identity of the whistle blower. But if anyone can file a complaint even if they have no knowledge of any wrong doing, then progressive moles can hamstring an administration indefinitely. But this route of attack was also meant to shield the attacker. He was essentially using using actual whistleblowers as a human shield for his or her own attack. This strikes me as a desperation tactic and shows that they are afraid.

These tactics are designed not to actually impeach formally ( although they'll take it if they can get it) but simply to keep the administration from effectively moving on its political agenda in the hopes the Dems can win the next election. Judges are still being approved because Republicans still control the Senate but necessary legislation is frozen because the Democrats control congress.

I hold in special contempt those Republicans who are expressing "concern" about Donald Trump, not because they disagree with politically but because they hold him and his supporters in contempt for the same reason, that most Dems do, he's and outsider not siding with the elites. I will remember it Mitt.

One final word, on Tulsi Gabbard, the Dem representative from Hawaii who has been appearing on Fox to say she opposed impeachment because it was dividing the country. I believed her because I wanted to. But in the end she climbed down off that horse and joined the rest of them. I guess they offered her something. I must be getting old.
