Once in industry I applied for a job at a neighboring company for which I was the perfect candidate; the job description could have been written from my resume, I had extensive experience in exactly what they were looking for, a friend and mentor of mine was on the board of directors, and the company was about 200 yards away from where I was working at the time.
Never heard a peep from them. Not a word. Not even enough curiosity to ask me to shuffle down the street for a look-see.
Inference: they had an internal H1B candidate, and were merely advertising to say they couldn't any American qualified.

BTW, I have taken a hit from immigrant competition. The salaries for American scientists would be a lot higher if it weren't for the competition from desperate foreign postdocs who want to stay in the country. That doesn't prevent me from acknowledging that America does get benefits from having lots of smart people come here. There are pros and cons; I refuse to pretend otherwise.

Resumes are funny. There's a MILLION people out there who claim to be experts on how to create a winning resume, yet they ALL give different advice. It's a f*cking racket.
I had one "expert" rearrange all the text on my resume to put the text on the sides of the paper. Sure-fire technique, she assured me.
Is it in France where you get professional jobs by taking skill tests, instead of schmoozing and sucking up? Sounds good to me.

I'm not against making money, but there's such a thing as "pricing yourself out of the market." With CEO's asking and getting astronomical compensation packages, there's a lot of incentive to keep the costs of the rank-and-file employees way down so they'll keep getting their handsome salaries. Hence the attraction of illegals who'll work for peanuts. Inventive accountants can disguise those costs a Brazillion different ways, furthering the attraction of underhanded business practices.
Not wanting to pay your employees well is just plain old greed. None of those greedy assholes ever stop to think how they'd like it if that was done to them.

STEM is a tough row to hoe; I advised my sons against going into it myself.
The coursework is demanding - much more so than any other subject, I suspect - and the job prospects are limited. Academic positions are difficult to come by, and industrial positions hit an armor-plated ceiling after a while.*
One problem I saw in industry was that business guys know eff-all about STEM, and default to credentialism. As a consequence of that, and being generally pretty dull, they consider all Ph.D.s for example to be equivalent, and a brand-new Ph.D., who comes a lot cheaper, looks to them like a better bet than those with more experience. Would they prefer having a surgery performed by a brand-new MD, or by someone who's done surgery for many years? The answer is obvious, but they're generally not bright enough to think of that.
I used to have to fight pressure from the business guys to replace older scientists (and by older, I mean 40ish) with 20ish ones. Madness.
* Here's your calibration: business guys in a big corporation used to disdain scientists for top management because "they're too narrow." At the same time they used to worship Jack Welch as their model. He was God, as far as they were concerned.

Has he tried applying to jobs outside of Austin? 20 years as a senior dev seems like someone who shouldn't be forced to give up the job search. Hopefully his experience isn't in a dead tech. Even if it is, you can find some pretty amazing positions if you're maintaining an end of life product for the right company. Like all the COBOL guys maintaining ancient code for banks.

I think that loophole got closed at some point because you rarely see those nowadays.

Yep. There used to be videos (may still be around) on the internet of law firms that give seminars on how to avoid hiring U.S. citizens. How to word the ads to discourage citizens from applying, how to place the ads so they're unlikely to ever be seen by citizens, what to do if (God forbid) some U.S. citizen actually shows up with an application and tries to get one of the jobs, etc.
It's been a highly-organized racket for some time. Absolute total bullshit that Americans don't want these jobs, or the tech jobs, or any other jobs.

that's how the house i own in northern utah was originally built. contractor took the money for the main floor and skipped the country. strapped homeowner managed to scrape together enough to put a roof on the basement. some years later they managed to build the main floor.

Hanover, Pennsylvania is also overrun with Hispanics. I believe that can be attributed to Mohawk industries.
In both cases the towns were not historically Hispanic and had massive changes in demographics over the last 20 years. Easy to spot
