I think Piper dragged out the Enforcer prototypes to compete against the AT-6 and the A-29.
Cavalier originally developed the turbo-Mustang in the early 70s by installing a Dart engine in a basically stock P-51. It was a bid to stay viable in the Central and Latin American markets. The Piper bought the whole kit. The Piper Enforcer has a stretched airframe, different turboprop engine, and a beefed up wing with multiple hardpoints.
