(AP) — South Dakota Highway Patrol officials found a dead woman wrapped in a blanket in an SUV stopped after a high-speed chase with a drunken driver from California, a trooper said in a court affidavit filed Tuesday. A state court complaint says 30-year-old Tosten Walsh Lommen, of Santa Cruz, faces charges including aggravated eluding and drunken driving. The Polk County Sheriff’s Office is commending a Winter Haven man for alerting authorities about a drunk driver on New Year’s Eve — but the caller ended up being the one arrested on DUI charges. Michael Lester, 39, called 911 shortly before 9 p.m. to report that he was driving drunk “all over Winter Haven,” according to a call released by authorities Friday. “I dunno. I’m drunk. I don’t know where I’m at,” he said when a dispatcher asked for his location.

The HOA covenants, signed without reading at most closings, spell out the boundaries of the permissible.
I was a HOA President for 5 two-year terms. In Reston, the planned community. Liberal Control Freak heaven.
I wanted my property values to go up and I wanted to not be an asshole. So I stepped up. I sold at the tip-top of the market, and made people's lives better. I kept others from being assholes over me, like the process obsessed hill rats.
The HOA provided trash pickup, street lighting , common grounds, a playground, and parking lot & sidewalk maintenance.
After that experience, I was much more conservative.

I was an asshole to the several deadbeats that did not pay for services for over 5 years. I foreclosed on them. Alas, we were behind a lot of other people holding their other debts, so we did not clear a dime. We got new paying owners, however.

Decades ago, in my youth, I worked for a moving company. We got a pack and move for a really nice house in the suburbs, where the parents had been living in the new city and left the 18 year old daughter alone for the summer. Rather than let the dog out to do it's business, it was obvious that the dog had just been put in the basement.
Since my job for the morning was to pack everything in the basement, I packed everything in the basement. Mostly Christmas decorations. Mostly.

I don't know but for some reason I thought that Dago and Wop both were from Spanish ----the Spanish name "Diego" and adjective/noun "guapo," handsome/dandy.
IIRC, the story was that southern Italians and Sicilians picked up the words from the Spanish, who ruled the Kingdom of Naples and Sicily for quite a while.
Whether the usages began as an Italian slur against the Spaniards or as N Italian slur against S Italians, they were adopted in S Italian slang and thus came to the US.
Something like that.

The smaller the government the more intrusive and dictatorial it becomes. Part of the reason for this is that a National Government potentially has the entire country from which to choose its members. An HOA only has one neighborhood. And, the people you get in HOAs generally are all the frustrated, small minded, leftist pricks who want to run your life - who then get to f*ck with you personally - through their position in the HOA.

Yes. HOA foreclosure on a home for non-payment of Maintenance Fees is a stop loss measure. The HOA rarely gets the accumulated unpaid fees, interest, and legal expenses back, but it stops the bleeding and results in a new (hopefully responsible) homeowner. If a homeowner ain't paying their Maint Fees, they likely as not are not paying their property taxes or mortgage payments either. So bankruptcy and/or foreclosure by the bank or tax assessor usually happen first and they are first in line (ahead of the HOAs) for recovery.

Am mindful that there are exceptions. Like my HOA. Self-managed by homeowners. Good people doing a difficult job balancing The Rules vs individual situations. Time and again new homeowners bring over distrust and wrath at their previous HOA, usually run by a third party for-profit management company, and have to be talked through what they didn't know.

A Self-managed by Homeowners HOA is the best of all possible HOA worlds. Most of the discontent is removed with home-owners in direct control. I call it full-contact democracy.
Management companies are too remote and rigid to make the HOA work smoothly. And they are tightly focused on the money coming in and the reserve fund, not the owners.

I have successfully and happily lived in a townhouse in an HOA community since 1985. I bought it, knowing the rules and was fine with the idea of the limitations imposed. I love the fact that I have not raked a leaf in over 32 yrs. Hours after the snow stopped last Thursday (over 7 inches) the street was shoveled and the side walks all the way up to my front steps were cleared
My HOA has a professional manager but also has a Board of Directors where issues can be addressed. HOA may not be for everyone but it works for a few of us.

I'd decree that every yard had to have an old rusty pickup on blocks in the front lawn. Then I'd try to figure out what their worst fears or being low class were, and then force them to do that.
Clothes line, say, mandatory in the front yard. And there must always be unmentionables hanging out on them. At all times.
And the most garish and tacky shit all over the place.

There was a house about three miles from me that had the worst collection of Christmas lights i have ever seen. They were all over their lawn, about 100 of them-reindeer, and blinking Santas and smiling elves and Huge told timey Christmas lights that went off and on. I admired their energy to put all that up and they must have had Christmas Spirit, but they were obviously NOT in a HOA

A Self-managed by Homeowners HOA is the best of all possible HOA
worlds. Most of the discontent is removed with home-owners in direct
control. I call it full-contact democracy.
Management companies are too remote and rigid to make the HOA work
smoothly. And they are tightly focused on the money coming in and the
reserve fund, not the owners.

Thank you. We have, with the concerted efforts by several non-HOA Trustee homeowners, acquired sufficient proxies to ensure we have an official quorum (just 10%) of Members to have an election of Trustees and to vote on other matters.
A self-managed HOA is the best possible arrangement, BUT!!! It takes good homeowners willing to serve their neighbors. Like Pres. Reagan said we are always just one generation away from losing freedom and liberty, our HOA is always just one election away from being replaced by a 3rd party for-profit management company.

I don't get it. Trash pickup, street plowing, playgrounds, etc. That is all included in my city taxes. Are people in HOA communities paying twice, like folks who send their kids to private schools?
There are a few HOA neighborhoods in my area, but it is not the norm. I'd never buy a home in one. I don't care what color my neighbor paints his house and I hope he leaves me the hell alone as well.

Some last thoughts on HOAs.
If you have jerks in your HOA, run it yourself. The time commitment does not have to be oppressive. Especially with a local & talented board. Carve out home-owners autonomy in the governing docs. The 3 Ps of running a HOA are Parking, Pets, and People.
And always try to have fun. If it's not so fun, well, maybe you get a good story out of it.

Last time I bought a house I told the agent to not even show me listings in an HOA. Agent had to show us one anyway because it met all our wishes and wife agreed. Yup, perfect, except the HOA so I offered significantly lower than list and explained burden of HOAs (dues, paying landscaping to meet reqs, etc.) and directed agent to tell them the low offer is because its in an HOA.
Agent said it was insulting...

Our HOA was not in a town or city. It was one of a number of other HOAs embedded in a planned community (a much bigger HOA in the suburbs).

Good question. No. For those of us who live in the unincorporated part of the county, there is no city to provide those services. Neither does the county. So our HOA provides garbage pickup, street lighting, security, and mosquito spraying in addition to maintaining all the common areas and amenities.

Ha! I have seen anyone walk one through the neighborhood but it most likely would be allowed. My next door neighbor is President of the Board. He is a big libertarian -his attitude is live and let live unless it impedes on someone else or endangers property or person. It takes a lot of residents to complain about some silly issue for him to take action. The Board meet quarterly so issues and complaints can be heard at that time.

I just don't see much difference between an HOA that gets taken over by the very odd, and living in most incorporated towns or cities. You get some campaign going on, and your erstwhile enemies have zoning and land use, extreme views on health side-effects and climate, tax valuation, and eminent domain to use on you, without even moving on to shunning, fire-bombs and suits at common law. Other people are just dangerous to have around, is all. Bills of rights are malleable as time goes by, and attitudes mutate.

Did you mean the forced annexation of Kingwood by the City of Houston? That is the only event spurring big changes to the Texas Property Code in the 1990s that I can find. Not the same thing as what you were describing as HOAs taking over communities without their consent.

Folks just presumed, when those guys lost their jobs, that we'd entered the new age. But the inventory and warehousing remained in the hands of those who, like the guy we had to deal with when we tried to get a permit to brew for market, considered "Control" to be the important word in Liquor Control Board.
I used to have to make a couple of surreptitious trips to Indiana and Michigan every year to keep up the stock of odd things I'd learned to love. For a while there was on-line ordering, but I lost my Illinois supplier last year because of some new interpretation of state tax reciprocity. No problem with wine, but real liquor and liqueurs, they're not for us folk.
I don't drink Absolut's ninty-leven flavoured wodkas because of "In An Absolut World" map showing Mexico holding the West, up to Montana. But that's me. When they announced that 100 or so brands were going on close-out sale, we made a little list and dutifully drove to the licensed shoppe that Kroger had spent a million to get from my Eastern-Rite Catholic "Arab" chums.
And of the 100 brands, they had about half a dozen.

Actually the secret is, since there are groups and people that can break most any code with sufficient effort, send out lots of stuff that looks like code that is just random number tables.

I am familiar with that. Usually burns off after less than a minute goes by. This car is an oddball. As a 1960 Lark, it should have had the 170" flathead six, but a prior owner installed a 1963 OHV six, which makes a bit more power, but which is prone to cracking heads. I'm not a big fan of that engine. But the one in the Lark was stuck solid; would not move at all. And I didn't have a flattie to put in there. So I took and old OHV six I had in the barn, and built a "beater" engine out of entirely used parts, save for a few gaskets. Honed the cylinders real well, picked pistons that were in decent condtion. Piston rings, I deglazed each one with a drum sander on a Dremel tool. Hand-picked and Plasti-gaged bearings. Ground all the valves by hand. Test-ran in an old chassis, and it ran smooth with no knocks. I was hoping the rings would seat themselves, but had no real expectation that they would. Hauled it down to AZ last year, and installed it in the Lark, and got it fired up. Smoked steadily, the little I ran it.
I don't really think it burned off 5 quarts of oil in less than an hour's total run time, but who knows? I plan to do the brakes on the car to make it roadworthy, then insure it and plate it, and take it out on the road to break in the rings, and see what happens.

For years there's been "Cerritos Colors," where you are supposedly only allowed to paint your house those shades. Don't know if they still enforce it, however.
Also, a Toys 'R' Us opened there in 1972, and legend has it that the city harassed them for years because of the backwards 'R' in their logo. (Cerritos actually had a law on the books that all public signage must use proper English.) Finally sometime in the late 1990s, the store threatened to move out of town because they were so sick of it, at which point the city finally backed off and shut up about it. Last I heard, the 'R' is still backwards in their sign. ;-)

Hell of an experiment. Usually its not a good idea to recompress rings, not to mention they have a good chance of not being perfectly round because of wear on the thrust faces. Got me curious though to see how it all works long term. If I ever pulled that stunt the Harley gods would kill me in my sleep. lol
