The top of the ticket was an old white woman who had previously run against Obama and whose husband had been accused of being racist by the 2008 Obama campaign. I mean he's got an awful lot on his plate, and most of it is taken up with executive orders and getting stuff through congress. But "non-partisan, career public servants" like Comey are a little harder to fire, typically. But as you see, it's still very doable. Second, the reason for that is to try to insulate the FBI from politics, but not from the command of the executive branch. The FBI is part of the executive branch and the FBI director serves at the pleasure of the president. There is a mechanism for situations where it is belived that the president has been involved in illegality: the special prosecutor. But, a special prosecutor is apponted either by the AG (acting under authority of POTUS), or through an act of Congress. The Director of the FBI has no constitutional authority to go outside of his chain of command and just start lying to the president about what his agency is doing.
