OMB Director Mulvaney: This is a Hard Power Budget, Not a Big Bird Budget

Nice framing of the question:

"One of the questions we asked was can we really continue to ask a coal miner in West Virginia or a single mom in Detroit to pay for these programs? The answer was no," he said. "We can ask them to pay for defense, and we will, but we can't ask them to continue to pay for the Corporation for Public Broadcasting."

One strange thing about Trump, which no one really knows what to make of yet, is that he is liberalish on some issues (like Trumpcare -- don't pin that all on Ryan), and yet is the embodiment of what the Establishment squishes deride as "Talk Radio Entertainment Wing conservatism" on the other.

The fact that they deride stuff like zeroing out NPR and the NEA s being Talk Radio Entertainment Wing conservatism -- despite having the candidates they work as consultants for parrot those same lines during campaigns -- a tells you a lot about their own brand of insincere conservatism. They like to posture as True Conservatives, but then, when a president pushes the very sorts of things they have instructed their candidates to insincerely campaign on, they start hemming and hawing.

They like trickin' the hicks while patting themselves on the back for being so much more clever and enlightened than the hicks to actually believe the crap they're peddling to the hobbit wack-a-doos.

This is why Trump's hucksterism and sometimes-painfully-obvious insincerity didn't bother some of us as much as it did others -- the GOP has been guilty of the same hucksterism and painfully-obvious insincerity for years.

Why should we deem Trump unfit for office because of his phony positioning, when we dutifully re-elect John "Build the Dang Fence" McCain every six years?

The people pretending to be the True Conservative Crying Eagle Brigade can't accuse Trump of peddling phony conservatism if they themselves join with progressives to block some fairly common-sensical (and long-promised) government cuts.

And I gotta give this much to Trump: He is at least attempting to move the Overton Window on many issues the True Conservative Crying Eagle Brigade has long pretended to want to move themselves, if only they could do so.

Well fellas, you have your opportunity now. Trump has pushed that boulder a little bit. Not enough to move it, but enough to rock it a little bit so that it can be moved if a few more shoulders start pushing.

Are you gonna start pushing the boulder up the hill, or are you gonna go where it's safe, standing beside the progressives and the media (BIRM) to keep that boulder stuck in the same place it's been for 60 years?

Trump has a mix of virtues and flaws that make him dangerous -- dangerous to many things, including himself, the country, the GOP, but also dangerous to the current intolerable Standard Operating Procedure of Washington DC.

He's brazen, too rich and too egotistical to be easily cowed by insults and media attacks, impulsive, and ambitious to make a mark. (Observe the large "T's" on the many monuments he's built to himself.)

You don't get many presidents who are not only willing but eager to serve as lightning rods for criticism. He seems to enjoy bad press as much as good press.

This was a guy that few conservatives expected much from, and who will definitely disappoint us on many things. (Trumpcare being one; entitlement reform probably being another.)

But on the first hand -- not the other hand; this hand should be the first to be counted -- he is shockingly willing to defy the established liberal order and propose things that no conventional politician ever would.

I certainly did not expect him to propose some kind of Rand-Paul-like Stunt Budget as one of his first moves.

Are alleged conservative elected officials going to seize upon this moment -- which might never come again, as it's never really come before -- or are they going let it slip by, claiming, as they always do, "Well we really want to do that but (fading muttering about "political realities" and "the media")..."?

Obama was brazen. He was doctrinaire ideologue, as Paul Ryan called him, and he lied his way into imposing state-run health care on the nation, as his socialist party had been determined to do for 30 or 40 years.

It did cost him, no doubt -- he did lose the Congress.

Remember the spectacle of vulnerable Democrats begging Nancy Pelosi to be one of the handful of Democrats permitted to vote "no" on Obamacare? A few (like 7 or 12) got free passes to vote "no;" the others were ordered to fall upon their swords.

And they did fall upon their swords.

Obama and the Democrats seized that moment and risked the seats of their vulnerable members to make a change that, sadly, America will probably be at least partly saddled with forever.

They lied to the country, sure. But they kept all the promises they meant to keep.

So are we ever going to do that ourselves, or are we going to keep right on going with the plan to Make America Safe for Republican Incumbent Congressmen Again?

We don't even have to lie. We just have to actually follow through on things we've claimed to support for 30-40 years.

So: Do we really support these things, or not?

Because if you finally have the opportunity to get the things you claim you want -- or at least fight desperately to get them -- and you decide instead to let the country continue drifting towards socialism, you really don't get to run on these claims in the future, ever again.

This is why I'm not freaking out about Trumpcare so far. Trump has demonstrated sound picks for the most part, and seems to actually care about reforming health care while at the same time not screwing over people with the change. Will I like everything? No. But I'm willing to give him a bit of leeway.

And honestly, a lot of the changes that would improve US health care are not related to the ACA.

I also recognize that most of the material I saw was not meaningfully funded by US.gov as much as through Carnegie style philanthropy, and that about half of the programs were brought in from outside. Oh, and it was before the fucking internet and before cable was really a thing, so there's that.

Most of the criticism I hear of this plan is that it doesn't kill Obamacare dead enough, and frankly, that's not quite as helpful as some people think it is.

We should never attribute the word "politician" to Trump. He isn't one. He ran for a job, not a sinecure. He's running the office like an executive because that's what he is. He may do political events, but he'll never be a politician.

What does that mean exactly? What is not in the first phase of this bill that you would like to see in it?

Again, knowing it is being done under budget reconciliation rules and therefore only budgetary issues can be included in this phase.

yeah i've said i wasn't really down with this guy.

A friend of mine who's in the know dismissed him as "a general." What he meant was generals must be political, in the sense of giving something to this side and something to that side. They usually just don't have the sort of committed ideological side you'd get from a civilian. It's bred out of them, or the ones who had it were pushed out of the service before they could make general.

I'm conflicted on this because my fear is the longer we stretch this out, the more Republicans get scared and jump ship.

Paul Ryan absolutely fucked this up though no doubt.

But if it's the status quo versus this, I will take Ryan's plan. Especially if it's needed for further tax reform.

Trump though does share much of the blame, he had the momentum to kill ObamCare on Day 1.

The problem is that Obamacare wasn't just a bunch of new laws, it was a massive replacement of existing regulations as well. The healthcare system that existed in 2009 no longer exists. You can't just repeal the ACA and reset everything back to the way it was.

Personally, I'd love to see malpractice reform, medical education reform, and a push to demand other countries allow higher drug prices so that they share some of the RnD costs, along with streamlining the FDA approval process. Change incentives to encourage health savings accounts rather than employer-based insurance.

Agreed. You've got to punch it through. Don't let perfect get in the way of better.

If the R's don't do anything with Obamacare, it's over for them. They'll lose the majority in '18 and Trump won't be able to implement his agenda.

And you know what, Trump has a lot of "Agenda" I'd like see implemented.

Anyone with a working brain should know that Trump's campaign promises were best efforts and that he might not deliver 100% because of the array of forces lined up against him, but if you had any faith in the guy you'd know he'd give it 100%.

And he was clear that he'd be a squish on vested entitlements and that the Obamacare fix couldn't leave people dying in the streets.

It is. Lots of people around here with their hair on fire screaming that the Republicans should just pass a straight repeal vote like they did in 2016 because this time Trump will sign it!

Only problem is they did no such thing. They passed a reconciliation bill that is very similar to this one and then Obama of course vetoed it. The only things you go do in a reconciliation bill are budgetary issues, not legislative, so what they are doing is attacking the funding of Obamacare by chopping away at the taxes and mandates. Without them, Obamacare collapses faster. Then comes Price with his pen and phone and then comes legislation which will be a real heavy lift.

People should go back and listen to Trump's interview with Tucker last night. He gets it which is why he is onboard with this process and likely why he picked Price in the first place.

The Ryan bill allows Medicaid expansion to continue growing until 2020 AND then uses that as a base to block grant.
Ryan is fucking lying that it gets rid of either the individual mandate or the employer mandate. BOTH are still there. The only thing the Ryan bill does is sets the penalties to 0 (I am sure temporarily) and adds a 30% penalty to be paid to the insurance company if you get a policy and have been without insurance for 63 days or more before you get it. You can see this yourself if you look on page 84 of Ryan's draft bill.

The mandate is still there and so is the penalty language.

Defunding PP would be good but it is not nearly enough of a fix to justify any other real reform.

And this bill would save nothing as it just replaces the subsidy that taxpayers now pay with a refundable tax credit that taxpayers would also pay for.

Interestingly, part of their pitch/ploy is to try to minimize the amount of support they get from the various levels of government wither directly (grants???) via advertising prices. Somewhere in there, there's a logic that the government isn't isn't extracting enough money from you for us so you should also send some to us directly.

One thing about entitlements -- spending will come down if millions of people now out of the workforce go back to work, millions of illegals leave the country, and millions of people on part-time to avoid Obamacare employer mandates go back to work full-time. Revenues will go up for the ones that are related to payroll, too (SS, Medicare, UE, etc.). So while it's not the kind of reform that needs to be done, it's at least improvement.

To an extent, it was. But it was also billed at the time as a test case, a proof of contest.

Seriously, Republicans at the time were saying that they proved they could pass a bill that was the first step at repealing and replacing Obamacare and this was the process, all they needed was a Republican President. Go Bing it or DuckDuckGo it. I am not making this up, this was always the plan for over a year and not a single person here said a word against it.

No we have a Republican President and they are doing the process and people are losing their minds. Obamacare wasn't a single bill, it was multiple actions including the first Obamacare vote that passed with 60 votes in the Senate because it was legislation. Stage 2 was a reconciliation bill that provided lots of the funding and taxes and Stage 3 was giving the head of HHS the power to create much of the actual workings of the act through bureaucratic fiat.

In effect, Republicans are using the same process to unwind it in a slightly different order.

Now you can claim you don't trust them or Trump but this plan has been in motion for a year waiting for a Republican President. The time for complaining was then, now it's time to get it done so we can move on to things like tax reform.

I suggest this is a misperception. It's not that Trump is insincere; unlike career politicians, when he makes some statement on policy, I suggest that really is his intention at the time he says it.

But there are two other things at work. One, Trump is very open in speaking compared to standard politicians. He will actually tell you what he thinks about something based on his feeling at the time, even if he doesn't know all the relevant facts. When he learns more about something, it may cause him to change his mind. Or he just simply changes his mind later. At one point, he thought a wealth tax to pay down the federal debt made sense. I think he was sincere when he proposed that. And I think he sincerely is not in favor of that now. Did Ace every watch Trump rallies? Typically he just came out and said what was on his mind for an hour or 90 minutes. No notes. No teleprompter. It's very difficult for a normal human being to do that and be consistently insincere.

The second thing is that even though Trump might indicate his intention to do something, he is willing to negotiate it away to get something more important or simply to get something at all. A half a loaf is better than none to Trump. We might well see him trade away the zero funding of the Democrat government media like Corp for Public Broadcasting in return for Democrat support on something else he considers more important. That doesn't mean he didn't sincerely want to zero out these programs.

Ryan is fucking lying that it gets rid of either the individual mandate or the employer mandate. BOTH are still there. The only thing the Ryan bill does is sets the penalties to 0 (I am sure temporarily) and adds a 30% penalty to be paid to the insurance company if you get a policy and have been without insurance for 63 days or more before you get it. You can see this yourself if you look on page 84 of Ryan's draft bill.

The mandate is still there and so is the penalty language.

Defunding PP would be good but it is not nearly enough of a fix to justify any other real reform.

And this bill would save nothing as it just replaces the subsidy that taxpayers now pay with a refundable tax credit that taxpayers would also pay for.

Am I willing to send people to prison for refusing to pay for the national defense, the courts, the police? Yes.

Am I willing to send people to prison for refusing to pay for artistic works, such as a crucifix submerged in urine? Am I willing to send people to prison for refusing to pay for NPR or PBS? No, and no. I like Doctor Who but I'm not willing to put people in prison so I can get it for free on my TV.

But why am I talking about prison? Because prison is where you go when you refuse to pay your taxes. If you don't pay, or you use illegal dodges or whatever to avoid paying your full amount, the government will come after you. You can pay, or they can take your stuff away from you, and/or you can go to prison.

Alternatively, the government can borrow the money, but ultimately it must be repaid by tax money (or at a minimum, the minimum debt service payments must be covered by tax money). So ultimately all government spending relies on people to pay up or go to prison. (I guess you can make the case that we should except inflating the currency, which simply robs value from money people already have. You don't go to prison when they inflate the currency, but you also have no way to refuse.)

In Washington D.C. they are very abstracted from all this. They can just wave their hands and speak a few words and then money gets spent, and they don't have to think too hard about where it came from. So they can sleep well at night if they build a useless bridge to nowhere or something else that brings money into their own state but is a net drag on the country.

If this policy was applied strictly our government would be dramatically smaller. We would still have policy disagreements: some of us would be willing to send people to prison for refusing to help pay for entitlements, while others would prefer to let people keep as much as possible of their own money and rely on non-government charities to help the truly poor. Some of us would like the government to spend at least something on basic science; I know I would, but I'm not sure how much science I'm willing to send people to prison for refusing to pay. (And I suspect that if we removed government funding for science, that would de-politicize science, and Global Warming and stuff might be treated more rigorously.) Heck, I'm sure some of us actually are willing to send people to prison for refusing to pay for Doctor Who to be on TV.

In fact, let's make it a requirement: any Senator or Congressman who wants to vote in favor of any spending must go on YouTube and say "I believe that anyone who refuses to pay for this spending must go to prison."

Fly fishing in the surf is the best and finest form of fishing. What kind of beach, what target species, etc., will dictate your gear requirements.

("Beach" will also include estuary banks, rocks, and all sorts of other formations).

You will absolutely need waders and a stripping basket. Trout guys can lay their floating lines on placid water and not worry too much, but surf is like a washing machine and you have to keep your stripped line out of it, hence the stripping basket.

In heavyish surf you get a rythm: wade down with the retreating wave making false casts, cast, and walk backward with the advancing wave and get the line tight. (Never ever turn your back on the surf).

Most saltwater applications (bonefish, schoolie stripers) can be handled with an 8 wt. Bigger surf and bigger stripers will want a 10wt.

At all costs, use a reel designed for the salt. A freshwater reel will be eaten like a Gozirra snack.

Also, always have a wading belt on so that a wave crashing over your waders can not ship them. You can get SOS fishing vests with CO2 cartridges to inflate a flotation device.

Also a headlamp. You'll want to be out at night.

Obamacare isn't being dismantled, it's being preserved. That's the point of Ryancare and why it didn't start with Repeal, as promised.

If no bill on this matter passes, then the health insurance industry dies (which is justice served for supporting obama in the first place), and without them to prop up prices, the costs charged by the health care industry will have to drop to what people can pay out of pocket.

That's a preferable outcome to the passage of Ryancare. Purity has nothing to do with it beyond pointing out that the scam they claim keeps their promise, in truth breaks it completely.

There's no talking point here, that's just what it does.

As redbanzai has repeatedly explained to you, Ryancare leaves all the objectionable parts of obamacare on the books. Nothing is repealed. Ryan merely modifies the program to try to get the same universal coverage (as his partners in crime stated was their goal at their opening press conference) by slightly different means. For example the mandate is still, there, Ryan just switches enforcement of it to the insurance companies rather than the IRS. But you still pay a penalty for not buying insurance when you choose not to. Using taxpayer funds to cover the uninsurable is using taxpayer money no matter what you call the subsidy.

They gave the game away when they tried to float the idea of 'repairing' obamacare. That went nowhere. It has no public support because it wasn't sold.

But it's being pushed now, under the lie that Ryancare 'repeals and replaces' obamacare. It repeals nothing, so it can't even really be said to replace anything. It's just some minor modifications (and even some of those are sunsetted, which means America's enemies in government just have to wait for them to come back-they don't even have to formally repeal Ryancare). None of which address the underlying cost of health care, which the health insurance industry (by spreading costs around), and government subsidies (such as Ryancare sends to the uninsurable), are elevating.

And you can dismiss it as purity if you want, but there's a further matter of justice required here, in that the Democrats jammed the whole thing down the nation's throat when there was never positive support for its passage. For that reason alone obamacare must be eradicated utterly. If we allow the establishment to pass this half measure they will consider the matter dealt with and move on to other things they want, rather than revisiting it and giving us the full repeal they promised at some later date.

There's literally nothing in Ryancare that warrants support.

Not 'only'.

The real problem are the runaway prices the health care industry is imposing on everyone. Both insurance and government subsidies exist primarily to hide these costs by spreading them out, but we've reached a point where they can't be hidden. The entire point of obamacare shaghai-ing young and healthy folks into buying insurance they didn't need was to beef up the cash flow into health care and thus keep prices growing.

Until health care costs are brought down, none of the rest of this discussion much matters as the insurance companies have to charge their customers enough to cover their claims, regardless of what coverage those customers have (this is the inevitable cost of forcing coverage for the uninsurable). Government subsidies for the uninsurable don't change that they just force you to pay through taxes rather than premiums, but the false demand which elevates health care prices for everyone remains.

There's no reason to address this as a budget level issue. That may have made sense when you were trying to force it on obama as part of a government shutdown threat (i.e. congress exercising the power of the purse-which the GOP didn't want to be bothered to do).

Sabotage no longer is a valid strategy as you have someone in the White House who will sign whatever reaches his desk. You don't have to force anyone's hand by hastening the collapse. Instead, now is the time to pass a simple full repeal only.

There is no reason to even consider the 'replace' scheme at this point unless you're trying to force people who wouldn't support 'replace' into doing so in order to get repeal (which we're not getting). So the Ryan plan is a scam all around, and it is impossible to salvage. Therefore it is vital the Ryan plan be scuttled and replaced with a repeal bill in order to have any chance of a positive effect before the midterms.

You see the GOP has completely screwed the pooch here. The Ryan bill doesn't improve the situation, so when voters see its passage and their bills continue to skyrocket, the GOP would fully own the problem, having claimed all blame away from the Democrats. If they do nothing they still get a share of the blame, though at least it might still be shared with the Dems.

The only way to salvage this situation is full repeal. And they can run on replace next time.

347 ACE - good piece. On the broader points, I think the differential split between what we thought the political stripes Trump walks in pre-election and what he's shown so far is that we were viewing him from the usual political lenses that we've used for all other regular politicians.

Politics is in itself a professional enterprise, just as much as your common small business.

Many people here right now reside in the latter (myself included).

It is here that we view coworkers at our regular business office by a set of principles custom to that office environment. Behavior, communication, decision-making, and work results are established to a certain normal standard. Their daily focus is to succeed in that arena. We get our news, politics, sports, on social media, tv, radio, AoS and other internet sites.

Trump is private businessman - real-estate, entertainment, private label retail. He plays in these waters, and knows how to please this audience to get things done to further his professional aspirations. He's successful due to mastering the skills and actions to be successful in that arena. His daily focus is to succeed in that arena. Pre-candidate Trump used to get his info from the same places. President Trump gets info from these same places plus his advisors.

Same can be said for the politician - their focus and business is politics. Their office watercooler includes think tanks, lobbyists, interest groups, aids, etc. They get their info that sect.

I think this shared commonality of having the majority of their focus not being on politics, but obtaining info the same sources is key to differentiate why he won. A lot had to do with platform and his anti-MSM fighting spirit early on, but the shared news and info sources between voters and Trump was the same as well. That is powerful. It was just a business guy that knows his customers well - a task made easier because they are linked by where they get their info. He spoke their language, and reacted in the same way they would react. Condition by the same standards both hold professionally and personally (ok maybe, very loosely here).


It was the shared ability to connect with voters in a way not as voter-representative, but as employee-employer or customer-salesman that resounded. I know that is how I slowly turned toward supporting him. I like winners, and have and want to work for CEOs that are successful, and that understand the delicate balance of the two.

Sorry short on time - Politicians on the other hand live in their own special echo chamber habitat. Less connection.

So in summary - I agree with your good piece. Nice touch on the Right Wing Radio (info source)- very salient and sound description.

I think going forward we should expect (ceteris paribus) Trump to stay in sync with conducting his admin more of less in the same fashion in response to what these shared info resources dictate.


--Also, it could be Sean Hannity and Lou Dobbs take turns being behind the wheel of the Trump Vessel, because they found that secret portal in Trump Tower like in 'Being John Malkovich'.

I read somewhere the insightful point that money is fungible, and if it's fair to say something like "this only costs each taxpayer a penny" it's equally fair to say something like "this costs the whole year's income tax from 150 households".

Or as I would have it, 150 households would have one or more adults go to prison unless they pay for this.

That suggests another fun activity. Divide up all the spending and randomly assign each taxpayer some line item and say "Your tax went to:"

So some people could get "Your tax went to: national defense (15% of one F-35)." And one lucky person in 1988 could have gotten "Your tax went to: National Endowment for the Arts (98% of: photo of a crucifix submerged in a jar of urine)."

Some would argue that the work of preparing these taxpayer reports is silly busywork and a waste of time. But I'm always interested in ways to make people notice what their government is actually doing. And I can always hope that the random assignment of the NEA photo would have gone to a Catholic priest who isn't shy about talking to reporters.

Another proposal, one I almost salivate for, would be to get rid of paycheck withholding, and require people to write a check for the full amount of their taxes each year. Instead of "oh, this year I need to write a check for $300 because my withholding wasn't quite high enough" it would be "this year my tax burden is $8250!" (That number is my rough estimate of the average federal income tax paid in the USA.) The government has made paying taxes far too painless.

The woman who let live in the 'Tower' rent free for like 20 years..etc....I just think he wants to help people and he actually loves this Country and love people making their own money.
