Hillary's Emails Contain Documents Classified Even More Highly Than Top Secret

She had one goal: Keeping her emails secret from Republicans, citizens, and the inevitable prosecutors.

Keeping America's secrets secret didn't even make the list.

"Several dozen" emails are classified Special Access Program (SAP).

Catherine Herridge, again:

EXCLUSIVE: Hillary Clinton's emails on her unsecured, homebrew server contained intelligence from the U.S. government's most secretive and highly classified programs, according to an unclassified letter from a top inspector general to senior lawmakers.

Fox News exclusively obtained the text of the unclassified letter, sent Jan. 14 from Intelligence Community Inspector General I. Charles McCullough III. It laid out the findings of a recent comprehensive review by intelligence agencies that identified "several dozen" additional classified emails -- including specific intelligence known as "special access programs" (SAP).

That indicates a level of classification beyond even “top secret,” the label previously given to two emails found on her server, and brings even more scrutiny to the presidential candidate’s handling of the government’s closely held secrets.

"To date, I have received two sworn declarations from one [intelligence community] element. These declarations cover several dozen emails containing classified information determined by the IC element to be at the confidential, secret, and top secret/sap levels," said the IG letter to lawmakers with oversight of the intelligence community and State Department. "According to the declarant, these documents contain information derived from classified IC element sources."

With the Inspector General releasing this kind of information, it will cause a great amount of embarrassment and outrage when Loretta Lynch, as planned, refuses to seek an indictment against Hillary.

How did the SAP (I'm guessing SCI) info get to her private email? You can't forward an email from the high-side to anywhere. They aren't connected to normal networks, blah blah blah.

A story:
I had to do an IT policy overhaul for the IRB when I worked there. Like everything else they wanted me to go find other place's policies, copy it and pretend it helped us. Annnnnyyyywaaayyy...
I got to Harvard's who had several (5 I think) levels of security. Level 1 required among other things:
No windows, no internet, no data cables that ran outside of the room, (i.e. no network access) and card access with entry/exit logging to the room (in addition to the room itself being located inside of an already restricted access facility). I took one look at it and said "Holy shit, that's basically a SCIF."

And yet magically Hillary gets SAP and/or SCI info on her personal email server.

163 I love it when they say 'higher than TOP SECRET.' TOP SECRET is the highest classification. However, there are additional compartmentalized markings you can have in addition to the TOP SECRET label. That is what they are talking about here.

It is best explained by the 'need to know' idea. Many things can be labeled TOP SECRET, but you may not need to know about everything labeled TOP SECRET if you have a TOP SECRET clearance. Therefore, there is additional labeling that goes along with TOP SECRET and a person must have access to those different additional compartmented markings. For each additional marking, you must be 'read in' before you can have access. You can have a lot of those markings on one report, depending on the information in the report and where it came from.

Hillary would have been 'read in' to probably a lot of these different additional markings, since she was at the highest level of government. You have to read and sign something to be given access to each. Hillary definitely knew that things labeled with additional markings were highly classified documents.

She's a liar.

189 The thing is, first defense out of her mouth was "everybody is doing it" and I'm certain that's the case. I have no doubt that security in the Obama white house is a total sieve and the left hand has no clue what the right is doing. I'm guessing every single agency leader has, by policy, a separate email account for stuff they want to avoid getting FOI requests over or subpoena'd for by congress.

192 SIGINT reveals in particular are a bitch, because they usually involve compromising a particular communications channel believed by the enemy to be secure; the instant the belief is punctured, the enemy discontinues it and shifts to a new channel instead.

NSA and USN collaborated on the ultrasecret "Ivy Bells" program to have nuclear subs sneak in and tap seabed Soviet military comm trunks, thought by the USSR to be invulnerable to intercept. It was a huge intelligence coup. Everything from ballistic missile telemetry to top Russkie generals gossiping about Kremlin power struggles.

But the intel take was cut short, and the billions invested all wasted, when John Walker blew the existence of the program to KGB spy handlers for a few thousand bucks.

Executive Order 13526 -- called "Classified National Security Information" and signed Dec. 29, 2009 -- sets out the legal framework for establishing special access programs. The order says the programs can only be authorized by the president, "the Secretaries of State, Defense, Energy, and Homeland Security, the Attorney General, and the Director of National Intelligence, or the principal deputy of each."

P.J. O'Rourke once said that when politicans are granted the power to determine the terms on which things may be bought and sold, the first things to be bought and sold will be politicians.

Per corollary: when individual states are artificially elevated above others in the national primary process, what inevitably results is pandering to those states' special interests.

272 Screw jail. Other people doing this would be put up against a wall and shot for treason.

Maybe it's because I was raised right, but I do not comprehend the nigh to pathological refusal to place the security of the nation before one's own political ambitions. Actual people were (and are I assume) placed at actual risk.

Hell, it's like what's going on in Flint with the lead in the water. I'm horrified by that. How can anyone get up in the morning and look in the mirror and just *not care* that the public water system of which said person had some oversight was contaminated with lead? I don't want to hear oh but the Dems controlled it or oh it was the Republicans who shoved cost cutting through. Individual people made individual decisions to just not care that the public water supply was made dangerous.

How? How can you do that? How can you work for the EPA and know that you poisoned a river and have your prior goal be to be sure that no single individual is ever named for that rather than being horrified that you were part of that and you poisoned the very land and water you wanted to protect? How?

I despair, I despair.

350 The implied contract between generations has been broken.

The arbiters of that contract; the media and the politicians have unilaterally decided that the obligations to those in the past are irrelevant now.

They're going to find out that every now has it's future and every future has it's past and if they're not going to keep those contracts then what are we doing obeying the law and playing the game by the rules?

But by then it's too late to get back what has been lost.

It's probably already to far gone to make any kind of recovery.

American may be great again but we'll never be honorable again.

Once you've gone back on your word, you'll never be fully trusted ever again. This applies to people, States, Federal government and corporations. And organization or individual has a reservoir of honor and respect. Once you drain that that reservoir, you usually can never refill it. Unless you do something suicidal. And you acquire respect and honor posthumously.

360 I tend to be of the opinion that Obama will destroy Hillary. Biden said he wouldn't run the *day before* Hillary testified re: Benghazi last fall. It's clear to me that she said if he ran, she would spill the beans on administration malfeasance, like how Obama issued a stand down order, leaving Americans to die, and ordered his administration to lie about it to preserve his reelection campaign.

Obama/Biden cut that deal, but it pissed them the F off, and so now want to sabotage her campaign. If the nomination goes to Sanders, that's best, but I think they might be willing to put her in a jumpsuit to keep her out of the White House.

Others speculate that Biden will enter the race late, but I don't know that's realistic. Primary deadlines are primary deadlines.

370 []That stuff doesn't really give you that much of a boost and it's hard on the engine's parts, or so I've heard.

It doesn't give you any boost. It's less energy dense than gas so you need to burn more to make the same power.
It does have a much higher octane rating = resistance to detonation.
Getting pure gas upto 87, 91, 93, etc. takes more expensive feedstock and/or refining.
All modern car parts are fine with e10?15.

You have to go out of the way to get pure gas now and there's really no point unless you've got an older carb, hi compression motor.

If you can't explain that without name calling then you're just whistling past the graveyard as we've seen many do here and in the conservative media.

There's a reason for his popularity and the metrics you use may or may not reflect the actual feelings out there.

Many will not respond truthfully to a poll. Particularly a person to person one. Thus they have to be done carefully and objectively.

Many of the polls that show Trump in the negative are questionable or done by people with known agendas.

Then why does he even have support if he is so awful?

You would think the other candidates would begin their analyses with that question. But to the best of my knowledge no one does that. If you want to break the emotional connection that he has made with his supporters then you first must find out why - if he is so unlikable and so indecent - he has made that emotional connection. Then you have to determine how to break that connection.

If you do not do that all of your arguments are going to fall on deaf ears.

I am grateful that for all who take time out to continuously remind us of the dangers posed by certain "rip-tide-like" candidates and to use the buddy system when caucusing and only stay within the marked political swim areas of acceptable thought.

473 As a technical nit, a SAP is not a level of classification. Think of it is a X-Y matrix. On the Y axis you have classification levels, of which there are three: Confidential, Secret, and Top Secret. On the X axis you have compartments reflecting a need to know. SAPs can be for a category of information such as Signals Intelligence, a project such as a next-generation aircraft, or a specific clandestine operation. Access to these compartments, is administered separately from the overall classification level. Within a particular SAP, information can be classified at any of the three levels. There isn't anything to prevent Confidential information, the lowest level of classification that is still classified, from being included in a SAP.

I too have speculated that Deval Patrick will be Obama's choice, maybe as Biden's VP with a deal that Joey only does one term.

In many ways Partick is what Obama pretended to be: the poor child of a single African-American mother who grew up in Southside Chicago before going to Harvard and Harvard Law.

Axelrod ran Patrick's campaign to be Massachusetts governor, which became the model for how to run Obama for the Presidency.

I don't know of any other personal connection between the two. Usually there is to be in Obama's inner inner circle.

There seems to be some fantasy that a white knight will come along and fix everything. Trump isn't Conservative and even as president what he can do is limited. lus you know the GOPe and Dems will fight him tooth and nail.

So if you like Trump fine, but please stop acting like he's some kind of superman.

How does it feel to be so smart?

You must be rich right? Cause someone as smart as you indicate by your words must be rolling in dough. Unless of course you're a monk who gives it all away to the poor.

Neither of those? Why then, you must be just like us ordinary folks. Making mistakes, bad judgments and fcuking up now and then.

Conservatism has, sadly, lost the argument for now--our task is to find a way to find a way to reshape the landscape such that we can re-emerge, someday. In other words: Exactly what the Left did.

Anyone who thinks a single election, or several elections, or the electoral process in general can get us out of this mess clearly has no idea how we got into it.

Posted by: Rod Serling at January 19, 2016 03:59 PM (1BQGO)

I was at a brunch this weekend with neighbors and this one girl (she's actually early 30s I think, but she's cute) revealed herself to be an uber feminist of the worst order. She has a whiteboard on her fridge with Obama and McCain's 2008 electoral vote totals tallied. She has never erased it.

She said she'd never watch The Revenant because there's a rape in it, and then within 30 seconds was talking about how awful David Cameron is for saying he'd deport Muslim women who don't learn English. "Just women" she said, with this look on her face like I should jump out the window in horror. Then she mentioned later while discussing some other movie (Olympus has Fallen? I don't care) that it was about the white house blowing up and "American was destroyed and everything was better."

But it wasn't until right before we left that I realized how bad she really had it. She said she thinks of herself as being "a lot like Hillary." She does live by herself with two cats. And unless she can change her mind she'll never have anybody.

I scored major points with Ms. Ghost for keeping my mouth shut throughout that entire party.

542 If I may be so bold...

My candidate is Cruz. That's my truth-in-advertizing disclaimer right there. Is he perfect? No, but he's closest to what I believe in politically. Did he change his stance on some issues? Some say yes, some no. I'm not going to let the perfect become the enemy of the good. The only way I could get a candidate who would agree with me on everything, and who I could trust completely, would be to run myself. I'm a crappy fundraiser, as my checkbook will gladly testify, and I'm more insulting and abrasive than Trump, and I figure there's at least ten, maybe fifteen percent of you that wouldn't vote for me in the primary if I did run.

So, I'm backing Cruz, and I can do it without holding my nose.

There are days when I tell myself that if Trump gets the nomination, I'll sit this one out in November. He's a big-government guy. He wants single-payor medical. And he suffers from Ross Perot syndrome: the belief that as President, he could simply tell everyone in Congress what he wants and why it's the best for all concerned, and they'd all be persuaded.

And there are other days: days when I tell myself that if Cruz doesn't get the nomination, and it's going to be Trump, then I'll vote vote him, if only because I'm shooting for a sixty-five yard field goal and teeing up the GOP-e's nuts for the kick. I know better than to think I'd be getting a doctrinaire movement conservative out of him. I'd be voting for him out of spite, and I might feel good about that in the morning, too.

As for unelectable, his name rec is the same as HRC-- about 95%. His net unfavorability is jaw dropping, which is how he loses to an elderly socialist by 15 points.

Ah. The old you did it first excuse.

Hey. Whatever floats you're boat. But you're not changing anyone's minds with the way you go about it.

So all you're really doing is either hoping that you're right so you can go "I told you so" with a smirk or you're so angry about the situation that has brought about this series of events and the participants and don't want to acknowledge that you and others like you might have played a part in the reasons for Trumps rise so you accuse US as being shills and spoilers. And then claim that your name calling is in reaction to others name calling you.

Got it.

So why do you keep repeating the same old mantra?

You should know by now it's working and it's not going to work and especially not the way you're going about it.

That's what we used to call pissing into the wind.

You're the one getting wet.

I frankly cannot tell why she likes Rubio, but we don't get a lot of time to talk with two under four years old.

Because he looks pretty, and he says pretty things, that those things don't check out or in some cases are suicidal probably don't matter too her, but in the off chance they do you could bring them up.

She is smart and is probably more conservative than I. But she actually said the immigration thing (gang of 8 ding) did not matter to her. I brought up H1Bs, but like I said, not much time to explore.

She values security, fiscal and national, but I think we have differing perceptions as to exactly how far along the slide we are and how little difference there is between dems and dem-lite.

588 Tell me,, doyou imagine yourself livingTrump's life,
rolling in dough, flying around in a private jet, married to his
beautiful supermodel wife?

Posted by: troyriser at January 19, 2016 04:11 PM (OGbEB)

No. But I think that YOU do.

And thus the unquenchable anger at the appearance that he will not only have all that you don't but that he will gain the Presidency too.

It's just too much for you isn't it? He didn't work for any of those rewards did he? Not like you. You've worked so hard all your life and here you are arguing with an anonymous doufus (your opinion) on a blog on the internet.

Surely you have better things to do? I don't. Because I'm comfortable (and not in mom's basement. She's been dead for years) and pretty much do what I want most days.

And that suits me fine after 50 years of hard work and putting up with a lot of crap from opinionated know nothings who believe that a degree or a metal pin gives them the automatic blessing of knowledge greater than others and judgment better than Solomon's. (agreed they may have those qualities but it wasn't the degree or the in that bestowed that on them)

So, no. I don't begrudge Trump one cent or situation. Nor do I wish to have his life, as it appears to the uninitiated.

Try again.

But I've found most them couldn't shine most homeless guys shoes as far as wisdom and righteousness.

593 "The lock is in."
Vote for Bernie if your state allows it in the primaries (only!) and very shamelessly: more Socialism is better, RITE?
They warned that this election could be like 30+ years ago when the DNC went crazy by fronting far left McGovern, and then Nixon got elected instead.
Lote for "indépendant" Bernie in the prinmary as Ted or Trump will win anyway (so you vote doesn't count) and who cares- it will sort itself out: BRING US THE BERNIE!!!!

Well then if you've lost her over immigration then realistically the security and fiscal issues aren't going to matter, so maybe just take your loses and hope Rubio isn't doing well when it comes to your primary state.

596 Hey, don't wanna break up the bubble, but just a small but important detail: there is no classification above top secret. None.

HOWEVER, you can go "sideways" all you want because access is determined by need-to-know. Classification only assigns a level of threat. Top Secret is "exceptionally grave and serious" harm to national security.

Compartments, which are Special Access Programs, go sideways. They determine "need to know." It is entirely possible and common for material to be confidential or secret and still be inaccessible to a top secret clearance holder because they /also/ don't hold access to the SAP in question.

And finally, SCIs are a series of intelligence SAPs. They are established as a blanket SAP family and have a special delegation of authority to the ODNI.

Clear as mud?

597 I know thanks to lapdog media narrative conditioning everyone always goes for the "N" word - Nixon, but really the whole clinton crime family and associated tsouris is pure LBJ. And LBJ was a hundred times worse than Nixon is ever alleged to have been.
