15 WASHINGTON (Reuters) - The U.S. Navy is unlikely to carry out another patrol within 12 nautical miles of Chinese-built islands in the South China Sea this year as officials had initially suggested, three U.S. defense officials said on Monday.

Naval commanders had hoped to carry out another "freedom of navigation" exercise in the region as early as December as part of a plan to regularly send vessels into the area and exercise what the United States views as its rights under international law, officials have said.

But the Obama administration, which is weighing the risks of raising tensions with Beijing at a time when the United States is focused on the fight against Islamic State, has not approved the next such patrol, said the officials, who asked not to be named.

So what can we tell from the internal evidence in this painting?

The wake from the boat trails a long way. The surface is still. There are no bubbles coming up from where the body was dumped, which means that must have been way across the lake.

118 Also fun fact: Native Americans used to regularly burn forests to the extent that settlers could drive a wagon through any random forest as if it had roads cut in it.

The entire smallpox blanket delivery system relied on those roads.

123 Mission creep is in part driven by incompetence.

When you find you can't or won't or are uninterested in a function you are tasked to do as an agency/bureau/division/department you have to find a reason to either not do it, do something else that makes it irrelevant, or in really incompetent situations, claim you have so many things to keep track of you just can't get to that function.

Of course there are other elements involved like money, power, and squeezing out that other manager who looked at you funny when you both started as office assistants oh-so-many years ago
