So what can we tell from the internal evidence in this painting?

The wake from the boat trails a long way. The surface is still. There are no bubbles coming up from where the body was dumped, which means that must have been way across the lake.

Those are not trees. That is not a lake. The point of the painting, I think, is to play off the complements yellow and violet, orange and blue.

When you find you can't or won't or are uninterested in a function you are tasked to do as an agency/bureau/division/department you have to find a reason to either not do it, do something else that makes it irrelevant, or in really incompetent situations, claim you have so many things to keep track of you just can't get to that function.

Of course there are other elements involved like money, power, and squeezing out that other manager who looked at you funny when you both started as office assistants oh-so-many years ago
