How can someone leave a comment when the IP address they're using has been banned, for quite a while even?

They can't, as far as I know. It's an automatic process.
They could leave a comment from a different IP address though. IPs change all the time, that's why IP banning isn't a very effective way to stop unwanted commenters.

No, it was the exact same IP address. This hasn't been the first time it's happened. I banned the address this person came from and when looking at my list already saw the exact same IP address already there in my ban list. This has happened before with this particular troll of mine. He has posted comments from banned IP's before. Is there something to him? Some computer hacker something?

It's probably a bug.
