There are so many "rules" about this ritual that don't make sense to me. Why can't the Press Secretary refuse to take questions from organizations that continually lie? The reporters might do this by working out a seating arrangement, whether by vote or committee or whatever (it's up to them) that sets apart the Question Pool. Press Secretary picks from them. If you ask the stupid question that ends the conference, you get expelled for a week and someone else rotates in.
