Rich Higgins, RIP, told me long ago that generals and admirals are frequently recruited as agents of influence for foreign powers.

The usual scam is that a foreign government hires them, post-retirement, for "security consulting." For a couple of weeks' "work," they get a million dollars.

But the scam is, they're not being paid for their "security consulting." They're being paid to have a friendly relationship with that foreign government. So that when the foreign power needs a favor, they can ask their Pet General to contact high-ranking politicians or current Pentagon staffers and pitch them the foreign power's agenda.

Democrats have had a long history of treasonous liaisons with China. You all remember Red China pouring money into the Clinton re-election campaign through Chinese "nuns" who deposited Chinese money on behalf of the Chinese government.

Chinese "nuns" who'd taken a vow of poverty poured tens of thousands into the Clinton-Gore re-election campaign, and Al Gore and Hillary and Bill Clinton said "Yes please and thank you, no further questions. We await your orders, Comrades."

For more than a decade, former chairmen of the Joint Chiefs, combatant commanders, Cabinet officials and members of Congress participated in a military dialogue organized with a Chinese group identified by congressional investigators as a front engaged in "intelligence collection" and "propaganda and perception management." Some ended up on China's payroll shortly after.
The Chinese Communist Party did not need to penetrate the Pentagon to gain access to America's military leadership.
It built a private network around it.
For more than a decade, some of the most powerful retired officers in the United States participated in closed-door meetings with senior Chinese military leaders. The discussions covered Taiwan, the South China Sea, missile defense, cybersecurity and the future of relations between the two militaries.
The American participants included:
Gen. Peter Pace, former Chairman of the Joint Chiefs of Staff
Adm. William "Bill" Owens, former Vice Chairman of the Joint Chiefs of Staff
Gen. John Abizaid, former commander of U.S. Central Command
Gen. Raymond Odierno, former Army Chief of Staff
Adm. Jonathan Greenert, former Chief of Naval Operations
Adm. Timothy Keating, former commander of U.S. Pacific Command
Gen. Ronald Fogleman, former Air Force Chief of Staff
Gen. Dennis Reimer, former Army Chief of Staff
Adm. Joseph Prueher, former commander of U.S. Pacific Command
Gen. John Keane, former Vice Chief of Staff of the Army
Gen. Walter Sharp, former commander of U.S. Forces Korea
Gen. Charles Jacoby, former commander of U.S. Northern Command
Gen. Charles Wilhelm, former commander of U.S. Southern Command
The program was called the Sanya Initiative.
Its glossy brochures framed it as a peaceful exchange between retired American and Chinese generals. Photographs showed senior officers chatting in Hawaiian shirts, touring military institutions and sitting across from Chinese commanders in ornate meeting rooms.
But the initiative was not organized with an ordinary veterans' association.
It was funded by the China-United States Exchange Foundation, or CUSEF, and conducted with the China Association for International Friendly Contact, or CAIFC.
Congressional investigators have described CAIFC as "a front organization" for the People's Liberation Army's former General Political Department.
The U.S.-China Economic and Security Review Commission found that the group performed the dual roles of "intelligence collection" and "conducting propaganda and perception management campaigns."
The commission specifically cited CAIFC's work through the Sanya Initiative.
Put simply -- America's most senior former military leaders spent years collaborating through a program organized with a Chinese military front that U.S. government investigators linked to intelligence gathering and foreign influence operations.

The CPPCC is a central part of the Chinese Communist Party's United Front system.
U.S. government reports describe the United Front as an influence apparatus designed to build relationships with foreign elites, suppress opposition to Beijing and induce influential outsiders to advance Chinese Communist Party objectives.
One congressional report described its mission as seeking to:
"Co-opt and neutralize sources of potential opposition."
CUSEF heavily relies on the foreign influence tactic of "pay-for-play" trips, including paying and subsidizing journalists to travel to China in exchange for "favorable coverage."

The first Sanya Initiative gathering took place in China in 2008.

The following year, the initiative moved beyond meetings among retired officers.
CUSEF brought the combined American and Chinese delegations through Hawaii, Washington, D.C., and New York.
According to the foundation's own brochure, they met:

From what I recall, Bush gave them temporary MFN, renewable every year but only if they met certain conditions. It was a carrot.

It was very controversial at the time, and Clinton criticized it during the campaign. Bush was former ambassador, so he had ideas about China. I thought he was a fool.

Clinton gave them permanent MFN. Carrot gone. Now they could do as they pleased. The act only made it legislatively approved and added some other conditions. Also the switchover to WTO, which was a treaty and needed approval. But the damage was done by Clinton.

I've been saying that for years. Even if everyone involved was acting honorably (they're not), post-retirement retention of security clearances are nothing more than subsidies for defense contractors.

If they go to a contractor after retirement, then I don't see a problem with having that contractor pay for a new clearance.

It would do nothing. Having a security clearance does not equal having access to classified material, it just means that they could, if needed, be granted access to material at a given level.

When I left the Navy, I was given a list of 40-50 countries that I could not visit without prior permission from the DOD. It seems to me that General Officers, or even better - anyone with a TS clearance, may not meet with non-allied government personnel without prior approval. Not that they wouldn't get the approval.

Xi is aging, making errors, and trying to stay in power until he dies, and his greatest threat is being replaced by whoever controls the PL Army. And corruption is endemic in the Chicom forces at the top level which is something they have in common with a lot of our ruling class.

- Are there any of those who're blind to the corruption happening around them? Probably, but fewer.

Most of the 'bad' bureaucrats are just lazy, not actively corrupt. And the system is set up to protect the corrupt and lazy so anyone with honor either slowly strangles it, or leaves.

Salt Typhoon was an unprecedented hacking of the US telecom industry and believed to be linked to Huawei and other equipment such as routers, etc.

That is why it is now banned in the US for these Huawei and other Chicom telecom and computer networking companies to be acquired by US telecoms and even consumer grade routers and modems are due to be removed if they come from Chinese origins.

I try like hell to maintain a sense of optimism, but shit, it is a trial. I waffle about severing ties altogether. But then, I do not. I need to know what the enemy's next move might be. Sitting in a corner with my eyes shut, fingers in my ears, is not a good idea.

Frankly, American flag officers have a deplorable history of insubordination against higher ups in the chain of command. Goes back at least as far as the Civil War with Gen Ripley at the Ordnance Dept who flat-out refused Lincoln's command to adopt the Spenser Rifle, or McClellan's consistent insubordination. All the way through MacArthur's bullshit in Korea, and that fat ass Gen Milley.

I even put McCrystal's disrespect and insubordination WHILE HE WAS STILL IN UNIFORM against Obama in the same box. Obama was an incompetent asshole, but he was the elected President of the United States. Either obey his orders or resign in protest.
