CIA Report: Air Power Alone Can't Win Wars

I've been saying this since day one.

Since WWII, air power theorists have promised a victory from the skies alone. It's never happened. (You can say "Japan" but that was an atomic bomb, and there was an ongoing ground and sea war going on at the same time, and the promise of a land invasion of the home islands.)

Technology is always advancing so there is often a plausible argument for why a victory through the skies is possible now -- the B-52 can drop more bombs than any aircraft ever imagined, cruise missiles can hit a specific window of a building, etc. -- but it's never once panned out.

Ukraine is proving you can fight the Russian army and navy to a standstill -- or better -- with air power, specifically, drone power. But drones are fairly short-range. I'd love a drone invasion of Iran, but those drones would have to be launched and serviced from inside Iran, or at least right on the border.

So what is the endgame here? I don't think it's going to be an actual victory.

It might just be the unsatisfying situation after the Gulf War, when Saddam remained in power and remained belligerent but the US just kept up a regime of "maintenance bombing," as one guy put it, for years and years.

But an actual victory? Not likely.

Report: CIA Says Iran Won't Yield to US Strikes

The CIA are a bunch of paper-pushing failed-academic clowns but I think they're basically right.

A new CIA report indicates that U.S. military strikes are unlikely to change Iran's negotiating stance with the Trump administration.

U.S. military strikes won't significantly alter Iran's negotiating stance, according to a new CIA report.

A new U.S. intelligence assessment, first reported by The Washington Post, concludes that despite days of sustained U.S. airstrikes, Tehran is unlikely to soften its position or make major concessions in negotiations with the Trump administration.

According to current and former U.S. officials cited by the newspaper, CIA analysts believe the United States and Iran remain locked in an uneasy cycle of conflict that falls somewhere between war and peace, with neither side showing signs of backing down.

The assessment has reportedly been briefed to the Trump administration as U.S. forces continue retaliatory operations following renewed Iranian attacks in the Middle East.

...

Despite the military pressure, intelligence officials reportedly believe Iran's leadership remains focused on preserving the regime and is prepared to absorb significant losses rather than accept U.S. demands.

...

"They continue to send signals that they want to talk, that they want to negotiate, but their behavior is what we're responding to," Rubio recently said, noting Iran has continued launching missiles and drones at ships in the region.

But that's all nonsense. It's just the "Muslim way of war" -- attack attack attack, and then call for phony "peace talks" while you re-arm and plan your next attack. "Negotiations" just mean "give Iran time to procure new Chinese missiles and build more drones."

We could maybe kill enough Iranian regime thugs that eventually there are too few of them to control the country, but that will take years.

The likely path to victory -- excluding a ground invasion, which seems politically impossible -- will come after a year of bombing so devastating the economy completely collapses and the public is willing to wade into heavy machine-gun fire because they're starving and rip the Muslim conquerors to pieces.

And I don't know if we have any other choice than that grim endgame.

In very expected bad news, oil is over $100 per barrel again.

Global oil prices on Thursday crossed $100 a barrel for the first time since May, after Houthi militants in Yemen claimed to have struck two Saudi tankers in the Red Sea.

The reported attack, which came alongside continued strikes between the United States and Iran, threatened to worsen an oil shock that had already amounted to one of the largest in history.

Trump threatens to attack Iran every time its proxy army in Yemen attacks ships, but I don't think that's much of a threat, because he's already attacking Iran.

The jihadists of Iran plan to fight until the last dead civilian.

Below: The US Marines rappelled down to the deck of an Iranian shadow tanker and seized it.

Everyone understand a machine-gun pointed right at your head.

8 This isn't actually news.

We learned this in Desert Storm. We put on an absolute clinic vis a vis air power and still had to put boots on the ground.

The difference here, though, is the mission. We're not trying to throw Iran out of a neutral nation. We're trying to kick them in the nuts until they stop trying to get a nuke and deplete their ability to spread fuckery around the world.

We CAN achieve that through the air.

9 I would imagine winning by air alone depends on what your objective is. I mean, you could say that motor vehicles are forbidden in Yemen, and then, assuming that you own the skies, use drones to destroy anything moving. Would that be winning?

35 But drones are fairly short-range.

The little cheap suicide drones are short ranged, but, as Grok summarizes:

Large Iranian drones (primarily reusable UCAVs/MALE/HALE types, distinct from smaller one-way loitering munitions like the Shahed-136) have claimed operational/combat ranges typically from ~1,500–4,000+ km, depending on the model, payload, altitude, and mission profile (e.g., one-way strike vs. round-trip with return).

While for the US:
MQ-9 Reaper (Predator B) – Primary US Armed Drone
Operational range: ~1,150–1,900 miles (1,850–3,000+ km), depending on configuration and sources (e.g., combat radius often cited around 1,000–2,250 nautical miles in some operational contexts). Payload: Up to ~3,800 lb (1,700+ kg) across hardpoints — Hellfire missiles, GBU-12/38 bombs, JDAMs, etc.

That's pretty good range, payload, and (for the US especially) precision.

47 Time is very much on Iran's side. They can outlast the US government because they just have to wait until the Dems seize power again.

They don't care about having a functioning country, so long as they can sell oil to China to finance their war machine.

And once they get a nuclear weapon (which may be a forgone conclusion now), they'll use it on Israel. Who will have no choice but to utterly obliterate Iran with their own nukes, if they can.

Iran is in a death spiral, and millions of people will suffer and die as a result.

Posted by: "Perfessor" Squirrel at July 23, 2026 03:28 PM (FZ29D)

48 Define “war”. Is Iran a “war”, or is it a short term military engagement?

I’m completely serious. Can you win a short term military engagement where the objective is degrading capability, infrastructure and supply lines with just air power.

Yes, yes you can douchebags.

What you want to achieve is ultimately about your objective. How you engage on the battlefield and what you define as victory drives what assets you use to achieve a successful outcome.

Posted by: Vengeance at July 23, 2026 03:28 PM (aLiqC)

Payload: Up to ~3,800 lb (1,700+ kg) across hardpoints — Hellfire missiles, GBU-12/38 bombs, JDAMs, etc.

So I'm thinking about the drones Ukraine uses, which are not single-use "suicide drones," but drop land mines and grenades on top of individual soldiers. When you're just killing one or two guys, you can't justify the cost of a single-use Reaper. You need a cheaper way to deliver the kill.

That's what I mean when I say these drones need to be serviced (refueled/charged up) and re-armed with more grenades to drop on people's head.

Posted by: ace at July 23, 2026 03:28 PM (1wjle)

50 So in that sense it’s sort or like comparing apples with aircraft carriers.

This isn’t an all hands on deck declared war, all out total war. And maybe that’s the problem. But, depending on the objective, “winning” being a bit of a red herring, air power may be able to achieve the objective if not total unconditional surrender and a signing ceremony on the USS Missouri in the Gulf of Hormuz

92 Our drone program has been substantially stepped up outside of the old acquisition cycles. We have much more capability than people realize. Posted by: Vengeance at July 23, 2026 03:36 PM (aLiqC)

93 Although I generally agree with Ace, the CIA is wrong on this. We are not trying to take and control territory in Iran (as in Iraq or Vietnam); to the contrary, we are only trying to change the behavior of the regime, which is quite a different thing. So bombing (via bombs, missiles or whatever) will work because it gives us a very modulated way to heat the water until the frog boils. Bridges and power plants are a great start, but relentless iterative decapitation strikes will speed up the process. And of course, relentless destruction of transportation modalities to and from Iran (rail; road; water; air) and of any military or military production assets. None of this is a magic bullet -- there isn't one, and Iran is a VERY big country with a VERY stubborn regime backed by many millions of Islamist fanatics. But I keep coming back to the profound wisdom of General Curtis LeMay (paraphrasing): "if you kill enough of them they will stop fighting." We just haven't made Iran anywhere near miserable enough yet. There is still a semblance of "normal" life in Tehran. Once they lack fuel, power, water and food, the worm will turn. And modern air power can absolutely do this.

120 I think Trump just needs to give up on ceasefires and negotiations until the Strait of Hormuz problem is eliminated. Whether that’s through bombing, invasion, or finding alternative ways of moving product, or all three combined.

Take away that leverage and bring oil prices down and Iran be steadily degraded for a long time with drones, bombs, and missiles.

Easier said then done, I know, but it’s the main problem keeping this thing going like it is.

121 The problem with this argument is that really bombing a country into submission hasn't been tried. The closest might have been Linebacker II, and that was just meant to get the North Vietnamese to stop grandstanding and sign the Paris Peace Agreement.

For example, what if we actually destroyed Iran's bridges and power plants? Their economy would be completely trashed, and they would be facing mass starvation. Am I supposed to believe that at that point Iran would not either 1) surrender 2)cease actions that annoyed us, without officially capitulating or 3) occasionally chucking cheap drones around but otherwise ceasing to matter to the rest of the world as the population drops 70-80%?

The IRGC doesn't care about small scale loses of military assets and personal or civilians.

138 We could shut off their water--no, seriously. A few years ago, there were water riots throughout the country until the rioters were put down as they're always put down. Turns out those responsible for maintaining the country's infrastructure were regime hacks and cronies who knew nothing about infrastructure. Targeting that failing infrastructure would cripple the water supply. Shutting off their water would precipitate a humanitarian crisis. Thousands of civilians would likely die, but the government would equally likely fail.

It's a thought, albeit admittedly a very dark, horrible thought.

I'm honestly shocked people are still asking this.

From the beginning the administration has said over and over and over that they have four goals.

1. Destroy Iran's missile capabilities.
2. Destroy Iran's navy.

I disagree that the goal should be "winning" this war in the conventional sense. We don't want any Iranian territory. We aren't trying to reverse an invasion.

What we want can be mostly done via air power. And that is a complete degradation of the Iranian military and the Iranian nuclear effort.

Sure...regime change would be great, and I was one of the suckers who thought it might happen. But the Mullahs and the IRGC have been weakened enough that regime change is now possible (albeit unlikely), and Iran's enemies (Israel, the Kurds, etc) can feast on it.

About half of Iran's food is imported. A full 25% of all its imports is food.

The ceasefire and MOU that allowed them to import again, might have gotten them one cargo ship of food. Another was due to arrive a couple of days after the end of the ceasefire, and the US Navy turned them around.

They're probably starving now. Not to mention the issues with their currency.

With the advent of television it has become increasingly difficult for any Western democracy to commit large scale assaults on civilian populations.

The only large country that can come close and get away with it is Russia, which is only a democratic facade. The Russians favorite tactic in urban warfare is to use artillery to level a city before capturing it. They did that throughout the first few years in Ukraine which enabled them to take several cities. They did allow evacuations before the shells started dropping, so even the Russians have some limits.

America hasn’t been able to inflict real pain on an entire nation since WWII because we do not want to be thought of as the bad guy, I guess.

201 That's nice and all, but it has been air power and sea power, not air power alone. And the strategic hinge is the Strait, not who is in charge in Tehran. Air power and sea power can control the Strait if Trump stops screwing around. Would have been over already if he hadn't wasted almost three months listening to Vance and Kushner and Witkoff. Would be closer to over if he hadn't lifted the blockade for three weeks.

March-level bombing of Southern Iran and sending destroyers to physically escort tankers will open the Strait. Blockade will break Iran in two months if kept up. Israel sucker punching Iran would accelerate things. Doesn't matter if the IRGC refuses to give up. Physically prevent their fight to the last Nazi mentality from mattering.

But we don't need a ground invasion to erase the idea of Iran as a polity. From the air, every electrical generation facility, bridge, petroleum storage tank and water desalination plant can be destroyed. Total civilizational collapse within weeks.

Not saying I want to do that, but we can absolutely end Iran from the air.

I don't think that's what's needed to win a war through air power. You just destroy critical infrastructure (and kill individual leaders) until they capitulate or are so devastated that the are no longer a threat (and serve as a warning to others).

And we are actually selling high priced oil to foreigners which makes this oil crisis ahistoric by recent standards making its effects on the US far different than in previous episodes. As a result our trade deficits are dropping.

Libya's Ghaddafi-led regime was already facing substantial rebellions from both the west and the east, with the western forces eventually breaking through, due to the assistance from NATO air power, and capturing Tripoli (and Ghaddafi himself). 280 276 I agree that air power alone won't do the trick.

But the naval blockade and the destruction of Iran's ability to function might. Bomb the bridges. Isolate the south. Bomb the power stations. Kill the IRGC where ever you can find them.

Be patient. I am patient.

The blockade is the real killer for Iran. How are they going to pay China for new military equipment when their GDP collapses by at least 50% in a few months and its rial is worthless and it can't get dollars because it can't trade oil?

They could. But considering how the Limeys have hated, Hated, HATED Americans since we pulled their asses out of the fire at least twice in the 20th Century (three times if you count the Marshall Plan).... Fuck them. They didn't want to spend their own money to maintain their own defenses, so I don't have a problem with standing on the sidelines watching them learn that it was a really bad idea.

Mortgage Rates Rise Further as Iran War Sends Oil Back Above $100, July 23, 2026

It begins, "Mortgage rates continued their ascent this week, climbing to a new 11-month high as the escalating conflict with Iran puts upward pressure on oil prices."

Nothing compared to years ago: Mortgage rates in the early 1980s did spike past 18 percent, hitting an all-time high average of 18.63 percent in October 1981. This happened because the Federal Reserve raised interest rates heavily to stop runaway inflation.

Nevertheless, buyers nowadays are .... softer. And the msm loves it because Trump. And it didn't mattered for Biden though 30 year mortgaged were peaking near 7.8% in late 2023, hovering significantly higher than at the start of the POTatUS' term.

296 The thing about Iran is:
1. The lost their biggest customer for refining crude (Venezuela)
2. Their inflation rate prior to any hostilities was pushing up near 40%.
3. Infrastructure in Iran prior to hostilities was atrocious. Over 1/2 of school buildings had partial or full collapse of roofs. Water desalination was abysmal in efficiency, and agricuture was in the toilet.
4. Protests were starting to ramp up.

Then Israel (and eventually the US) started dismantling their intelligence and IRG hierarchy. But, the protests dissipated. This was because the Iranians in power set up countrywide check points that disallowed people to travel to hot spot protesting areas. I thought sure we'd see those checkpoints targetted to encourage an internal changing of the guard. I even thought there would be Israeli teams on the ground addressing them directly. But, that never seemed to happen.

297 There was a big story the other day on how Amazon is rigging prices.

When peeps at Amazon see a lower price for a product on a competing site, looking at you Walmart, Best Buy, Target, Newegg, etc., they then contact the supplier of said product and threaten to stop selling that product if they don't raise the price on the competitor or make the product an Amazon exclusive.

Only they've got a team on it using AI, to keep up with the tens of thousands of products on Amazon.

Somehow some emails got leaked and they've got all the 'pricing negotiations' in them.

And I'm old enough to remember when Walmart was in this same hot seat.

Eh.

He's killing Iran with the blockade. Literally, the country is dying. Malnutrition has definitely started for most of the population. Starvation has probably started for a good chunk. The GDP has collapsed. All that Iran has left is sending out PR notices about things that they definitely haven't done in the strait while randomly firing a handful of missiles a day into Gulf nations who aren't happy about it.

This war started 47 years ago. Trump is ending it by ending Iran as a nation that can do anything outside of its own borders since the leaders aren't interested in anything other than being a state sponsor of terrorism.

The 12th iman can rule Iran as long as they are poor and can't threaten anyone.

All while the Gulf moves to make the strait unimportant by building new pipelines, so even if Iran starts threatening the strait again, it doesn't matter.

I can't remember the type of UK warships and, I think, 2 aircraft carriers...but the number total was around 5 of the former British Navy.

Several were rusted and in dry dock. Two ships, nuclear powered, were going for a parade or something and stalled and had to be hauled back for repair.

This is the Mighty Britannia long may she wave goodbye.

I read this months ago and it may not be accurate from memory...but basically they are not a lot of help on the seas at this point. Can't even defend barbarian invaders in rubber rafts arriving daily from Calais across the English Channel.

I guess Startled Starmer had no concern nor the cane thumping government about spending on the military.

Our military, thanks be to God and President Trump, are the best and most modern in the entire world. We have weapons unheard of, and I am fine without knowing what could be being developed.

315 Here's a glimpse into the obvious:

Voting for the war powers resolution, as all DEMs & 4 Republicans did today, encourages the IRGC (aka Iran) to believe they can just wait this out.

The U.S. can not "bomb Iran every day for the next year" because a war weary Congress won't allow that.

What really caused the sudden collapse of the South Vietnamese govt was the DEM landslide in 1974, and the immediate end of aid to South Viet Nam pursuant to the seating of the new Congress.

Suppose the Dems win. Trump will continue the blockade.
