What kind of agreement can we even trust? Either they’re deliberately misleading us/stalling, or those signing an agreement have no control over the country. IRGC seems to run things.

Yes, TACO indeed. It's just absurd that we even allow Iran to negotiate terms of a ceasefire. We set the terms. If you don't accept them, the bombings continue. The execution of this war has been excellent, but Trump is really allowing himself to get played in these "negotiations" with people whose only interest is to buy time for something to happen that saves them. Just finish the job, for crying out loud.

Trump is hesitant to target infrastructure that is used by the government because it will also have an effect on the population that wants to overthrow the same government.

The son is technically in charge, and the top level of the IRGC was wiped out, along with most of the civilian leadership as well. We can have the same level of regime change in Iran as we got in Venezuela: the same infrastructure but a leader who's afraid of us. We just have to go further down the line in Iran than we did in Venezeula. Regime change really is just a talking point, not a serious policy goal. We can have the 12th in line in the IRGC in charge as long as he does what we say. I think the administration made a reasonable calculation that Iran would fall after killing their top 50 govt guys, but the bastards are crazy and want to die. 40 days of straight bombing is pretty taxing on pilots and equipment.
