Goats can be very aggressive, especially to children. Getting knocked over by a goat's headbutt *sucks*. Getting knocked against a trough can do a lot of damage. Putting down a goat like that is simply risk management.

Yeah, you want to stay on good terms with rancher neighbors, you put down your dog that killed any of their critters as well as offering to pay the damages. Perhaps the dog also savaged the goat and it needed to be euthanized, perhaps the goat was an escape artist and was constantly disturbing higher $ value critters.

Putting that in her book might have helped Noem with local folks, but after the freakout over "Romney put his dog on the roof" (in a secured crate and to allow the dog to come on vacation instead of being miserable at some boarding kennel) Noem should have known the general public is way way too disneyfied to understand ranch reality. Romney proved to be an extreme uniparty jerk, but the hate for his dog transport when his kids were kids was stupid on steroids.
