Nope. She wasn’t a liability. She’s done an incredible job, far better than anyone thought. It’s why people hate her. She effective. But the president didn’t want anything to fester that would undermine the mission. So he shuffled the deck. The people working for him know that it’s the mission more than the man. First I've heard of Noem shooting a goat so I have no idea. The dog was roaming and killing neighbors chickens from what I recall 2nd hand before. Yeah, you want to stay on good terms with rancher neighbors, you put down your dog that killed any of their critters as well as offering to pay the damages. Perhaps the dog also savaged the goat and it needed to be euthanized, perhaps the goat was an escape artist and was constantly disturbing higher $ value critters.
Putting that in her book might have helped Noem with local folks, but after the freakout over "Romney put his dog on the roof" (in a secured crate and to allow the dog to come on vacation instead of being miserable at some boarding kennel) Noem should have known the general public is way way too disneyfied to understand ranch reality.
