I'm not sure how to fix the shipbuilding capacity problem. China builds half of the world's commercial ships, so of course they can build massively in the military sphere. We can't, because we build very few commercial ships owing to our labor rates.

With the deployment of those small modular nukes, a developer can spin up an iron smelter right at the mine and save lots by shipping the iron pigs instead of the ore and coal to the steel makers and iron casters.
