Probably a good portion are people who subscribed ages ago, don't read the paper any more, but never got around to cancelling.
Oh, and I always thought the circulation numbers for newspapers (and magazines) were inflated bullshit, even in the best of times. Ad revenue was highly dependent on circulation, so of course the newspapers lied about it.

FWIW, I use Firefox on Debian Linux. The browser has strict protection on, and I also have uBlock Origin and Privacy Badger browser extensions running. That stopped these ads from trying to open my cam, and I don't see any anymore.

The frequent fliers they'll let out whenever. Because they'll be back next week, and the important thing, what they get paid for - as with schools - is butts in cells.
