On that last item, I still say we need to disenfranchise some of these states who refuse to enforce federal law.
There has to be a mechanism. In the event of a hot CW2, it seems like the smart move would be to interrupt blue hive city's feeder transmission lines into their step-down substations and wait a week. From there it would take a week or two just to pick the load back up from the grid (it would have to be done gradually otherwise all of the system protective devices would read it as fault current and lock out).
