I've advised clients to duck subpoenas, to object to them, to challenge them, to basically wipe their asses with them. Sure, maybe after rounds of contempt proceedings and 18 months of bullshit, maybe a judge finally orders my client to appear or produce documents. Maybe. My understanding is that the Committee that issued the subpoena votes to pursue Contempt of Congress charges. Then they have three options if it passes:
1. Send to DOJ for indictment of a Federal Misdemeanor that would include fines and up to a year in the pokey. 2. Pursue Civil Contempt charges in Federal Court which takes forever to resolve. 3. A dusty old process called Inherent Contempt which gives the Congress the ability to arrest and detain. This hasn't been applied in ages, but you can bet it will be once the Dems get back in power. One thing to remember about this - Paula Jones didn't come out and accused Clinton out of the blue. The American Spectator interviewed Clinton's security detail who confirmed Clinton did this sort of stuff constantly - one of the cases the security detail mentioned ended up being Paula Jones and this prompted her to sue because she did not want people to think that she took Clinton's offer of favor at work for sex. FWIW, some might know this but I was involved in Arkansas politics during the Bill and Hill years. Father was a local government official, Bill and Hill were everywhere in Arkansas at the time, and I worked for a congress critter and campaigns. So I've talked to Clinton over the phone as I ran the Congressman's decision desk if you will for the election eve parties. Clinton loved to talk politics and I would get calls (while dialing out and receiving to get the most recent voting reports in the precincts), just to compare numbers or to get the Congress critter on the phone to talk to Bill.
Arkansas was a very rural state and governors had a two year term as well as other state officers, so Billy Jeff was always campaigning to the point I think he actually talked to all the voters in Arkansas at one time or another. Arkansas only had about 1.6 million at the time and Clinton ran every two years from 1974 to 1990 for office when they changed to terms to four years.
