My guess is that you need to look first at the Assembly before you look at the governor. They appropriate the money and levy the taxes. But you know what else that doesn't capture? The absolute freaking waste in government mandates, regulations, restrictions, union featherbedding, windmills and solar panels, and hidden costs of security and safety borne by citizens. My pet peeve is that welfare moms get SNAP (used to be food stamps), and then the kids get fed free at school by another program, but the SNAP doesn't get docked for the cost of the school feeding. ------- Actually, any entity of any size should have THREE levels of audit/review. The first is internal audit. The organization should have trained personnel who review records and compare the records with how policy, procedure, and internal controls say those records are to be maintained. Then there should be an accounting firm that comes in and reviews enough of the transactional records to determine whether the organizations books are reliable and accurate. Finally, there should be an outside agency that reviews the organization (unless the entity is fortunate enough to do business in a unregulated field). Our country's leadership now largely pretends they don't understand any of this "mystical" three levels of review stuff, and shrug their shoulders when its found out that massive theft and corruption abounds. Walz is a freakin idiot. He would have been smarter to imply that he would cooperate and (of course) the GOP would have taken him at his word, this stalling the process as the GOP resorts to an "invitation" instead of a subpoena.
Then, a subpoena would have been issue, possibly, if the GOP sees it as a benefit to their organization, but if the issue had blown over, they would be less inclined to do so. Now, but saying he won't cooperate we go right to the subpoena while issue is still hot and beneficial to the GOPest. And non-compliance means Criminal Contempt, Inherent Contempt (rare), and Civil Enforcement.... up to $100,000 fines, court costs and potentially a year in jail.
