Blue slip originated in the seg era for Dem senators to block desegregationist inclined GOP judges and DAs in the South. So you got patronage parties in the South that never did anything to get votes but relied solely on doling out patronage when GOP was in the presidency. Even in the 80's, was unevenly applied like only requiring one slip, not two or allowing senior House member to dole out patronage when no GOP senator was from that state. The truth is that the Senate, by and large, oppose Trump and it is the core of the uniparty on Capitol Hill.
