Sefton: sefton at cutjibnewsletter.com | Wednesday Morning Rant![]() Pennies are still legal tender and there are still more than a billion of them in circulation. There is no penny shortage and there probably won't be for quite a while. "Production has ceased" doesn't mean "not available," but some major retailers are moving more or less immediately to do away with the penny. So far, I have seen differences of one to three cents round down, with four-cent remainders rounding up. I have probably seen a net savings of about a quarter in the past couple of weeks on rounding. Credit card transactions still settle to the (virtual) penny and I know that cash transactions are distinct minority of all transactions, but I strongly suspect that all the rounding adds up. If I have put $0.25 in my pocket in fairly short order, that has to scale out in a pretty meaningful way. If retailers are moving this fast on phasing out the penny, manufacturing costs are probably not the only consideration. The costs of handling pennies must be pretty high, too, if a retailer would rather just write it off at the first possible moment they could get away with it. Pennies may be in circulation and legal tender, but all of this rounding is going to drive them out as it spreads. So far, I've only seen this at a couple of major retailers and one fast food restaurant but it's also very clear that they were primed and ready to put the hammer down on pennies and started rolling it out aggressively. I strongly suspect that it will move out from there and I'll know it's more or less finished when the local diner does it. The US Mint stopped producing pennies, but it didn't kill them. It did, however, apparently provide "air cover" for retailers to do it. The penny will be legal tender forever, but will likely be effectively useless within a year or two. I understand it. Pennies are expensive to manufacture (they have cost more than their face value for nearly two decades) and probably an expensive pain in the butt to deal with at scale, with the costs of managing them far outstripping their value on both fronts. Nonetheless, it's the end of something that has always been there. Those little copper-colored pictures of Lincoln will no longer change hands. Most will be gradually scrapped and recycled, with a non-trivial number remaining in collections, junk drawers and vacuum cleaner bags. In day-to-day commerce, the penny will not be missed. It will, however, become a symbol - loud through its absence - of the ravages of inflation and movement of technology. So long, Abe. At least you still have the five.Comments(Jump to bottom of comments)1

Pump your gas and go in to pay? That's a debt. The gas is in your tank and you owe the store for it. Cash *must* be accepted in that scenario. Gas station is prepay-only? No debt is incurred, because nothing changed hands prior to payment. The merchant can accept payment on any terms he wishes. He can demand cash, credit, checks, pickled eggs, whatever and it would be just fine. Things like "cashless venues" (which yeah, I freaking despise) aren't doing anything illegal. You both agreed to the contract terms when you entered (and before any debt could be incurred) and usually there is no debt involved anyway because everything is also rapidly pre-paid. They can refuse to sell you something for cash, but they can't refuse to take cash if you already owe them for something. If it's the type of restaurant where you get the bill at the end of the meal, a debt has been incurred and they have to take cash, regardless of any signage to the contrary (they can't prove you saw it). If it's the type of restaurant where you have to pay before getting the food, yeah, they can refuse to take cash. No food changed hands = no debt. They stopped making pennies out of Copper in 1982, they are just zinc slugs now with a thin copper wash. They streamlined the manufacture, the coinage is no longer minted so much as stamped, that’s why the nickel and quarter too, have that flat chucky cheese token look in recent years. No relief.
The nickel is worth more in scrap than the face value, but it is unlawful to melt them down. Otherwise there would be arbitrage potential. As one who works in retail, I can say part of the reason places are pushing so hard is because the banks are rationing the amount of pennies you can order to supply your registers. We don't get nearly enough in through cash transactions to maintain a supply without having to order from the banks, and it'll become a problem sooner than later.

If anything, it makes it harder. I've seen it numerous times. They are unaccustomed to getting cash in the first place and the register just spits out the total and they often automatically key in some round number, then have to go fix it. At best, this often takes more time. At worst, it causes a psychological event for the cashier and getting wrong change. I once had a girl at a Wendy's give me wrong change five times in a row. I corrected her each time and told her what the change was supposed to be. It just didn't matter. She was far, far too stupid to handle the register and I eventually gave up when she finally shorted me by a few cents - her smallest error in her own favor of all attempts to that point. People freaking hate it, even when they use plastic for most or all transactions. Someplace in Scandinavia tried it a few years ago and even their cowed and compliant populace blew up over it 2. Cash has no value if it cannot repatriate at some point, so it is very hard to use overseas for perfidious purposes if it can't come home to spend. So much nasty business is financed with pallets of hundred dollar bills that this alone helps prevent it. Most transactions are already traced and logged courtesy of credit cards, checks and retail club memberships and going after the rest is well into diminishing returns territory, especially given the damage it would to financing nasty stuff abroad with US cash money. It isn't impossible they'll try to go entirely cashless and they certainly really want to do so, but it is not a huge concern of mine. "Only checks or money orders made payable to the Township of XXXX" will be accepted."
——- It hasn’t ever been tested in court, but it is a novel legal concept. Some lawyers hold that if they refuse the cash payment, the debt is Extinguished. Try that. Paying in pennies is a Dick move. The courts have generally held that coinage is Legal Tender, but only up to $25, or, they must be rolled. Dumping a garbage can worth of pennies on the counter isn’t appreciated. And they will seek their revenge. Taxing authorities MUST take cash. That’s what LEGAL TENDER is all about. Friend of mine is traveling in Ireland. Let me copy paste her story:
My credit card company has declined every transaction in the past three weeks ago, suspecting fraud. I called to put a travel alert on the account when I reserved a hotel. They then declined a small transaction at home, so I rang about that. While on the phone, I confirmed the travel alert. Nope, no alert on here, you need to call the other number. So I spent over an hour going back and forth on Monday. Okay, you’re all set. But the card was declined at the hotel, and I got a fraud call an hour later and spent 20 minutes in an international call with a non-US rep who didn’t understand that 11/11 was a federal holiday and she wasn’t going to get through to anyone at my credit union but insisted on trying anyway. I’m going to cut up the card at the CU in front of everyone when I get home. Posted by: Victor Tango Kilo at November 12, 2025 11:44 AM (s/QWj) 186

The problem is my CU merged on 11/3. The old CU had a direct phone line to helpful people, the new CU has a convenient app. So my debit cards are fine. But my CC was issued by the old CC and managed by a third party. The old local phone number now takes me to the new CU phone system, but they don't oversee the old card and don't recognize it in their system. The number on the back of the card goes to a phone tree with seven options, none of which includes 'travel alert' or 'speak to rep.' When I finally got hold of someone Monday by pressing for 'fraud' she said I need to call a different number. Three guesses what number - the old CU's number that now goes to a the new CU system that doesn't recognize my old CU card. Lather, rinse, repeat. Posted by: Maj. Healey at November 12, 2025 11:48 AM (abIsI) I wouldn't want $5 coins. Loonies and toonies are enough. You are right though. They add up so quickly if you keep paying with bills. Surprisingly fast. One thing Canada does that I don't care for is a different type of quarter celebrating every province. They're all the same size so that makes things easier, but having 15 different types of quarters is annoying. The toonies are unique and easy to distinguish. Loonies and car wash tokens I get from the local gas station are very similar and I keep them all in the same place. I remember seeing a seminar given by someone from the Canadian mint, explaining the science and economics of making currency. It turns out that the life expectancy of paper bills is roughly inversely proportional to their value. Which means that while it might make sense to print $20s, a $1 bill is a bit pricey to make because you have to replenish the stock more. Coins, although more expensive to make, last much longer. This explains why the Canadians got rid of the $1 and eventually the $2 bills (loonies and twonies). The sad thing is that when you go to Canada or the UK, if you use or get cash, your pockets fill with very heavy coins.
So watch out for an effort (again) to stop printing $1 bills. It will be interesting to see if they start printing more Jeffersons to compensate. Posted by: MichiCanuck at November 12, 2025 12:05 PM (kkWqF) 264

The scarcity mentality in my brain will miss pennies. But I'm glad the mint didn't feel like in order to stay relevant they had to make the equivalent of loonies and toonies or something like that. Keep everything else status quo. Until in fifty years inflation scraps the nickel, I guess.

Chemistry department at the university I retired from (I was a physics professor) used to give students an experiment to determine the mass of a single penny. One approach is to weigh a large number of pennies and divide by the number of pennies to accurately get the mass of just one penny. Doesn’t work, because the pennies the students were given (and had to return) were a mix of pre-1982 and post-1982 pennies. The proper way to do it is weigh each coin as accurately as possible and do statistics. You quickly see a bimodal distribution. If you are smart.
