Two days ago, I mistakenly took that panel opinion to be the one in the present OR TRO case as the facts were so similar and someone else had mentioned it. Read the opinion without reading the header so mea culpa. In part, that is probably the reason why Trump is planning to use California guard instead. A big reason should be what has been going on with the Comey case in the Eastern District of Virginia. Takes time because the DoJ career attorneys are leftists by and large thus Trump appointed DAs are dealing with staff rebellions, sit down strikes, etc. For example, look at the Comey and Letiticia cases. SENIOR level DoJ types are refusing to do their work given to them by their superiors. You can fire them and I think they are up to three or four firings over the Comey issue and perhaps one is coming in the Letiticia case , but that takes time to hire and bring in someone new as well or deal with additional mutineers in the office. First he swore off selling them, and then he figured they bought them and they made the ones he was keeping for his own collection that much more valuable.
