Supposed inflation since 2000: 88%

Yep, the 25th hinges on the VP "doing the right thing". It takes the VP to trigger it. Once triggered, a majority of the cabinet (or some other body Congress designates by law, which it hasn't) has to agree.

The cabinet can't do it on its own, the VP has to agree and start the process. The idea here is the VP is the only other elected (well, it's a ticket thing, not truly indepeddent), but the idea was to not let a bunch of unlected officials be able to remove a president on their own.

District courts are YOLO and will say and do anything.

But the powers of the administration to direct funds in a shutdown are very clearly outlined in statute, have been in place for decades, since the 70s, and the trend in the upper courts has been hard turns towards the unitary executive.

There will probably be crying and gnashing of teeth in the lower courts through injunctions, but nothing will survive appeal.

Hell, all of Trump's canceling of grants early in his term have succeeded on appeal with the sole exception of the effort to cancel payment for services already rendered.
