I don't think military personnel salute the SecDef (though not 100% sure), because he's just a civilian administrator, but the military leadership follow his orders on a wide range of topics, just as any staff in an executive department should for their cabinet sec. On the reverse side, there are many requests for action that go up from units that sometimes need "SecDef" approval. The SecDef himself typically doesn't review, but one of HIS minions will.
