The Commuter Rail Murder: Disincorporate Charlotte, Dissolve Mecklenburg County, Eliminate the District Court

Failed municipalities that allow violent criminals to roam free, and which quickly release those who do get arrested, have proven themselves incapable of self-rule. They need to have their charters revoked and be dissolved by their respective states.

Protecting law abiding citizens from cities and counties that have aligned with hardened criminals is emerging as a major civil rights issue in coming years. Citizens of red states which contain pro-crime blue cities have the power to dissolve those municipal entities that provide safe harbor to recidivist criminals. This is an idea that is gaining traction, and I am intentionally making a storyline I frequently return to.

The case of Iryna Zarutska, who was murdered on a Charlotte light rail train by a violent criminal with 14 previous arrests, including armed robbery, has outraged law abiding citizens nationwide. Charlotte’s mayor, Vi Lyles, meanwhile has sided with the murderer, making it clear that she thinks he’s the victim.

She said mental health, like the schizophrenia Brown was diagnosed with, “needs to be treated with the same compassion, diligence and commitment as cancer and heart disease,” adding, “those who are unhoused are more frequently the victim of crimes and not the perpetrators.”

Mayor Lyles also made it clear that she remains committed to keeping violent predators out of jail and on the streets, stating “We will never arrest our way out of issues such as homelessness and mental health.”

That is both dishonest and not true. The murder was not committed due to homelessness, but more importantly, a disproportionate amount of felonies are committed by recidivist criminals. If they stay behind bars once arrested, then there would be no “repeat offenders.”

The mayor also sought to have the media embargo any video evidence of her sympathetic criminal committing murder against an unsuspecting woman.

Amidst all this uproar, Mayor Lyles is running for re-election, and she just prevailed in the Democrat primary a few days ago. A vote for Ms. Lyles is a vote for more random murders, but that is apparently what Democrats in Charlotte support. The state of North Carolina does not need to allow this to persist.

There is also the problem of pro-crime judges who simply release arrested criminals back out onto the streets. Ms. Zarutska’s murderer had just recently been released on a no-cash bail by a magistrate judge in Mecklenburg County. This pro-crime judge, Teresa Stokes, was appointed by county officials.

Many North Carolina Republican politicians are demanding the removal of Judge Stokes, which is well and good, but dissolving the county would eliminate the opportunity for such appointments altogether. So would dissolving the District Court she serves in. The state of North Carolina can do this, either legislatively or by amending its constitution.

In an era in which foundations and NGOs are behaving like Bond villains endeavoring to disrupt civilization, it should come as no surprise that Mecklenburg County has taken millions of dollars from the radical left wing MacArthur foundation for the purpose of emptying its jails.

But the failures don't stop with local leftist politicians and rogue progressive judges (or magistrate judges) who embrace woke and enabled criminal justice reform from hell. They extend much deeper - into the shadowy world of the dark-money-funded nonprofit industrial complex, which poured millions of dollars into Mecklenburg County, North Carolina, to push for "reducing the jail population."

At Twitter/X, Megan Basham brings the receipts, showing documentation of Mecklenburg County touting the $3.3 million it received from the MacArthur Foundation in service to a "Safety and Justice Challenge" to ”reduce the jail population.”

A county that embraces violent crime, supported by the MacArthur Foundation’s funding of decarceration, cannot be tolerated.

If a municipality decided to allow re-segregation under Jim Crow-style law enforcement, that would be vulgar and unacceptable. If a municipality failed to prosecute KKK lynchings, that would be unacceptable. The countenance of violent crime by Charlotte and Mecklenburg County officials is no different. Those municipalities have forfeited the right to self-rule, just like a county welcoming the KKK and allowing a re-introduction of Jim Crow would forfeit its right to self-governance.

Insanity and Criminal Insanity are not the same thing. The criminally insane should be locked up *first* and treated *second*.

Mechanically, how do you see that playing out? Charter is suspended and new rulers are sent down from the state capital? For how long? What happens to things like municipal bonds and permitting during the transition? Eventual reincorporation or permanent governance?

I am not poo-pooing the idea, but there are a lot of moving parts in dissolving a municipality, which is why I suspect it never happens. It would be a big job.

Imagine the countless others that were not unfortunate enough to be on camera when their murders happened. We are talking about thousands of needless deaths per year in the United States caused by violent unfixable psychopathic career criminals. A story about the murderer's family has one brother in prison for killing an old guy with a shotgun blast during a robbery, his sister has all sorts of arrests, the father is another violent scumbag with a long history of arrests and you come to the conclusion. What Brown did was a way of life that he grew up doing and thinking is natural along most probably with doing drugs, drinking and being a violent thug socially for all of his life outside childhood perhaps.

Killing someone was simply like crushing a bug underfoot would be when you come from that background. No amount of psychotherapy, drugs, etc. can fix what ails Brown--he views other people as objects to dispose of when he will.

And the bad thing is you have career politicians in high office that have no problem thinking like Brown did. Cuomo--grandmas are expendable in nursing homes as example.

I have personally known of families who went to the police and other officials, telling them that their close relative (brother, son) was a danger to himself and others, and that he was talking about committing violent crimes constantly. They were sure he was going to do it.
Almost universally, law enforcement and the mental health establishment said "yeah, yeah, yeah, call us back when he does something."
And then it happened, and they say "how come no one told us?"

There was a long tradition of suspicion of cities going back at least as far as Jefferson.

Take Buck's suggestion and some of the alternate proposals people have written here as a "policy package", the be deployed against recalcitrant cities. All that has to happen is for some municipality somewhere to get disestablished to show this is an option. Then Dims can decide whether they want to maintain power, or they want to cause more murders before their power gets taken away.

Not aware of a city as large as Charlotte losing its municipal charter, but 15-20 years ago there was a town outside Columbus, OH that was unincorporated because word got out that the town's annual budget was routinely funded almost entirely by fines generated from speeding tickets. I think there was additional corruption involved as well, but I'm not positive. The county took over police/fire duties.

Yes, but camping in cities is usually illegal, as are begging and drugs.

It's illegal to sleep on the streets and sidewalks and parks in most places. There is always vagrancy in any city and there is usually a known way of operation regarding it and a de facto detente involved. Bums get to be under some underpass and not harassed, so long as they are back there by nightfall and don't bother the normals. If they range out too far or bother the normals, they get busted up, everyone gets a big shot of hickory shampoo and the paddy wagons come. That system has been in place for over a century and it works.

Cities that have made "urban camping" legal have a much bigger problem than those that didn't. None of it matters if nobody enforces anything, though.

Are taxes still levied? Who collects them? Are bond coupons still paid? How about municipal workers like the garbage men? Do they still get paychecks? How about draft accounts that buy fuel? Open contracts with suppliers? When the city no longer exists, where do those things devolve and how is it handled?

These are solvable problems, but they must be considered in advance where possible. If there is a goal to minimize chaos - and to prevent destruction of capital, there should be - it is not as simple as "throw them in prison and put it under martial law" because that would start breaking down in a week or less if the bills don't get paid.

241 Not aware of a city as large as Charlotte losing its municipal charter, but 15-20 years ago there was a town outside Columbus, OH that was unincorporated because word got out that the town's annual budget was routinely funded almost entirely by fines generated from speeding tickets. I think there was additional corruption involved as well, but I'm not positive. The county took over police/fire duties.

We lived in a small town in connecticut that "accidentally" put a line item in the budget that was getting voted on for DUI fines. That was totally against the law because it set up a quota for the number of DUI's the town had to make. The state stepped in and did an investigation but nothing ever happened. It was a very large amount. The State and the municipality who conducted the DUI split the money.

247 On city vote counts. In Michigan, the Detroit area used to be the first counties that would turn in their vote totals. Always skewing wide Democrat, and before they banned broadcasting totals before polls closed, it seemed mainly to discourage people in the "red areas" from going to the polls.

These days, Detroit counties tend to be the last counties reporting in the deep of night.

Because the pattern has been the Dems get way ahead, but Pubs tend to catch up and if they win, surpass the Dems as the count goes on.

The after-date counting has just allowed Detroit counties to make up all the votes they need, if they can make-up that many.

In part, that's on purpose because it needs to be.

Lotto tickets are anonymous, but not secret. Ballots are secret, but not anonymous. Inverse problem.

The key point for corruption is on the intake side of things (the rolls) and at the transition point where the ballot identification information (the metadata) is stripped from the ballot (the data) to maintain secrecy of the ballot itself.

It's much simpler to do away with the secret ballot, but I don't support that. Tightening up - hugely - the intake process (roll maintenance) and the transition point (de-enveloping and counting), and making criminal penalties extremely severe would go a very long way.

But what if the State refuses to follow a Republican form of government, which the USA is supposed to guarantee?

For example, what if States maintain judiciaries that operate solely at the pleasure of the executive branch, and thus are not independent but are mere political operations? Isn't that a lack of Republican government? Can't the US intervene? All it takes is bringing in the DOJ to properly enforce state law in the federal courts.

This is exactly why we are removing criminal illegal aliens to third countries. President Trump and @Sec_Noem are no longer allowing barbaric criminals to indefinitely remain in America. If you come to our country illegally, you could end up in Eswatini, Uganda, South Sudan, or CECOT.

389 I lived south of Charlotte, in Rock Hill, SC. Rock was no crime-free local - we had the normal number of IQ-deficient 'opportunity criminals', as well as those for whom violence was the reasonable way to solve disputes.
But, nothing like Charlotte. I left in late 2021, to return to my birthplace and spend time with family.
If you check the crime maps, you will find that virtually ALL the serious crime happens in a relatively small section of Charlotte (and, for that matter, Rock Hill as well).
Those that live in those high-crime areas are broke, usually without skills that would allow them to work at a job paying much above minimum wage. They haven't the self-control to handle working for a boss - they lash out, verbally and physically, if criticized for sitting on their ass, or spending their lunch hour getting high.
Given money, they spend it on useless shit.
They either "get free money", or they resort to stealing it. As most people are loath to give their hard-earned money up without a fight, they use physical violence, if they encounter resistance.
They are emotionally immature, and exhibit indifference to the sufferings of others not related/aligned with them.
