The way the Constitution's section on the census is worded, I don't think you can remove illegals. But what you can do is remove them from being counted for congressional apportionment, since they aren't voters (or, at least, shouldn't legally be). They also can't just redraw maps in between censuses. So, in order to do it, they'd have to get a resolution passed by...the voters. Before March. That either dissolves the commission or creates some weird exception. And, the state is already at 43-9. To make it 48-4 or whatever would be to create a whole host of very narrow Democrat seats that could get taken out in an unfavorable election. My concern with mid terms is our sides voters getting stompy feet, taking their ball and not voting. My home state (PA) tried redistricting like 20 years ago when the Republicans had power in the legislature and governor's mansion. Political shenanigans (that foreshadowed how far into the realm of evil the left will go to gain power) created a leftist Supreme Court [of PA] so that when the legal challenges to the map arrived in the courthouse, the redistricting that favored republicans was declared [PA] unconstitutional. I have more faith that Texas will not suffer the same fate. I hope they're awake and prepared for similar tactics.

The New Mexico Communists redistricted the state prior to the 2024 election. This was done to obliterate the significantly red 2nd district voters from ever having representation that actually represents them. It worked making the state a fully functioning one party "democracy."
New Mexico, being sparsely populated, has a handful of significant population centers, even fewer that consistently voted conservative. This made the target of redistricting straight forward. Those pesky conservative centers got divided up between the other two overwhelming larger, in terms of population and politics, districts. It will be another 200 years before New Mexico sends anything but Democrats to the US House and Senate. So yes, go for it Texas. If Texas Republicans don't obliterate the Democrat chances, eventually they will wake up one day with a Democrat majority in state government; stuff happens. Without a doubt the D's will make redistricting the R's out of existence the first and last job they have. Hell of a way to run governments but that is where we are. Another cut at redistricting can be accomplished by predicating the census, for representation purposes, to US citizens and US citizens only. Excluding the 10%-15% illegals in the US from consideration would gut the Democrats house and senate head count going forward.

The best and easiest way to get rid of gerrymandering is have elections at the state level not the district level.
Then say a state is split 52-48 R/D you split the allocated districts that way with rounding up and down to whole numbers. Absolutely. The current land-based arsenal is located in North Dakota, Montana, and Wyoming (there used to be others, but those are the only three with live missiles at the moment). That's that's pretty good plan. If the West coast states were split so all the water and farmland are in the newly created red State The conditions for that. What happened rather quickly I think. In Oregon right now there is a movement afoot to split that state exactly along that kind of boundary. Washington is not as overt but the same conditions exist there.
