Sefton: sefton at cutjibnewsletter.com | "Big Beautiful Bill" Passes House, Goes to Trump's Desk for SigningJD VancePassed! Congress has officially passed President Donald Trump's "one big, beautiful bill" on Thursday afternoon after back-to-back sleepless sessions for both the House and Senate. The massive agenda bill now goes to Trump's desk to be signed into law just in time for Republicans' self-imposed Fourth of July deadline. The bill -- which advances Trump's policies on tax, the border, defense, energy and the national debt -- narrowly passed the House of Representatives in a mostly party-line vote. It's a commanding victory for Speaker Mike Johnson, R-La., and for the president himself, both of whom spent hours overnight trying to persuade GOP critics of the bill. "The President is very engaged. He was very helpful in the process. He helped answer questions and articulate his vision and what this bill will mean for the country, and his agenda, and how urgent it is for us to get it done," Johnson told reporters the morning ahead of the vote. The House initially passed its version of the legislation by just one vote in late May.

It is indescribable but, just how much of the left's power has been from dispiriting conservatives and normal Americans?
Running down America? Making pride in America, being an American ... shameful? And Trump is bringing that back. Bigly. Like in the 80s, we felt like we could do anything. But the Dems have convinced so many we must settle for--and fight over!--scraps doled out by them. I don't think we understand just how much that was crushing America. Or just how much bringing it back will crush Democrats. USA! USA! USA! Posted by: People's Hippo Voice at July 03, 2025 02:39 PM (1KSDN) 11

Rescission bills are now legal, as they weren't under the CR. Posted by: Washington Nearsider ===== Yep and the Covid, Afghan, Obama, and Biden stimulus packages are no longer considered authority for any future spending. Plus, the debt ceiling is put off until after the next election. That means Trump can focus like a laser on next fiscal year to change Obamacare and Medicare entitlements for the better in next year's reconciliation bill. Speaker Johnson was discussing two reconciliation bills in the House but I think those would have to be combined in the Senate into one bill. IIRC, the 74 Budget Act interpreted by Senate rules only permits two of those per Congress for the Senate at least. Posted by: whig at July 03, 2025 02:44 PM (ctrM5) 54

Section 81001, "Establishment of loan limits for graduate and professional students and parent borrowers; termination of graduate and professional PLUS loans" It limits the amount individuals are allowed to borrow (the limits are not low), but the main thing is the limitation of PLUS loans to post-graduate "professional degrees". The big question is: do illegals still get free medicaid, but those of us on social security still have to pay taxes on it?
Posted by: OrangeEnt No. The illegals can get Medicaid but Uncle Sam is not obligated to give one penny toward that extension. Medicaid is a grant match system where the state puts up a percent (original was 50 percent but less now) and the feds put up the rest. Now that illegals are excluded from the fed share, the states that do that shit will have to find the money for it themselves and they cannot do the old Medicaid scam tax to do it now. On the SS, last reported was a 4000 deduction that phases out as one's income is greater than 75k for an individual or 150k for a couple. Those on SSI don't pay taxes anyway . Those that retired earlier than 65 don't apparently get the deduction as well. Posted by: whig at July 03, 2025 02:48 PM (ctrM5) 88

What a whirlwind 5 1/2 months for President US Trump. So much winning. Speaker Johnson gets a scalp or two for holding the fractured GOP house together during the BBB voting. Getting rid of McConnell played its role too. Saying US Trump and the GOP steamrolled the Dems feels like an exaggeration but not by much.
Now comes the hard work of implementing the entirety of US Trump's agenda and its potential to be the most generationally consequential administration since LBJ's failed Great Society mess. Getting to a balanced budget and real reductions to the national debt will be critical. But for today, and tomorrow, I am going to celebrate the wins and the nation's birthday. And two, it will increase the number of suppressors and sbrs to the point that they become a firearm in common use. Byrd rule was always going to be a problem including that in a reconciliation package because any spending/tax changes that are not considered primarily fiscal can be objected to by a point of order citing the Byrd rule. That means 60 votes required. Ultimately, if you want a vibrant 2A, you gotta have the political branches on board with it. Courts alone will not save you. 132 Wow, I assumed it would fail. Trump has really learned a lot about how to get things done in DC...
Posted by: 18-1 ========= I assumed it would pass when it passed the Senate. The problem for a lot of defectors is that a) the spotlight was on them, and b) the primary commercials for opponents could be cut that they voted for tax increases if the Trump tax cuts expired. Cramming in the debt ceiling increase (not actual debt as usually reported) also cuts off asshole renegades trying to leverage that in the next 18 months or so for geegaws or forcing the GOP to get Dem votes at an exorbitant price to pass it. Now we can see if those posing as fiscal conservatives actual start voting for rescission bills that were impossible by law before this bill passed. Essentially it was an omnibus bill with tax provisions and some cuts added to it. Reconciliation requires only entitlement changes apart from Social Security can be made. Rescission bills address the DOGE cuts in discretionary spending and cannot be filibustered either. NPR and planned parenthood rescission bill has already passed the House and now the Senate can do it. The pros here vastly outweigh the cons.
No, the bill isn't perfect, it has lots of flaws, but the damage that would have been done to Trump and the GOP in general had the bill failed would have been far worse. Trump has momentum. This keeps it. The media will try to paint the bill as a boogyman, but Trump loves the bully pulpit. He will be loud and clear about the benefits. Tying it in with fourth of july festivities is just icing on the cake. Next year is America's 250th birthday, just before midterms. Hopefully an even better bill hits Trump's desk by then. It's a stupid question, but one I have always wondered about. Posted by: Col Mustard ===== The origination clause only applies to tax and spending bills. House has the first mover advantage albeit there are some workarounds as the Dems did in Obamacare. We have a bicameral legislature as 49 states do where the House and Senate must agree on the text of the legislation and then submit it to the president/governor. So yes, the senate has always had legislative power aside from the origination clause. Posted by: whig at July 03, 2025 03:04 PM (ctrM5) 221

Ray Dalio@RayDalio 22h After spending time in Washington, DC discussing the budget deficit with senior people on both sides of the aisle, it’s clear to me that we are unlikely to change the debt trajectory we’re on and avoid the painful consequences. While virtually everyone agrees on the need to address our debt problem in a balanced way that includes tax increases and cuts to benefits, they also agree that they cannot speak up because politics have become absolutist. We must find a solution around absolutist pledges like, ”I will not raise taxes,” or “I will not reduce benefits,” when they are desperately needed. 255 Senate added that in at the behest of their corporate donors. But, the uncertainty and declining utility of wind and solar additions to the grid is going to temper spending in that area is my guess. A lot of those credits depend on the company actually building the project--no build, no credit.

Honestly, this isn't a great bill but it contains great stuff. Some of it is a headfake (like the no taxes on tips etc, they put a TEMPORARY tax deduction in or some dumbass thing like that instead of just removing the taxes). But it funds ICE and adds several things in that Trump wanted, so its a win, more or less.
Its ugly and stupid and congress bent us over again, but that's what the system is like until we can replace enough people to get the job done properly. If Trump can get away with doing a census that counts everyone but does not allocate illegals to congressional representation that will make a huge difference. The "One Big Beautiful Bill Act" (H.R. 1), as discussed in the provided web results, is a budget reconciliation bill that includes a provision to block federal funding, specifically Medicaid reimbursements, for Planned Parenthood and other clinics that provide abortion services.
Key details include: Provision to Defund Planned Parenthood: The bill prohibits Medicaid from reimbursing Planned Parenthood for any services, such as cancer screenings, STI testing, and birth control, effectively targeting the organization because it provides abortions (though federal funds are already barred from covering abortions under the Hyde Amendment). Status: The bill passed the House on May 22, 2025, by a vote of 214-215 and is now under Senate consideration, where it requires a simple majority to pass under reconciliation rules. However, its passage is uncertain due to potential opposition from some Republicans and Democrats. Grok: https://bit.ly/3I93OxB Posted by: Clyde Shelton at July 03, 2025 03:17 PM (P5BPp) 330

Trump is not big on spending cuts except as a way to put a thumb in the eye of the people he hates. But he DOES want to massively increase the economy and brig in revenues through tariffs that can chip away a little at the debt from that side, which is something at least. its what he can do without congress, because they clearly won't do what they have to.
Posted by: Christopher R Taylor ====== Tariff income in on pace to be over 110 billion bucks or so for this FY. The reason that Trump is pissing on Powell is that refinancing the federal debt due to Biden's short term treasury bills is nigh. That is why Trump is leaning on the Fed to reduce interest rates--reducing federal interest payments by potentially 100 billion or so. Then employing Americans instead of foreigners on aid reduces our native entitlement spending, reduces crime, and increases tax revenues. Staying out of and ending foreign war spending/aid also is another which permits defense spending to go to fixing our inadequate and ill maintained forces instead of losing it in wars. @JoeBiden The Republican budget bill is not only reckless — it’s cruel. It slashes Medicaid and takes away health care from millions of Americans. It closes rural hospitals and cuts food assistance for our veterans and seniors. It jacks up energy bills. And it could trigger deep cuts to Medicare while driving up the deficit by $4 trillion. All of this to give a massive tax break to billionaires. Working people deserve better. Posted by: redridinghood at July 03, 2025 03:28 PM (NpAcC) 404

Posted by: TheJamesMadison, searching for thrills with John Frankenheimer Yep, that definitely is not a complete list. There's nothing in the curricula above MFA or M.Arch. Posted by: mnw -- You may or may not know this but you have to have a budget in place in order to cut discretionary spending by rescission legislation. The BBB has returned the legislature to regular order via omnibus and killed past CR authorizations dating back to 2010. House has already passed one rescission bill defunding Planned Parenthood and PBS/NPR cutting about 9 billion. Regarding the Byrd rule, 60 votes were required for any changes to discretionary spending so only entitlement spending like Medicaid (cut plus work requirements-no fed money for illegals), Medicare (left untouched mostly), and Social security cannot be done by reconciliation at all. So defunding NASA, getting rid of DoE, etc have to be done via rescission bills or regular bills subject to a filibuster, not by reconciliation. But you have to have a budget bill passed to allow that. That has now been done. That saves one more reconciliation bill next term Posted by: whig at July 03, 2025 03:35 PM (ctrM5) 458

$750,000 Bombshell: Did Democrats Buy Off Senator Tillis to Sink Trump’s Bill?
By Jonathan Gregory Washington, D.C. — June 28, 2025 In a move shaking Washington, Senator Thom Tillis (R-NC) announced he will vote against Donald Trump’s highly anticipated “Big Beautiful Bill,” citing opposition to proposed Medicare changes. Tillis claimed the bill’s impact on seniors and healthcare access in North Carolina was “unacceptable,” aligning himself with a small group of Republicans distancing from Trump’s legislative push. But now, questions are swirling, not about the bill, but about Tillis himself. A $750,000 wire transfer from the North Carolina Democratic Party was deposited into Tillis’s personal bank account shortly before he publicly broke ranks with Trump. The explosive timing has sparked allegations that the Republican senator was effectively bought off to torpedo the bill. The transaction could point to a stunning breach of ethics and a potential criminal conspiracy involving cross-party corruption at the highest levels. Tillis’s office has not denied the transaction, nor has it offered a coherent explanation. The North Carolina Democratic Party has remained silent. I know that people often have lunches for family and friends after a funeral which seems like quite a normal thing and nice for people to get together and reminiscen. It was the idea of people chomping away while in a funeral procession that seemed odd. Also sounded rather old fashioned too. As if it were a horse drawn hearse followed by people in black like something from Victorian times and chomping away on what-ices creams with a picture of the deceased in the wrapper? I'm not convinced that Musk's little tantrums aren't street theater. Both Trump and Musk get a kick out of playing the media and their political opponents. That hasn't changed.
Posted by: Orson at July 03, 2025 03:20 PM (dIske) A very interesting take. I agree with it. Even if Elon is annoyed now, the recissions that will take place this year, along with a new spending bill next year, will bring him back on-side toot sweet. Posted by: Darrell Harris at July 03, 2025 03:31 PM (0CU3H) == Nope. Elon was pissed because he wanted it like how he gutted Twitter. But that isn't politics, and especially not DC. The whole system is set up to not allow cuts. Now you have made the system allow cuts. Now you need to start getting them. Musk shot himself in the foot, because now his exhortations to pass spending bills have less impact. He had a tantrum. He's brilliant, but he is on the spectrum and let his emotions get the better of him. I'm sure he will get over it. Posted by: Black JEM at July 03, 2025 05:34 PM (GZYu7) 527
