White House to Ask Congress for a Teeny-Tiny $9.4 Billion in Rescissions to the Budget

This is almost embarrassingly small.

I don't entirely blame Trump. The GOP, as you have probably begun to suspect, is simply not serious about any of the things it claims to be serious about.


The White House on Tuesday sent a $9.4 billion rescissions package to Congress in order to codify some of the Department of Government Efficiency (DOGE) cuts as DOGE Chief Elon Musk publicly excoriates the GOP for its failure to address the debt in the "big beautiful bill."

"Today, we have officially received the rescissions request from the White House to eliminate $9.4 billion in wasteful foreign aid spending at State and USAID and the Corporation for Public Broadcasting, which funds NPR and PBS," House Speaker Mike Johnson confirmed, according to The Hill.

The sum represents a small fraction of the $175 billion in estimated savings DOGE has claimed, and an even smaller portion of the $2 trillion in spending cuts necessary to eliminate the deficit.

Elon Musk minced no words in denouncing what he sees as a betrayal of the DOGE mission:

Just some fundraising material for fake GOP clock-punchers.

Karoline Leavitt said Musk's outburst "doesn't change the President's opinion." She said this is a "big beautiful bill and Trump's sticking with it."

Trump also sparred with Rand Paul.

Paul, a fiscal hawk, has repeatedly criticized the GOP's penchant for passing single legislative vehicles instead of the 12 appropriations bills. He has further taken aim at the "big, beautiful bill" over its reported impact on the deficit. Trump, for his part, suggested that Paul lacked a practical alternative and was grandstanding.

"Rand votes NO on everything, but never has any practical or constructive ideas. His ideas are actually crazy (losers!). The people of Kentucky can't stand him. This is a BIG GROWTH BILL!" he posted on Truth Social.

"Rand Paul has very little understanding of the BBB, especially the tremendous GROWTH that is coming. He loves voting "NO" on everything, he thinks it's good politics, but it's not. The BBB is a big WINNER!!!" he added in a separate post.

Paul said he would gladly vote for the $9.4 billion in rescissions but also said they were hopelessly inadequate.

The practical alternative is passing a balanced budget and cutting whatever is necessary (including interest payments and mislabeled 'entitlements' if need be) in order to get there. This is Congress' primary job.

The only lack of practicality involved is that they lack the character to do it. They'll of course blame the inevitable inflation consequences on tariffs or some other bullshit when the time comes.

16 Hopelessly inadequate is dead on target. I've never gotten that mad at the Rand Pauls and Thomas Masseys; sure they sometimes screw up when we need to swallow the shit sandwich. But always? Nope.

And it's really really simple. Quick DDG searching gives a 6.8 trillion budget, with a 1.8 trillion deficit. That means the spending is 73.5 % of income. So we cut EVERY ITEM by 26.5%. At that point, Congress does it's job* and figures out what really matters, and gets cut more, so other shit gets cut less. Problem solved.

Basically, the WH would submit a rescission package to congress, and funding guidance, my guess is either the rescission package was rejected out of hand an their guidance was laughed at.

It really doesn't matter, we don't do budgets anymore, TOBBB is not a budget, it's simply a CR by another name.

I am disappointed but without support from Congress there's not much the administration can do other than veto the bill, but that's not going to happen. This was probably the last shot at doing something productive before the mid-terms and it's going to be a big fat meh.

150 These recissions are only for this year's unspent funds. Taking back money unspent. They can then be eliminated in next years budget. At least I think that's how it works. If that's the case, that's how the cuts get codified. For example, taking back the funds for the rest of hte fiscal year from NPR shuts it down. Then you don;t put funds in next years budget. They've already put USAID under the State Dept. Take back the rest of the funds for the egregious programs and cut them altogether from next years budget.

Musk is a political novice. He also doesn't seem to understand the role of this bill vs. appropriations bills. He said he's walking away, before the game really starts. His threat to fund challengers to flush out useless GOP incumbents was yuuuuge. Could actually coerce some into faking responsible behavior, while actually getting rid of some next cycle. Walking away now is pretty dumb.

176 These recissions are only for this year's unspent funds. Taking back money unspent. They can then be eliminated in next years budget. At least I think that's how it works. If that's the case, that's how the cuts get codified. For example, taking back the funds for the rest of hte fiscal year from NPR shuts it down. Then you don;t put funds in next years budget. They've already put USAID under the State Dept. Take back the rest of the funds for the egregious programs and cut them altogether from next years budget.

266 Sharon there's nothing really important in those strikes, and nothing over there is leading to WWIII or even a major crisis. They're like the kind the Ukes have been getting hit with for a few years. I believe the rail line Russia pushed through down there is electrified, but they can probably sub in diesel locos and in any case the Ukes are far from any capability to mount any sort of offensive action on the ground in the south, so the logistics situation has no special urgency to it.

And don't forget the Nth Uke attack on the Kerch bridge yesterday. Another action that won't have any effect on the battlefield, where the Russians have picked up the pace on a bit on their advances up north in Sumy, and continue grind away successfully in the east.
