DHS Secretary Noem Announces the Freezing of $2.7 Million in Grants to Harvard

I know I've reported that this was in the offing, but this makes it official.

These new cuts are in addition to the $2.2 billion (with a b) that Trump already froze.

Homeland Security Secretary Kristi Noem has canceled more than $2.7 million in federal grants to Harvard University, citing the school's alleged tolerance of pro-Hamas extremism and anti-American ideology on campus.

Key Details:

Noem rescinded two DHS grants totaling over $2.7 million.

Harvard is accused of enabling antisemitic and extremist behavior.

The Trump administration has frozen $2.2 billion in multiyear federal grants and is scrutinizing the school's nonprofit tax status.

Homeland Security Secretary Kristi Noem announced Wednesday the cancelation of two Department of Homeland Security (DHS) grants to Harvard University, citing national security concerns and the university's failure to confront what she called "anti-American, pro-Hamas ideology" on its campus.

The decision revokes a combined $2.7 million in federal funds. One of the grants, valued at $800,303, reportedly supported a study that characterized conservatives as "far-right dissidents." The second, totaling $1,934,902, was described by DHS as financing "public health propaganda." The department's press release stated that both projects "undermine America's values and security."

"Noem's move is a clear signal from the Trump administration: institutions that benefit from taxpayer dollars must uphold American principles, not promote hostility toward them," the DHS said. In a separate letter, Noem also demanded records from Harvard detailing any foreign student visa holders involved in "illegal and violent activities."

Her blunt assessment of Harvard's trajectory struck a nerve.

"Harvard bending the knee to antisemitism -- driven by its spineless leadership -- fuels a cesspool of extremist riots and threatens our national security," Noem said. "With anti-American, pro-Hamas ideology poisoning its campus and classrooms, Harvard's position as a top institution of higher learning is a distant memory."

I mention this because Trump is also looking to block any foreign Harvard student from obtaining an educational visa to come get "educated" at Harvard, which will also badly damage Harvard's finances.

He wants Harvard to turn over disciplinary records for its foreign agitators so that the government can review their visa status. Harvard is refusing -- and might get their ability to enroll any foreign student terminated.

Did you know that many of those programs are funded by the US gov (USAID, State Dept.)

I don't know if it is true, but I do know of several cases personally. The money is washed through the foreign gov, but it is US taxpayer money.,

And yet...it's the basic assumption of accepting any federal dollars anyway: that continued flow of money is about keeping those in power happy.

Acting like it's not the actual system in place is just opening things up for one side to take over completely.

Make the other side feel pain within the system, and maybe they'll agitate for good change. Or worse. In the end, the current system is not worth saving.

Sounds like bullshit. Not the stated purpose of the contracts - that sounds like normal government malfeasance - but the actual reality. I strongly suspect there are *no* real deliverables for these contracts. Probably just some profs at Harvard shitting out an unreferenced, unrigorous report and some low-rent ads that don't see the light of day.

Straight-up cash giveaways, in other words. Maybe these contracts were actually for meaningful wrongdoing, but my bet would be on "cash grab as such" more than anything else.

The private colleges don't have to give anyone a single break. They have endowments for that, but they don't *have* to unless it's tied to a donation with that specific purpose.

They love foreign students because it's never a question, and they love foreigners, and they love spies. Foreign students tick all the boxes. A lot of them are spies, none of them are Americans, and a foreign state is likely footing the bill and so will pay.

The *real* nastiness on this front is with the public colleges. State universities adore out-of-state students (which includes foreigners) because they pay full freight.

Oh yes, in the general. Even without the clandestine US government funding, the open funding has driven prices up so high that it's hard to justify even if the colleges were *good.* They're not, especially not for men and enrollments have likely already peaked. The cutting off of bullshit grants will just accelerate things.

Not for Harvard. Harvard is fine and will remain fine.

Most universities, however, are not like Harvard. My alma mater can survive 24 months with its endowment (assuming no revenues). That's it. Some significant structural debts (big campus building spree, etc.), catastrophically expensive administration and ancillaries, declining enrollment. There are a lot of colleges in fairly weak financial position and a whole lot of them are going to go the way of Antioch.

Which they richly deserve.

When a private benefactor/alumni provides donations to Harvard, they get to dictate where that money goes on a departmental basis. So, should their records reflect that they are not honoring those directives, then they are in a tight space and are opened up to a fraud investigation.

Harvard put a hiring freeze in place in March (which suggests that they aren't as flush as advertised). Additionally, private donations have decreased in the recent past reflective of the behavior of students on campus.

Harvard's operating budget is about 6.4 Billion and endowment earnings were 2.4 billion that were spent on the budget. Federal funds were about 700 million, leaving current gifts, student tuition, etc. to fund the rest. About 50 percent.

Only about 20 percent of their endowment aka about ten billion can be used for discretionary spending--the rest are bequests for specific purposes. Donations dropped 150 billion as well last year over the previous year.

That is why a simultaneous ban on foreign students along with no funding from fedgov will really hurt. Plus, out of that student revenue, a fair chunk comes from federal student aid which if the non profit status comes about and banning of student aid there for discrimination, Harvard will sink faster back to its regional finishing school rep before you know it.

They'd study like mad, master all the material, but if you asked to extend what they'd learned to a new (but related) situation, they'd complain that they hadn't been told what to do about that, and seemed to think that that was grossly uncalled for.

The USAID stuff has put a lot of light on a lot of things.

My big curiosity, for many years now, was around Soros. Soros is rich, but he's not *that* rich. He can't afford everything that Tides and the other associated "foundations" do. Some of his results have been through shrewd decisions (like buying up relatively cheap DAs), but the amount of shit attributed to his organizations is far too large for him to have financed.

It's been clear for some time that either it isn't really his orgs doing those things, or there is a *ton* of non-Soros money sluicing through those orgs, with spending directed by him and his crew but not financed directly by him.

A whole lot of it is tax money, and we're starting to get a *very* occluded glimpse of just how much of it is involved.

In part, state funding of higher education has withered and now in most states is less than they spend on correctional facilities. Higher ed operating costs, due primarily to administrators and staff, consumes well over 50 percent of revenue now in most universities.

Retired academic. By the time I left my rather large university, over 60 percent of English lower level 1101 type courses were taught by ill paid adjuncts. History was approaching that. My department in Humanities was at 40 percent for the basic 1101 class and climbing. I was one of the rare ones that liked teaching 1101 classes but due to demand for my other classes, only did so occasionally after my first couple of years teaching. Administrators and staff, however, were expanding so fast that I couldn't keep up with the various new assistant to the assistant deans, etc.

Retired tenured professor here. I also grew up in a college town in a subdivision filled with college professors, deans, etc. and have some friends/colleagues that are now university presidents, provosts, deans, etc.

College costs too damn much like medicine because a) student/patient demands, b) too much government redtape for both, c) government student aid/insurance+gubmint means there that someone else is or appears to be paying for the ride so why not get the best.

Have one friend at Grove City College (they fought and won a Scotus case that caused Congress to change the law putting Harvard in the noose ironically). They do quite well in educating students at well under half the cost of most private schools around them but NO Student Aid nor government contracts of any kind.

Cheaper and effective education can be done as Hillsdale and Grove City have proven but for most college administrators, the extra money coming in for all kinds of things precludes that choice for them.

My department's graduate program has 33 of those grad students and every single one is on an assistantship and pays no tuition. Ten years ago this was the number of Chinese students we had (all also on assistantships) but the number of Chinese students applying for our program dropped off the cliff. We are now mostly filled with Nepalese (our foreign students are 70% of our grad students; ALL on assistantships). So I suppose other schools may not give out assistantships like we do, but I doubt it, based on what we heard from applicants trying to get a better $$ deal from us than the ones they had already been offered.

I think the era for central banks may be coming to a close soon simply because they do the wrong thing at the wrong time. And like Fannie Mae and Freddie Mac, cause distortions in the economy and put risks/losses on the taxpayers but privatize the gains.

The EU central bank is even worse and is actively impoverishing Europeans. Japan's is hardly better and China's is a bomb waiting to go off.

Not having researched that one but yeah, it's a very safe assumption that he was the child or relative of someone in Hamas leadership or well-to-do businessman patron of Hamas. American colleges don't have sweeping databases and recruitment of high schools and profiling for 'admission fairness' for international students the way they do for Americans. They just need to see they have money, no crazy conflict with the school, and a base education (usually fulfilled by the crazy expensive private international schools they went to, also thanks to their money)...
