Trump Plans to Drain Universities of Their Pipleline of Foreign Radical Campus Operatives By Cutting Off All Foreign Student Visas to Pro-Hamas Schools

From Ed Morrissey:

Want to get Academia's attention? A president has three options, all within his executive authority:

Cut off grants and other federal research monies
Aggressive use of Title VI, VII, and IX investigations to ensure proper compliance
Sever income streams from abroad via visa management

You could add "tax endowments" to that list, but that would require Congress to act. As Donald Trump is demonstrating, a president can use the three steps above to make universities and colleges know he's serious about cleaning up campus unrest, especially that fomented by terrorist organizations abroad. According to Axios' Marc Caputo, Trump has already begun planning Step 3:

The Trump administration is discussing plans to try to block certain colleges from having any foreign students if it decides too many are "pro-Hamas," senior Justice and State Department officials tell Axios.

Why it matters: The effort -- which could include grand jury subpoenas --marks another escalation of Trump's aggressive crackdown on immigration and antisemitism that civil libertarians say stifles campus speech and has led to several lawsuits.

...

At the heart of the plan is the Student and Exchange Visitor Program, which certifies schools to accept student visa-holders. Institutions have been decertified in the past if the government determines they have too many student-visa holders who are using the education system as a ruse to live and work in the U.S., officials say.

Now, the Trump administration is threatening to apply that decertification framework to the post-Oct. 7 demonstrations on college campuses.

Years and years ago, UNLV's basketball team was given, I think, the so-called NCAA "Death Penalty" for various infractions. I forget the details. Stuff like paying "student" athletes to come to the school, probably.

The "Death Penalty" forbade UNLV from participating in NCAA tournaments for like ten years, basically destroying its program. What top athlete wants to go to a college if you know in advance you can never compete in March Madness?

I bring that up because Trump must now be considering something like the "Death Penalty" for Columbia University, an executive order forbidding any federal funds to the school for ten years or more.

Because, reports David Strom, Columbia made promises to Trump to get its federal funding restored.

And the president just publicly stated she lied and had no intention of honoring those promises. It was all a lie to get the money back, and then keep on doing what they're already doing.

[I]magine my shock and horror to discover that the President of Columbia University, AWFL Katrina Armstrong, held a Zoom meeting with her faculty to assure them that all the changes they promised they would make in a letter to President Trump were not going to happen. It was a ruse, a lie, a total falsehood, and that things would go on as before.

Eliana Johnson of the Free Beacon:

Nothing to see here.

That's what Columbia University president Katrina Armstrong told approximately 75 faculty members who assembled on a Saturday morning Zoom call to hear from her about a letter sent by the school to the Trump administration on Friday outlining a series of steps Columbia says it is taking to address "legitimate concerns raised both from within and without our Columbia community, including by our regulators" about the eruption of anti-Semitism on campus in the wake of the Oct. 7 attacks.

Throughout the conversation, which lasted approximately 75 minutes and included Columbia provost Angela Olinto and general counsel Felice Rosan, Armstrong and Olinto downplayed or denied that change was underway, particularly when it came to meeting the Trump administration's demand to put the school's Middle East, South Asian, and African Studies department under academic receivership.

"This is not a receivership," Olinto told the group. "The provost will not be writing or controlling anything. It's the faculty," she continued, adding, "Your department is totally independent."

Columbia's Middle East Studies department has been a flashpoint in the disputes that have roiled the university since Oct. 7, with critics citing its faculty members as a leading source of anti-Semitism. One of them, Joseph Massad, described the Hamas massacre as "awesome."

Armstrong went on to say the school had made "no changes" to rules surrounding the sorts of masked protests that plagued the university last year, though Friday's letter announced that masks are no longer allowed "for the purpose of concealing one's identity in the commission of violations of University policies or state, municipal, or federal laws."

The Washington Free Beacon obtained a transcript of the meeting, which seems to have been created because Columbia administrators were unable to disable the Zoom function that generates an audio transcript. The transcript itself captures administrators struggling to prevent the software from creating a transcript and then moving forward without success.

Perfect -- they tried to hide the admission of their lies, but they were too incompetent to figure out how to turn off the auto-transcript feature.

"I am unable to turn it off, for technical reasons, so we're all just going to have to understand," an unnamed administrator said at the outset. "This meeting is being transcribed. If you are the requester of this, I would ask you to turn it off."

"Yeah, that seems to be the default. I keep telling my people to stop this thing," Olinto, the provost, responded.

They all wanted the transcription turned off so that no one would know what was said on the call.

The Death Penalty is needed. Schools throughout America are in nearly-open defiance against the Supreme Court's ruling that discrimination against whites and Asians is just as illegal as discrimination against the left's favored "BIPOC" groups. But they've all conspired to continue this discrimination by requiring "diversity statements" from students, which are just essays wherein minority students tell the school they're minorities so that the schools can give them DEI advantages while claiming "We never demanded anyone tell us their race!"

At some point, the Death Penalty has to start coming down, and banning these schools from receiving any taxpayer dollars for 20 to 50 years.

Whatever we do, we can't eject these Scholars contributing so much to Humanity:

10 I would cut off all funding to all schools for everything. Why is a multi-billion dollar "elite" college like Columbia getting 100s of millions of taxpayer dollars every year? It's stupid and obscene.

If there's something that Columbia wants to do that's worth doing, they can pay for it themselves. It's obscene that all these colleges are sitting on multi-billion endowments, billions in other assets (real estate, etc), and yet taxpayers are still being raped in the ass to fund them.

Honestly, I'd kind of like to see non-educational research labs get started. I had the "good fortune" to be taught by several research scientists in college and they all sucked. They didn't want to teach classes, they wanted to get paid to do their research but the university required them to cover a minimum number each year.

Lecturers were always significantly better.

I keep saying this, but the universities get federal funding because they apply for it.

It's call "research grants". The Feds offer a grant to do particular kinds of research, the university faculty apply for it, and it the Feds like the research plan, they grant money to the faculty member who applied for the grant.

The university's central administration takes 50% (apparently) of the grant in "overhead" and the rest is split between the faculty member's college - also for "overhead" - and the faculty member himself to buy research supplies, and do field work.

If you want colleges to have no Federal funding, then make the Feds stop offering research grants.

It's basically just additional reporting requirements, when universities/colleges get foreign donations, including from "countries of concern" (the usual suspects) or "entities". And there is a requirement for a federal waiver to permit "contracts" with the black-list countries.

I would like to see a CFIUS-like mechanism to *control* all foreign donations to US academic institutions. Why not?

54 I know you are on the edge of your seats wondering if the WNBA players are going to go on strike or not.

This is what happens when you try to report on woman's basketball after dropping acid:

It is important to emphasize, as Miller states, that the NBA is “saying” how much the deal is worth. And as Miller argues, what the NBA is choosing to give the WNBA seems very low. Indeed, my own analysis of television ratings indicates that maybe $10 billion is closer to the true value of the WNBA media rights.

If the NBA is low-balling the WNBA by $6 billion or even $8 billion across 11-years, then the WNBA is transferring at least $500 million per year to the NBA. And that means, part of the pool of revenue the WNBA players generate might be used to pay NBA players and NBA owners in the future.

This very much complicates the story. WNBA players can’t just ask for a higher percentage of revenues. They also need to ask how much of the revenues they are generating is being used to subsidize the NBA.

Have you ever noticed how much the back of your hand looks like a river system?

76 I don't know if there are constitutional or other problems with a CFIUS-like control over foreign donations to US colleges (CFIUS is the inter-agency panel that can block foreign investment in US companies for reasons of national security).

But it seems clear that something like this is absolutely warranted for academic donations.

And one also ponders whether non-teaching US institutions ("think tanks") might also come under this system. Foreign money (hi, Qatar!) has seriously polluted/ruined major non-academic public policy institutions.

Also related - what in the wild, wild world of sports is the strategery of the administration WRT Qatar? A $2B arms sale approved? Drones, with ordnance? Just who/what would be the targets for this tiny quasi-island country? I understand how the past relationship made sense, but Qatar has morphed into an adversary. WTF, over.

Yay more overarching federal control boards!

Why not? Because you can accomplish that on a state level. For example, my state passed a law a few years ago that state entities, including the universities, are forbidden from doing business with companies controlled by the Chinese government.

Which means no purchasing research supplies from Temu, among others.

Naturally no one told the university faculty or fiscal processors, so that caused some problems when university purchasing suddenly and without warning started enforcing that ban.

90 I agree with this 100%. That being said, I think the process needs to be fine tuned. There needs to be an educational effort made here to the public. The public needs to be fed layman's terms that explains what he is doing and why he is doing it.

Because, the next democrat getting into the Oval Office is just going to reinstate all of these wasteful, damaging appropriations with little fanfare. The public needs to be in a position to recognize them as a poor decision and have the tools (knowledge) to associate that bad decision with the democrat in the WH.

So much of this is inside baseball well over the head of the average American. Longevity is only going to exceed if the public understands exactly what is going on. That's one area where Reagan exceeds them all.

It was well-known that most basketball players (perhaps with the exception of his son, Danny) at UNLV never attended classes (and other students were hired to take tests for them) and all drove nice cars and lived the good life: were basically being paid.

And there's a famous photo that leaked of Tarkanian sitting in a hot tub with a group of famous Las Vegas sports gamblers -- he was as corrupt as the day was long.

My dad knew him casually -- and the joke was he never wore any pants with pockets, because whenever he went into a restaurant or bar, it was expected that other people would pick up his tab.

Traditionally, letting foreign students study in America was seen as a projection of "soft power" mixed with some level of charity.

The idea being, some smart kids from the third world (well, more likely well connected kids from the third world) can go to US universities, then go home and bring the knowledge they learned and the love for America they gained at college back to their home country to help make their home country less shitty and more pro-america.

No one even pretends that's what we're doing anymore. For half of the kids, it's a backdoor way to permanent status where they can live here and get rich while hating the US and everyone who lives here (that is, after all, what we teach in college). The other half are Chinese Communist Party member's kids, who are here for nefarious purposes.

198 Diogenes it's probably more of an issue at the grad level, but whatever they contribute, there's a serious question about having students from Chy-nah here for STEM education. If that regime is an adversary, it's inexplicable and indefensible. Imagine Soviet grad students in STEM studying here in 1983 or something.

The whole area of foreign students here to study strategically useful subjects should be a basic question, as it would have been in a long-ago lost America.
Posted by: rhomboid at March 28, 2025 12:46 PM (1m82a)

Oh, I get that. And I mostly agree. But there is something for bringing in students from potential adversary nations and letting them live here for a year. They go home changed.
We had a seperate program for the Chinese students. A one year concentration in business principles. The first year was fun. The firs semester of the second year was good too. Then they opened up an office for The Confucius Institute. It was located across the hall from the classroom used by the students. Put a real damper on classes. No one smiled anymore. No on laughed. The dude in there was State Security all the way.
He and I did not like each other at all.

207 "One theory is that exposing foreign elites to The American Way will bend them to our way of thinking and so is good for the national interest."

There was, and can be, something to that idea. But it's mostly applicable to an era when only the very elite (socially/politically, but often academically competent) offspring of foreign elites were brought here. Check the last 5 presidents of Mexico for their Ivy League degrees - and same applies to many other countries.

The benefit here was potential, and variable, and often hard to quantify. Same as for training of foreign military officers here. It did give us connections and sometimes influence or at least inside info - but that was in a different context of a actual global competition with a state that's now kaput.

I don't think maintaining a flow of a small number of truly elite foreign students (from friendly/neutral countries, which does not include Chy-nah or Qatar for example) is a problem. But massive numbers that displace American students, introduce all the toxicities we're seeing at Columbia, or represent a rather outrageous intel/tech transfer/recruitment problem like Chinese STEM students - nope.

"I recently read in the Wall Street Journal that Stanford University had more administrative staff and faculty than it did students. Specifically, there were 15,750 administrators, 2,288 faculty members, and 16,937 students. The paid help of 18,038 (administrators plus faculty) outnumbered the customers (students) by 1,101.

That gave me an idea for a stunning administrative reorganization: give each student a paid concierge—an academic butler, if you will—to help navigate the pain of collegiate living in Palo Alto."

According to Bloomberg, EU officials were told at meetings this week in Washington that there was no way to avoid new auto and so-called reciprocal tariffs that Trump is launching next week. Discussions also began on what the contours of a potential deal to reduce them should eventually look like.

That prompted the European Commission (which handles trade matters for the EU) to start working on a “term sheet” for a potential concession agreement, which would set out areas for negotiations on the punitive trade measures, including lowering its own duties, mutual investments with the US as well as easing certain regulations and standards."

I would be surprised if her and her staff didn't discuss what would happen in the very likely event Biden fell up the stairs walking on to air force one and cracked his skull open and died. Or choked on a pretzel. Or had a heart attack. Etc. Etc.

I would hope Vance and his people have talked about what would happen if god forbid Trump dies of natural or unnatural causes.

I had to laugh at one of my students. He got sent home early. He kept missing classes and really didn't give a damn. But he brought a ton of money and spent it all on shoes and blue jeans. Then sent them all back to China and according to a class mate, made some big bucks.

Yep. Presidential power is at its peak when coupled with prior authorization from Congress. Particularly true in nat sec and diplomacy where the judiciary is ill equipped to blunder into.

Simply put, the Alien Enemies Act regardless of age and recognized in a Scotus decision, is not for Boasberg to remedy by his meddling.

The only curb of plenary power is if the plenary power runs into a constitutional prohibition or limitation. E.g. US cannot establish a state church even if the President and Congress agree given the Establishment clause (states could and did which is another matter).

The ultimate check on the President's power is still Senate removal.

The floor vote in the House called "Impeachment" is just a check on Congress' overuse.

But if you can't get 67 senators to agree that the President overreached, then obviously you haven't made the case well enough--like for 12 out of 12 on a jury!

One of the problems is that, like in the ACA, Congress has been throwing jurisdiction that could make them unpopular over the transom to the executive departments. On the idea that the owner or the executive should have a "separation" from them.

They keep giving the executive more and more regulation power with generic laws that farm out decision to executive offices.

Remittances alone make up 3.3% of India's GDP. It's a massive scam, and that's before you consider the 25 billion a year that Indian scammers rip off from Americans.

And then there's the problem with H1B fraud, where Indians are getting fake credentials from diploma mills, come over here, take up American jobs, and pollute the code base and ruin everything they touch because they can't actually code. You notice software -- especially commercial osftware getting worse? This is why.

India is at war with the west, and we need to wake up to that fact and do something about it. Cancelling all visas, and giving them 30 days to divest themselves of all American assets and return to India or face seizure and deportation.

And if you think the Indians assimilate, you're very, very wrong.

I have thought all along that Biden's x posting that Kamela was to be the candidate was put out by Kamala's staff, while Biden was incapacitated, since Pelosi's crew had already put out the x posting that Biden was withdrawing.
When Biden or his team got access to the twitter account they supported Kamala since they had no other choice, it was either her, or they explain why Biden was incapacitated and needed emergency treatments.

This was not a spur of the moment thing, it was thought out ahead of time.

I don’t know where this notion of foreign students paying full tuition comes from. The vast majority of scholarships are privately funded and open to anyone, American or not.

Foreign students can qualify for scholarships, but between the scholarship and their own contribution, they still have to pay full, out-of-state tuition.

This is most likely a Resist staffer or Waltz himself (assuming it was not a deliberate shiny thing for Dems to chew on) especially if these guys are using reconfigured Biden govt provided phones and setups. Most management types are idiots in personal OPSEC and cleaning contact lists/texts/etc. Notice that neither Waltz nor Wiles apparently had security for compromised passwords, contact lists, etc. at a publicly open website like Venmo. Tulsi seem the most locked down.

There is a huge amount of personal data now collected and sold. For anyone interested--go to Privacy Bee or Optery for free scans to see what of your information is floating around out there.

Even the weaker 2FA from using texting+password requires is subject to hijacking if your phone gets compromised.

335 It's not going to be an immediate death sentence for any of these universities with kingly endowments, but it will force them to recon with their budgets and either live within the endowment income or start eating into it.

That downward spiral could go on for a very, very long time as they ride the crash, but it will also free them up to fly their freak flag as high as they want.

BTW, Trump should kill foreign visas for the reason that ALL schools limit the number of US students at the grad school level so they can stock the departments with foreigners who pay full freight. They deny the benefit of education to many of the taxpayers that funded their facilities and salaries (in the case of public institutions).

337 The university's central administration takes 50% (apparently) of the grant in "overhead" and the rest is split between the faculty member's college - also for "overhead" - and the faculty member himself to buy research supplies, and do field work.

If you want colleges to have no Federal funding, then make the Feds stop offering research grants.
Posted by: FeatherBlade at March 28, 2025 12:18 PM (hB7mE)

50 percent was what I paid at U of Chicage for a personal grant I had for a year or so for 'research expenses'. In the early 80s, and even then Stanford was known to have an overhead of 90 percent.

340 I would cut off all funding to all schools for everything.

Posted by: Elric Blade at March 28, 2025 12:12 PM (iFTx/)

I'd go farther. The purpose of the endowment is to provide a cushion to keep the uni open if some setbacks happen, and to save up for construction of new buildings. It isn't supposed to be a billion dollar slush fund that has no contact with the university aside from allowing the admin to steal from it and invest in unamerican places and projects.

So aside from scheduled construction and a 10 year operating expense backup I would tax this part of the endowment at huge rates. Become an investor in startups or something.

344 "Years and years ago, UNLV's basketball team was given, I think, the so-called NCAA "Death Penalty" for various infractions. I forget the details. Stuff like paying "student" athletes to come to the school, probably."

Not true. The NCAA hounded UNLV coach Jerry Tarkanian for supposed violations while coaching at Long Beach State. And they ordered him fired from UNLV. They attempted to punish UNLV for keeping him, but Tarkanian sued The NCAA for violating his civil rights. After 20 years of continual investigations, the only violations that the NCAA found were unallowed meals and in room movies that UNLV picked up the tab for.

After two decades the case wound up at SCOTUS Tarkanian v. NCAA, and the NCAA settled with Tarkanian for 1 million dollars, and his legal expenses fighting the case.

I don't buy it. Kamala's staff was hopeless and loyal to Biden first, so unless they were practicing weeping they were spectators. Pelosi and her ilk were caught by their own lies to force him out until his faction took a shot at Trump. Then the DNC had to lock down that loose cannon. Biden's countermove to name Kamala as successor was a threat that had always been there since 2020 and Biden's team forced them to run with Harris and that was it.

The only plan Harris and her campaign ever showed was how to steal money and spend it as fast as possible.

Well sure, but I bet the Chinese pay well under table to the administration an staff and all the professors for grades.

Anyhow, I would not be shocked if lots of uni money is invested in China for sentimental (pro commie) reasons or because once in China the CCP has a hand on your throat and steals you IP and copies it, and can pressure the company there in many ways. Might be interesting to see how much colleges have there. It was a huge fad for a decade or more that China was going to be infinite profit forever, honest.
