Trump Targets "Solar for All," Biden's $7 Billion Boondoggle for Rich Democrat Cronies

Fresh off its decision to claw back $20 billion in "greenhouse gas reduction" money the Biden Environmental Protection Agency parked at Citibank, the Trump administration is setting its sights on another massive chunk of planned green spending receiving less attention.


The $7 billion Solar for All program -- part of the $27 billion Greenhouse Gas Reduction Fund -- is meant to "enable over 900,000 households in low-income and disadvantaged communities to benefit from distributed solar energy," according to the EPA's website.

While Solar for All (and much else) remains in limbo, supporters continue to defend it as essential to fight climate change. But critics are denouncing it as a green boondoggle aimed at lining progressives' pockets. Sixty Solar for All grants have been earmarked for various state and tribal agencies, as well as other green energy nonprofits that rely on public funding for much of their work.

A RealClearInvestigations review of Solar for All's records reveals a tight circle of publicly funded environmental outfits and government agencies, with the lion's share of the now-frozen funds slated to go to Democrat-run states. So far, $30.8 million of Solar For All grants have been distributed, according to the EPA.

"These grant programs are the most blatant instances of self-dealing I've ever witnessed," said Thomas Pyle, president of the American Energy Alliance, one of 50 free market-oriented groups that called on Congress to repeal the IRA's climate spending.

"The Biden administration and Democrats in Congress loaded the IRA with billions of dollars of walking around money to fund organizations -- some of which didn't even materialize until after the bill was passed -- to promote and advance the green agenda at the expense of American taxpayers and families," Pyle said.

Almost $450 million of Solar for All was supposed to go to various Native American groups. A group called Three Affiliated Tribes was set to receive $135.2 million, while another $304.4 million was to be divided between four other Native American entities, records show.

The biggest award to a green nonprofit, $311.4 million, was won by Grid Alternatives, an Oakland-based nonprofit that said it would use the money to help 37,000 households gain access to solar energy. Prior to the Solar for All freeze, Grid Alternatives had received $756,791 from its grant, records show.

"This groundbreaking program, funded by the EPA and led by Grid Alternatives, is designed to bring the benefits of clean energy to income-qualified and environmental justice communities across America," it announced on its website.

Tax-exempt since 2014, Grid Alternatives' work notably includes government contracts with the state of California and the District of Columbia. The company's website states its four guiding principles are "equity, anti-racism, economic justice (and) environmental justice." One of its founders, Tim Sears, was named a "White House Champion of Change for Solar Deployment" during the Obama administration in 2014.

The second largest batch of awards involved nearly $1 billion divided among four recipients. Those four grants -- all for the same amount, $249.3 million -- were awarded to entities in Democratic strongholds. Three went to the California Energy Commission, the New York State Energy Research and Development Authority, and Harris County, Texas' deep blue 18th Congressional District in Houston, according to the Treasury Department's usaspending.gov.

The fourth award of $249.3 million went to Inclusive Prosperity Capital in Hartford, Connecticut. That nonprofit provides financing for "traditionally underserved markets" and lists as one of its partners Inclusiv Inc. in New York City, which itself was given a separate award of $1.9 billion from the Greenhouse Gas Reduction Fund money deposited in Citibank.

Inclusive Prosperity Capital, which did not respond to a request for comment, has been tax-exempt since 2014, and in 2022, its salaries and compensation exceeded its revenue, according to its tax return. All told, a half dozen people at Inclusive Prosperity make more than $200,000 annually, and another five make more than $100,000, tax records show.

Endless, fathomless corruption.

It depends on how you define corruption. If it's out and out bribery like this, then no. If it includes things like SSDI, then yes. However, the latter is policy.

We need to be serious in understanding that actual programmatic cuts will be required to balance the budget. Some of them fall under the "nice to have" category, but aren't corruption as such. Either way, we can't afford them.

Actually gorgeous-looking, with the solar panels in a circular array around a collector that looked a bit like London's "Gherkin" building.

Fast-forward to now: the panels were sandblasted (amazing, I know) and fractured, and apparently when the original boondoggle money ran out, the company just walked away from it. It's now a ruin. But all the ticks got their money feed, so it's all okay.

This also happens to the hideous, landscape-disfiguring, useless windmills. Gov. grants fund them for a set number of years. The blades have to be locked down when the wind gets too high, and in any given windfarm, if you look when you drive by, you'll see that only a few will be turning on a breezy day. Just another bloodsucking gov. tick project.

He has some photovoltaic equipment that he uses at his house, but he got it for free when customers upgraded, then installed it and maintains it himself. He says that solar power generation is a loser because of the expense and unreliability. Same with wind generation.

In my early career I worked as a bank examiner and one of the banks in Tehachapi was in my portfolio. Part of a standard exam is an asset review, and I got to get inside peeks into a lot of windmill loans.

Officially they were sound assets because they were all guaranteed by the government. Unofficially they all sucked because not a single one of them generated any kind of a decent cash flow, certainly not enough to handle debt service.

As for the 6-figure salaries to DEI grifters in Oakland and elsewhere, I actually take a little satisfaction in the notion that they're spending that money on cars, furniture, Las Vegas vacations, watches, clothes, restaurants, etc. They're plowing money back into the economy. Of course it had to come from your labor and mine and get cut 30 times by layers of bureaucrats like street heroin, but at least some hard-working restaurateur or boutique owner benefits at the end.

1. You can't do solar for under $8500.
2. No tax exempt organization will do something and eat the overhead.

I spent about $18k including some lithium batteries. I figure it makes me a little over $1000 a year. Could do better if I hooked to the grid, but decided on more independence. (but cost me at least $2k just for that ability). So that's about 6% ... for 25-30 years (hopefully).

Prices are even lower now ... could have done same size system for about $8500 (no grid support). So that would be a 12% return. Mostly I did it cuz I could, and have the space, and had some level of concern about "rolling blackouts" if leftist goons got more control.

Back in the 80s there was a flurry of solar setups in Ohio. that basically heated water and saved it to help with water heaters and the furnace. The heat exchange pipes on the roof were the biggest change. But since the water retains heat a while it seemed more practical. Every attic gets warm in the summer.

Rooftop installs if your house was not designed for it are probably a bad idea. Ground installs make a bit more sense and with the newer bidirectional panels, can even been installed as a vertical fence with swapping the direction of each panel (the bidirectionals aren't as efficient on the backside).

Doing it that way minimizes space required and prevents a lot of damage to the panels from hail and wind.

From tests, you get mebbe 80 percent of the rated efficiency but far easier install, maintenance, and minimal area required. Use something lowtech like white rocks around those panels for reflectivity, you even get closer to something like 85 percent (of the 23 or so efficiency rating). Installing that way also evens the power curve out by increasing power in the mornings and later in the evenings.

Been studying, watching, waiting to do something for several years including going after the lowest hanging fruit first (insulation/windows).

I paid 0.58/watt for my panels ... which was Real Cheap a couple years ago. Now they can be had for 0.24/watt. Not sure if there is a glut because people used gov money to buy a bunch, then never installed them? (that is rumor I heard about current ones that cheap).

They don't have to be more "efficient" if price is that low. Normal efficiency now in 18-23% or so, but in $/watt they have doubled in the last two years.

Most of those weather records suffer from too short data periods to really make the predictions that people ask those models to do. Hard to claim you have a 100 or even 500 yr flood map when you are basing that from roughly 80-90 years of records plus modeling from terrain map data.

About 12-15 years ago, we got a 500 yr rain event, and few years later, a 100 yr snow event. Typical of Black Swan event predictions based on flawed data (ht Taleb).

China had been pumping up manufacturing of everything, especially solar panels and electric vehicles, to juice their economy the past few years.

While the West was going through inflation, China has been experiencing deflation.

They fear turning into Japan when they were in a deflationary spiral for 20 years starting in the 90s.

They couldn't get domestic demand up, so they've flooded the zone with every product imaginable and it's caused a glut.
Prices around the world are down for solar panels because of it.

That sort of thing can be undone, like the capped oil wells in the West here. Some might be marginally productive at the price of oil at some time, but it is just politics that keeps the US from exploiting that when the price is high, like now.

A workmate of my wife's got screwed over by agreeing to a now defunct solar company contract where the install has damaged her roof structurally, doesn't work, and requires substantially more to fix than the original system cost.

Still on the hook for boo coo bux to the associated package lender of that install co.

The new bi sided solar panels have a primary on one side and a secondary on another. In a vertical install I saw, they put half of the primary panels facing the East and half of them facing the West and the site was a northern one. Turned out, snow worked just fine to increase production when the lower part of the panel was shaded by angled sunlight.

In a more traditional array angled to the average optimal position for latitude, you still get some power from the back of the panel array with the bidirectionals from underneath and that increases if you make the ground under them reflective in some way.

interesting ... winter is when the least sun is available, so it would seem more efficient to have some face SW and some SE, at a steeper than "nominal" angle. Depends on location of course, and if you have acres, or just a rooftop, or small yard with neighbors.

I haven't tried to calculate the bi-sided panels ... but you have to include the full potential from both side when sizing the charge controllers and inverter ... and those items are the more expensive part. But lots of ideas to consider.
