Reports: The Air Traffic Control Tower in DC Was Understaffed
President Trump confirmed Thursday that there are no survivors after an American Airlines plane and an Army helicopter collided in the air over Washington DC Wednesday night. The search-and-rescue operation became a recovery mission in the early morning hours, officials said. The flight from Wichita, Kan., collided with the military chopper while approaching Runaway 33 at Reagan National airport around 9 p.m., according to the Federal Aviation Administration. There were 64 people aboard American Flight 5324, with 28 bodies recovered from the river so far, officials said Thursday afternoon. The bodies of all three soldiers who were on the Army helicopter had been recovered as well. .. The air traffic controller working at the time of the deadly plane-helicopter crash in Washington was doing the work of two people, the Federal Aviation Administration said. Staffing in the air traffic control tower at Ronald Reagan National Airport was "not normal for the time of day and volume of traffic," the FAA found in its preliminary report, according to the New York Times.Why was it understaffed? Inadequate staffing, if true, will get cited along with all the other factors in the mid-air collision. There is usually a chain of failure, break one link in the chain and there is no accident.
But the kicker will be, NTSB can make the recommendations, but it has to be the FAA that orders the changes.

The helicopter was supposed to hold until after the CRJ passed, then go behind it. Somehow it flew directly in to the plane.
The biggest fucking question is why is routine helicopter traffic intercepting the glide slope for jets at a major US airport?
Is it because people in DC don't want to have to wait for their rides while the helicopters go around the long way?

I think it's better that way. Not to be too much of a nerd, but I love reading NTSB reports.
They are possibly the only competent part of our government remaining, and I think it has to do in large part with their mandate. They don't pass rules, they have no power over anything, their entire job is to just investigate transportation accidents. And they seem to do it very well.

The helo was on the right. Normally would have right of way. But not in controlled airspace. The plane had been cleared to land, it had right of way. Also, the plane had just been told to land on a runway that hadn't been used by prior flights that am. Perhaps the helo did not realize the plane was on a new runway approach. Until too late. Also, the ATC does not talk to planes on same radio frequency as helo.

They responded, but due to nonsense, commercial pilots use VHF, military use UHF.
ATC can talk to both of them, and the military CAN listen in to civilian flight traffic, but the civilians cannot hear the military.
Which is yet another reason to keep a good separation between commercial airliners and military helicopters.

Twice the ATC warned the helicopter pilot about the jet, twice ATC asked if the pilot saw the jet and the pilot replied yes, I can see it and I am requesting visual separation both times. Correct if I am wrong but I this think means he is assuming all the responsibility to avoid conflict.

I was a Blackhawk helicopter crew chief in the Army.
I was even a Flight Instructor. This means that I trained Crew Chiefs and ensured that they completed all training annually to maintain their flight ratings.
One massive responsibility we had was to be the eyes for the pilots. We handled airspace obstacle avoidance and communicated potential risks to the pilots.
Quite often we would train as a flight of 2 or 3 birds flying in formation.
It was my job to have my head out the window and tell the pilots that the aircraft behind us was "staggered right at 3 discs". (We measured close distances in terms of the diameter of our rotor discs).
I can tell you after doing this for hundreds of hours, even when you know EXACTLY where a Blackhawk is, and you have night vision goggles on, it is EXTREMELY hard to SEE the aircraft.
These birds are designed to be hard to see at night.
The red and green lights on the side get lost in the lights of the city below. The only "lights" on top of the aircraft are called "slime lights" because they are a very very very dim green.
Incredibly difficult to see.

If you are above the helicopter, even if it has it flood light or spot light (2 different lights) on, underneath it, it is still hard to see the bird because all of that illumination is below the airframe.
Another thing people should know is just how busy things can get on the aircraft.
Pilots are talking to each other about what they are observing on the instrument panels. This means neither are looking outside the aircraft.
The crew chief might be conducting a fuel check, where we would also be looking up into the cockpit at the fuel gages and the clock.
This CAN lead to moments where all 3 people on the aircraft are all looking inside the aircraft.
It's not supposed to happen that way. We are supposed to announce when we are "coming inside" or are "back outside" the aircraft. But that doesn't always happen.
Also, in cities like DC, the radio traffic is constant and can make it hard to filter out what is important for you to listen to.
Checking instruments, doing math, reading checklists, and listening to multiple radios all at the same time is HARD. Mistakes happen.

The plane was, as far as we can tell, exactly where it was supposed to be.
The helicopter seemed to have jumped the gun.
My guess is the pilots were watching the wrong plane and thought they were cutting behind the CRJ. But we'll know for sure in a year or so when the NTSB released the full report.

Then there is the matter of the DC-10 and their outward retracting cargo doors. US DC-10 suffered a blow out and had major control issues, but pilots managed to land it.
NTSB recommended changes. The FAA instead worked a sweetheart deal with MDD to avoid an Airworthiness Directive. And guess what a Turkish DC-10 flying out of Paris suffered the same type of blow out but on that plane the cabin floor collapsed destroying the flight controls.

I think that's going to be the ultimate question.
This seems like a disaster waiting to happen. I've read that the airspace over DC is particularly difficult for commercial pilots due to the no fly zones / massive CIA / military / "VIP" transports / military flights w/o transponders, etc.
The general rule is that the flight paths in to major airports are restricted airspace for helicopters, drones, general aviation or anyone else who could get in the way.
...For this very reason.

Between No-Fly Air Space around Federal Buildings to flights in and out of Reagan, to Ft. Belvoir, to private aircraft, etc....
One big question is were the Helicopter Pilots on NVGs and concentrated on the ground ? You may hear ATC tell you that you are enter the landing glide path into Reagan and on a collision course, but again if the Airliner had it's landing lights on it could affect your nighttime vision with NVGs.
Bright Lights into NVGs will blind you instantly.

the takeaway that needs to be mentioned is that if Harris would have won, the crash wouldn't have occurred. According to Sec. Buttigieg, the ATC was fully staffed when Biden left office just a couple weeks ago and the reason it was understaffed that night was because Trump fired the other person who would have been on duty.

No. And believe it or not, we have arguably the best ATC in the world.
Despite a lot of close calls in recent years, ATC is almost never the culprit for American commercial plane crashes. Usually it's the pilots.
But overseas, it's a much different story. Like the midair collision over Uberlingen.
And in the US, the pilot has the ultimate say in what he does with his plane. In most countries, ATC has the ultimate say. Which arguably causes more accidents.

It was like when our carrier pulled into Hong Kong back in the day. The OOD and the QM of the watch only plotted ship movements that were happening in front of us. There was no way we could plot and keep track of everything that was moving in that harbor even though that was the iron clad rule.

They understood that if a single plane crashed (which was not uncommon in that era) Reagan would be blamed. He was putting his whole Presidency and future and legacy on what was essentially a roll of the dice. Even if it had nothing do to with the firings, he would be blamed.
This gave him great power because world leaders understood he was not afraid of risk and not afraid to do the right thing.
I felt from 8 days ago that Trump was emulating that strategy -- showing the world as well as the USA Dems that he was not to be trifled with.

I am only analyzing the situation from my computer chair and would not jump to the political conclusion that it was a DEI hire or poor training.

According to various sources, including some Blackhawk pilots/crew, the normal contingent is 3-4 flight crew.
Pilot, co-pilot, flight engineer, "other." Typically someone is always, always, always looking outside the helicopter because outward visibility other than forwards, sucks.
And at night, with NVG, the pilot/co-pilot/crew's field of view is a staggering 40 degrees. So, very narrow.

I do not know if the VH-60 had TCAS installed. But assuming it did and Lirio is correct, below 1000ft TCAS will not command evasive action. TCAS will only alert you.
And the same would apply to the Bombardier.
Another question, do VH-60s have FDR and CVRs?

It goes all the way back to at least the early 90's. The way they turn away whitey isn't a secret. They set up a precursor grouping of applicants. Then they give you the "psych test" which is a multiple choice exam and written by a mental midget. Within that time they determine your cultural status. Then the second phase is the interview process. They just don't bring you in for an interview.
I know this because I applied for the FBI back in the early 90's. I did so with a decade of investigative experience and a law degree (non-practicing). I aced the psych exam, had no legal issues, finances in line, excellent references including an Uncle who was running one of the Florida FBI offices at the time. I didn't get brought in for an interview. I did have to watch a video about how minorities would be given preference, however.

I'm not an aviator, but that seems pretty typical for what I've seen. Pilot, copilot, and crew chief. Even with no passengers, the crew chief does a lot of safety checks and such so he's typically on flights regardless.

Then there is the matter of the DC-10 and their outward retracting cargo doors. US DC-10 suffered a blow out and had major control issues, but pilots managed to land it.
NTSB recommended changes. The FAA instead worked a sweetheart deal with MDD to avoid an Airworthiness Directive. And guess what a Turkish DC-10 flying out of Paris suffered the same type of blow out but on that plane the cabin floor collapsed destroying the flight controls.

To sum: before and since 9/11 I have no fear of flying and never have. Always prepared with my heavy travel purse to whack on bad guys as we plummet. In 2025 I will not be afraid to fly as we have two trips lined up already.
I will, however, ask to see the air traffic controllers and if I see a dwarf or psych patient I will call the WH.
I had a cousin who was schizophrenic and paranoid, among other things. As a child, he was a lot more shy than me, altho he was older and I was sort of bossy. Classic schizophrenic symptoms showed up in his early 20's.

I think TCAS is disabled below 1000ft for simple reason that TCAS avoidance instructions are coordinated between the two conflicting planes and is an instant announcement of "climb, climb" for one and "descend, descend". There is not enough altitude to quickly descend when you are below 1000ft.
