Homan did a brilliant bit of Judo on the topic of Sanctuary Cities. He said he would prefer to focus on the criminals as they're going through the courts or jail systems, but Sanctuary Cities refuse to cooperate with ICE. So ICE has to go into the neighborhoods to catch these guys. If they encounter lesser criminal aliens as they go after the more criminal aliens, both get scooped up and deported.
