The official added that the lack of innovative strategies to address retention struggles in critical specialties weakened workforce sustainability. ... A big reason for the Rise of the West, to the point where the West dominated the rest of the planet, was the innovative idea of hiring people on merit, instead of using tribal or clan affiliation, which had been the norm for all of human civilization.
