You are correct, it is inaccurate to say "Biden's doing [x]". It is more accurate to say "the Deep State Stooges who foisted a mentally handicapped, already low IQ liar on the country did [x]".
In American politics, it is typical (although, as you point out, not always fair) to refer to an action done by the administration as done by the President. For example, it would not be controversial to say "Obama killed bin Laden" even though, if we're being pedantic, we would say "Obama was the President when American special forces, which did not include Obama in any way as he was in Washington DC at the time, killed Osama bin Laden."

This, to me, is why the talk about dealing with H1B visas and increasing legal immigration is a non-starter. When the basement is flooded, you don't start talking about how to remodel it. You first stop the flood and then you clean up and repair. Only after all that is done do you even consider remodeling.
All immigration - including legal - should be halted immediately on 01/20/25. For at least President Trump's term. The next President can then assess if we have cleaned up the country enough of illegals, and have Americans back to work in jobs that were taken by bogus H1B visa people, that we can then maybe accept more legal immigration.
This country is completely broken from top to bottom. We need to get our house in order before even considering allowing anyone else from outside. That has to be the focus. EVs, robots and trips to Mars will have to be put on the back burner.

BUT they want free subsidies for gasoline, water, healthcare, etc. They vote as a bloc, and thus elect a lot of socialists.
The people in the cities who work and pay taxes and are trying to be productive are sick of the entire system and want those people gone.

Your words are more prophetic that I think either of us want them to be. We keep seeing good and solid reasons to dissolve what we know as the FBI (and federal law enforcement in general) and start from scratch. However, if a climate within the country is created/orchestrated that suggests many imminent threats, the sweeping changes become much more difficult. And, even if you do a reset on Federal Law enforcement, the media just blames you for taking away resources that could have prevented whatever occurs.
