I think Herridge is great, one of the few real reporters in existence. However I can not get the sneaking suspicion out of my head that the CIA is running an op to deflect from other scumbaggery. In terms of the feasibility of the weapon, I'd assume that most advanced armies have or are researching such weapons (see Israel). However, they aren't feasible in most active battlegrounds such as Ukraine. Any Russian there is an enemy and is treated as such. Such devices would really be most useful when there's not open combat.
One other difference in use. Some countries don't give a crap and are not held accountable for noncombatant casualties. Hence, I can see the Chinese, Norks, Russians, and Iranians using crude versions of these weapons indiscriminately, while leaders in Washington refuse to deploy such measures because there's a 3% higher risk of cancer in mice subject to the weapon's exposure. Bottom line: There's probably a ton of BS about this story. There's also probably quite a bit that's on the money (foreign actors harming U.S. citizens and the U.S. government lying and not giving a crap about it).
