Slimmed-Down Version of CR Fails, With 38 Republicans Voting Against It

I forgot that the House Speaker always must court Democrat votes for these bills because there is a bloc of Republicans who will not vote for any CR that raises the debt ceiling.


So Republicans defeated the more Republican version of the bill.

But 38 Republicans voted against the bill. That's more than the 15-20 who just refuse to vote for any budget.

I think some Republicans really want that pay raise and really want that Democrat spending.

A government spending bill supported by President-elect Donald Trump failed to pass the House of Representatives on Thursday night, intensifying concerns of a partial shutdown. The legislation required a two-thirds majority but fell short with a vote of 174-235. Divisions within the GOP and opposition from Democrats left Congress without a clear path forward ahead of the Friday deadline.

Key Details:

The bill, which extended government funding through March 14th and suspended the debt limit until January 2027, was opposed by 38 Republican lawmakers and most Democrats. Only two Democrats crossed party lines to support it.

The proposed legislation included $110 billion in disaster relief aid, covering damage from storms Milton and Helene, and funds to rebuild Baltimore's Francis Scott Key Bridge. However, it omitted provisions like a pay raise for Congress and a revitalization plan for Washington, D.C.'s RFK Stadium.

A fringe group of Republicans defied the president-elect and rejected the bill, including Texas Rep. Chip Roy, Tennessee Rep. Andy Ogles, and Montana Rep. Matt Rosendale.

The House's rejection of Speaker Mike Johnson's Plan B budget proposal leaves Congress scrambling to avoid a government shutdown set to begin at 11:59 p.m. Friday. The failure of the measure highlights deep divisions within the House, as Democrats and conservative Republicans united in opposition to the plan.

Johnson's proposal, unveiled hours before the vote, sought to fund the government at current levels through March 14, 2024, while suspending the debt limit for two years. It also included $100 billion in disaster relief and $10 billion for farmers. However, these provisions failed to garner necessary support.

Democrats, led by Minority Leader Hakeem Jeffries, dismissed the plan outright. "This proposal is laughable and unserious," Jeffries said, reflecting his caucus's frustration over what they see as inadequate responses to pressing issues. During a Democratic caucus meeting, lawmakers were reportedly heard chanting, "Hell no."

Republicans also took issue with the debt limit suspension. Rep. Chip Roy, a member of the House Freedom Caucus, criticized the plan on social media, stating, "More debt. More government. Increasing the Credit Card $4 trillion with ZERO spending restraint and cuts. HARD NO."

US debt limit increase is not the same as increasing a individuals credit card limit. I'd actually prefer to suspend the limit at least until the first Trump budget is passed. Which if things go as I expect, a debt limit reduction can go into place. I'm not liking the chance that the US could default on debt payments, even if unlikely. Just the fact that it is possible will add volatility to the world markets. Not a fun way to start Jan 21st.

Let me explain the debt ceiling to you since it's pretty clear most of you have no idea what is going on.

As of now, there is no debt ceiling.

Let me repeat that for all of those "true conservative" supporters. As of right now, there is no debt ceiling.

The debt ceiling was suspended back in June of 2023.

As things stand now, as of Jan 1st, 2025, the debt ceiling will return, and it will be whatever it was when it was suspended plus whatever spending Biden and the dems did since June of 2023. That new debt ceiling is estimated to be hit by June of 2025 if not earlier.

What the CR wanted to do is push the redemption of the debt ceiling back for 2 years.

This would allow massive tax cuts that Trump wants to make. Things like no tax on tips, no tax on social security, no tax on overtime, a 15% tax bracket for companies who built here, and to stop the Trump tax cuts from expiring.

The debt ceiling redemption on Jan 1st will make Trump have to figure out how to pass the tax cuts without going over the debt ceiling and triggering a default. Do you get it now?

By not moving the non-existent debt ceiling back two more years, the "true conservatives" just stopped you from getting more of your money returned to you by tax cuts and they kept more money in the government for a bigger gov. And if the debt increases? We take 1% of the total wealth of every member of congress that voted for the last budget/spending bill for every billion the debt goes up.

The debt ceiling shuffle is simply a tool that will never truly be used effectively and has not since it was passed during WWI. Congress always extends the debt ceiling because if the fed government ever defaults, interest rates will spike substantially and long lasting.

Similar to a nuke and like Putin's nuclear posturing, it became less and less effective as a tool when presented as a periodic empty threat.

There are other dubious practices such as using static tax analysis by the CBO, Paygo, and various other stupid opaque rules adopted over the years to obfuscate spending, borrowing, and taxes.

And the CR should be for 30 days. Let this BS be revisited over and over and over and over until Congress starts behaving in a manner that is beneficial for the long term national health. Without drastic fiscal and government culture changes we are headed into a catastrophe that will make the current disaster, that is the Federal government, look like a utopia.

And if not, shut it down for the next year, two, or three. This will eventually get Congress focused on what matters. And in the interim the essential parts of the government will get funded and the unessential will wither away.

Those are my guesses on Trump's motives.

I think conflating the tax cuts with debt ceiling is incorrect from what I remember about House budgetary rules. Long story but basically congressional rules on reconciliation, paygo, and budget scoring treat tax cuts statically as expenses instead of dynamic scoring which is better.

Don't treat their votes as principled. Essentially the slim bill was dead because the Dems would not support it under suspension of rules requiring a 2/3rds vote.

Simple shitbaggery by House GOP leadership team that really wanted their pay increase apparently and got caught with their hand in the cookie jar. Their plan B was half hearted and pushed forward without even trying for success via sending it to the Rules Committee (removing the need for a 2/3rds majority) first before the floor vote.

Now you get the sullen reaction by Congress creeps denied their Christmas plum because Trump has made it clear that he wants a clean CR, a debt ceiling increase granted on the same terms that FJB got, etc.

You can find good information on X by some congressional insiders leaking to reporters. Musk turning his AI Grok model onto the Christmas tree bill and then subsequently the 'clean' CR is a welcome advance as well.

Any congressional law, especially spending bills, uses obscure and often misleading provisions because they alter existing laws outside of the bill. Piecing together what these CRs do in effect requires literally iterative searches of the pre existing laws and spending bills to figure out what in the hell the current bill will actually do.

This is where the staffs, k-street lobbyists, a few congressional leaders like Schumer or McConnell, etc. and interest groups negotiate before teh bill ever reaches the floor. It is designed to mislead, panic the markets and people, and ultimately force a shit sandwich down the throat of voters to enrich insiders and their friends.
