My favorite West Point story is from Tasting History. In 1826, the guy in charge ruled that they were not going to allow liquor in the eggnog at the Christmas party because of inebriation in the cadets.
The cadets smuggled booze in and things went pear shaped including a shooting and rioting. What makes it interesting is that most of the big names in the Civil War on both sides, including Jefferson Davis, Robert E Lee, etc were involved. West Point public affairs asked the admissions office and they said nah he never even "opened a file" which is a prerequisite for application. Apparently they answered that twice. WSJ column a few years back by a former USMA instructor/retired officer was chilling. He visited for some event and as I recall just about everything he encountered/saw was a shock and represented a collapse of standards. The academies are just as rotted as all the other institutions.
And ace somebody noted today in earlier comments that a federal judge endorsed illegal, unconstitutional and stupid and repugnant racial engineering and quotas (in effect) at the academies in some sort of lawsuit proceeding or ruling. When I was working as a security contractor at Ft Lewis (now JBLM), I met a young man who attended West Point but didn't get his commission. Apparently he was very accident prone / physically delicate. He broke several bones while at the school. So he still had a huge obligation to serve in the Army, but didn't get the golden boy ticket. My son was in the candidate pool for the Naval Academy twenty some years ago. Dental records had to be submitted during the application process and I got a call informing me that his non-emerged third molar would have to be removed. Because his father was red/green color blind my son had to get additional vision tests. He'd been diagnosed with mitral valve prolapse as a toddler, even though as he grew evidence for that disappeared. Even though he didn't get an appt when his forms came back approved for the academy I framed that sucker.

You also have training cadres to bring recruits up-to-speed in case of war. Navy, Air Force, and Space Force probably need to be kept at higher levels, but with the some of the same limits and training cadres. I'm not sure where to put the Marines in this. I didn't serve. Yes, that can be done. For very qualified people, the academies will recommend them to Congressmen from other districts and even states who don't have enough qualified people. I want to make another thing clear based on some of the comments. A public affairs officer is not a secretarial or clerk type position. This person is considered a senior civilian member of the team. It is their job to ensure that the message that goes out to the media is aligned with the thoughts and intent of the military command.

Not weird at all, it is a huge amount and paperwork and effort to pursue nomination to West Point. As to the level and import of the Public Affairs apparatus- it is vital and the PAO has a seat at the commander's table of any organization bigger than a Battalion until last year when they were kicked back up to being a Divisional level asset. I spent 5 of the last 6 years helping run PAOs, Civil Affairs, and PsyOps officers through their paces.... if the civilian School trained PA decided to shrug and say YOLO on the news inquiry she should be fired. Why would it be her job to look it up? I would think, in the normal course of affairs, the logical thing to do would be for her to ask the Admissions Office. The Public Affairs Office would not have that kind of information available. She did not do this alone. Plus, as @Roberto notes, it is highly unlikely that a media question comes in about the incoming SECDEF and no one in the chain of command is told about it.
