Again, and again - trump puts the biggest enemies of government agencies in charge of those agencies. How better to make sure there is no "resistance" at those agencies? Get someone in charge that thinks the agencies need to be strongly reformed.
Thye will also be utterly loyal to him. They are also unlikely to be captured by the swamp. Al you need is for the government to do the jobs they are asked to do by the American people. Americans want the FBI to focus on criminality - catching serial killers, sex trafficking, terrorists, etc. Nobody hires the FBI to go after moms at school board meetings.
