THE MORNING RANT: The Explosive Hazard of EVs in Parking Garages; and Other EV Follies

While electric vehicle sales may not amount to more than a single-digit market share, the numbers on the road are now significant enough that there is a growing conversation over whether EVs should be allowed in parking structures. Part of that discussion is about how the owners of buildings that contain parking structures can protect and insure against an unknown number of potential bombs that may be parked there at any given time.

This awful story from South Korea is likely to be repeated with growing frequency, and it is fueling the discussions I just referenced.

“South Korea holds emergency meeting as EV fires stir consumer fear” [Reuters – 8/12/2024]

South Korean officials met on Monday to discuss electric vehicle safety and whether to require car firms to disclose battery brands amid growing consumer concern after an EV blaze in an underground garage extensively damaged an apartment block.

It doesn’t matter what brand of battery is in the EV, what matters is that it’s a lithium ion EV battery, which by nature is prone to runaway thermal fires.

The fire on Aug. 1, which appeared to start spontaneously in a Mercedes-Benz EV parked below a residential building, took eight hours to put out, destroying or damaging about 140 cars and forcing some residents to move to shelters.

I have previously joked about requiring a prominent warning label on the hood of EVs, cautioning about the fire hazard EVs pose to their drivers and to those nearby. Maybe it’s time to stop joking.

Images published in media of dozens of charred cars with only their metal frames remaining in the parking lot fire have fuelled consumer fears about EVs, likely exacerbated because so many people in South Korea live in apartments, often with parking lots below.

An Automotive News piece a few days ago titled “Lithium ion battery fire regulation could help heal industrywide black eye” acknowledges that consumers are becoming scared of lithium batteries, therefore help is needed from the federal bureaucracy to issue regulatory decrees that will somehow make lithium batteries safe. The piece also notes that in 2023, in New York City alone, there were 268 fires started by lithium ion batteries on various transportation devices, resulting in 18 deaths and 150 injuries. Of course, the federal government can no more mandate that lithium ion batteries stop combusting than it can mandate that straw be spun into gold.

Instead, I’d recommend that the government simply ban EVs from being allowed in any parking garages or covered structures. (And yes, that is somewhat counter to my anti-regulation ethos, but remember, Team EV tried to use the power of government to take away my gasoline-powered car, so I have every right to retaliate with the same powerful weapon.)

This Fortune piece dated 8/07/2024 reports that ”Several office buildings [in South Korea] have now banned EVs from entering and parking, according to notices on social media.” That’s wise.

Last month I inquired in one of my pieces about how insurance companies are dealing with the growing menace of EV fires, especially regarding all the collateral damage they can cause when they spontaneously combust. I received an email response from a gentleman named Bill Schneider who has a depth of experience at integrated facilities management, including the insurance aspect. I received this prophetic email from Mr. Schneider just four days before the Korean EV disaster.

Consider a potential BEV [“Battery Electric Vehicle”] fire in either scenario:

1. "3 plus 1" mixed-use building, where the parking deck is on the bottom floor, and that floor is below ground (so there is no way to easily remove BEVs from anything else combustible), and there are residential apartments and commercial shops/offices above the deck...or...

2. Multi-story parking deck at, say, a major airport (think one of the parking decks at DFW) where a cluster of BEVs are parked together and a fire breaks out.

Guess what? Parking deck suppression systems are nothing more than sprinklers with water in them - water that is hopelessly inefficient to quench a burning lithium battery.

Plus, with [internal combustion vehicles] gasoline is at least dispersed when sprinklers are activated - but BEV batteries are buried deep inside the vehicle chassis, meaning that when sprinklers activate, they cannot get water to the source of the fire.

Imagine the inferno if a cluster of 30 BEVs were parked next to each other in the center of the Terminal A parking deck, on the fourth or fifth floor, right in the middle of the structure. Or on the bottom floor, near a wall.

I presented this scenario to the SME - and the industry has NO. ANSWER. This isn't the FLS [Fire/Life Safety] industry's fault - rather, it's based on the constraints of fighting BEV fires, where the battery burns far hotter, and all three elements of the Fire Triangle are present in the battery (and remain present, not being able to be dispersed), and the batteries are buried so deep inside the vehicle chassis that suppression liquids cannot reach the source of the fire.

Fire marshals who become aware of the risk? They simply forbid BEVs from being parked inside a structure. Because that's all they can do.

Fire Marshalls are empowered to limit the number of people who may enter a building for fire safety reasons. They should also be able to limit the number of EVs that may park in a building’s garage. I’d recommend the maximum number of EVs allowed in a parking garage be limited to zero.

CCTV, citing preliminary findings from authorities, said the goods included lithium batteries and tert-Butyl peroxybenzoate, an organic compound that is flammable and explosive…

Of course it included lithium batteries.

This story from California did receive plenty of media coverage…

“I-15 opens near Barstow after closure due to fire from semi hauling lithium batteries” [News 3 Las Vegas - 7/28/2024]

Interstate 15 is closed in both directions south of the Nevada/California state line because a semi-truck hauling lithium-ion batteries caught fire.

I don’t have much to add, other than it is beyond ridiculous that one vehicle hauling lithium batteries could cause such an intense fire that it took nearly two days before the truck could be extinguished, removed, and the highway cleaned up so that all lanes of traffic could re-open.

Whenever I post about EV fires, I receive correspondence pointing out that gasoline powered cars also sometimes catch fire when involved in wrecks. True, but the nature, speed, and intensity of the fires are different. I’m sure that I’ve never heard of an ICE vehicle fire such as this one involving a new Tesla Cybertruck:

“Driver dies after Tesla Cybertruck slams into culvert, bursts into flames in Baytown area, DPS says” [KHOU – 8/05/2024]

DPS said State Troopers have not been able to identify the driver due to severe burns. DPS also said they could not identify the license plate or VIN due to the fire.

What a clever feature EVs have! If you die in a wreck while driving an EV, it can conveniently serve as your crematorium too.

I apologize for that morbid humor, sort of, but I have several firefighter correspondents who are passionate about the danger EVs pose, and how ridiculously difficult it is to extinguish an EV fire. Driving an EV puts firefighters' lives in danger, and that is not OK with me.

Elon Musk is clearly on our team politically, for which I am grateful, and I wish him great prosperity in all his other ventures, but I will not be sad if Tesla declines as the rest of the EV industry fades away.

More than half of Teslas traded in at dealerships so far in 2024 were traded in for a gas vehicle. According to Edmunds data, from January to July of 2024, 51% of used Teslas were traded for gas, and 32% were traded for an EV.

The novelty, prestige, and “exclusive” hassle of owning an EV soon give way to fatigue. There are a lot of experiences that people are glad to have had once, but don’t want to repeat. I suspect that owning an EV was one of those experiences for a great many people.

The fire began last Wednesday at the Gateway Energy Storage facility and flare-ups over the weekend put evacuations warnings for the surrounding area back in place.
Pascua said things began to reignite Friday night.

“You have to put water on it to keep the fire confined, but that water damages the batteries also allowing them to arc starting another fire. We’re just trying to keep the public safe and keep the fire contained to the building,” he said.

The chain reaction can happen when a lithium-ion battery creates heat faster than it can dissipate. That rapid increase of temperature can then turn to fire.

“Here in the middle of nowhere and it’s still dangerous. . . ."

There are some brands considered much more reliable than others. Samsung and a couple others seem relatively safe ... for bikes at least. It would be interesting to see the whole list, and which cause the most fires.

Of course accidents or submersion in water ... all lithium (iron?) batteries can be dangerous, but some are more likely to spontaneously combust.

27 All lithium batteries are dangerous, but by far the most dangerous are the cheapo dogshit made as aftermarket replacements. Usually, they are not replacements at all, but original batteries well past their lives that are refurbished and sold as replacements. The new brand-name battery replacements are so expensive that many owners go with the cheapo shit, not realizing how dangerous it is.

Greta is a very troubled girl, dealing with a variety of issues including autism, depression, anxiety, and self-inflicted starvation. Her activist mom convinced her that it's the polluted environment that caused these issues.

59 We had a conversation with students on campus some time ago about a policy prohibiting chargeable personal vehicles--of any kind--within our campus buildings.

Both the police chief and the director of campus facilities flat out said "UNDER NO CIRCUMSTANCES. PERIOD."

It was an issue of campus safety and liability. I seriously doubt they will ever revisit this policy going forward.

Much less risk with hybrids IF you replace the batteries when required and stick with name-brand shit. The reality is that even non-hybrid gas cars have quite a bit of battery and high-voltage electric capacity. What causes EV fires isn't batteries themselves, but the kind of huge, insanely powerful, and over-taxed batteries in EVs. These battery packs weigh thousands of pounds.

What I find interesting (admittedly, just from my perspective, since I'm so tuned out to this stuff) is how some of these celebs are thrust into the spotlight, and it's impossible to ignore them, and others seem to suddenly disappear.

I have no clue what's happening with Kanye, whereas just over a year ago, he was almost as high on the celeb list as anybody.

Same with the aforementioned royals. I still think there's something squirrelly about what happened with Kate, but we're not going to ever get the truth about that sort of thing.

Yes and no. Lithium batteries do present some inherent risk and runaway, when it happens, is disastrous and extremely hard to contain.

Manufacturing, design and implementation matter a *lot* in lithium cells. Good cells, good battery management, good design and good construction mitigate a whole lot of the risks. It doesn't reduce the risks to zero, but nothing ever does or will.

A well-engineered pack full of Samsung or Panasonic or other real, good cells with solid management electronics and well-designed fuses reduce a lot of these risks to manageable levels. Shitty construction and engineering and marginal cells and poor management with inadequate interlocks and fuses are a disaster.

The latter come from Red China. Chinese EVs catch fire *much* more often than those from reputable countries and manufacturers. Just embargoing packs, cells and management electronics from the mainland would go a long way.

Agree and see my similar post above. I made the additional comment that I suspect a lot of these fires are caused by shitty replacement batteries. But high-quality original batteries are so expensive that a big market for cheapo shit was inevitable, regardless of risk.

But it *can* mandate industrial underwriting to put them on the market. Only validated designs with adequate construction can sell. This is what UL and MET and TUV are *for.* Yes, this introduces market friction and makes the market not fully open, and that is inefficient. But it is less inefficient than a ban, and there is no reason to ban something plenty of people want. Electric bikes and scooters are hugely popular, especially in urban settings and I see no reason to take that choice away for a manageable problem.

But shitty, dangerous and largely Chinese batteries/battery systems blowing up all the time is a serious problem. That serious problem is fixable - both in consumer confidence and in liability and market safety - through most of the same mechanisms we've had for electrical equipment since the 19th century.

Parking structures, yes. Elevated highways, maybe. Bridges, probably not.

EVs are heavier than gas or diesel cars, but they're nothing compared to semis and heavy trucks. Bridges and elevated highways are designed - usually, depending on route - for heavy truck traffic. EVs aren't going to break the design assumptions. Parking structures, however, are another story entirely. "EVs: GROUND LEVEL ONLY" will likely become a common sign.

I had an opportunity to ask if our underwriting position on EVs had changed with the mounting number of battery fires -- as they involved both the vehicle owner and even bystanders' property (including parking structures). It was a zoom call, so my question, although thumbed-up by several others, never ended up being answered in the forum.

At some point, the EV manufacturers aren't going to be allowed to punt on liability, and the insurers will stop footing the ever-increasing bill of these time bombs.

Are hybrids also an issue? I know the battery packs aren't nearly the size, but EV fires get the press I don't know that I've heard of Hybrid fires.

I was at a Toyota dealership where they had a display with 192 batteries to show how much material was required for the hybrid battery as opposed to a complete EV battery. So probably 1/192nd the risk.

I have a suspicion that high temperatures where the cars are parked contributes some level of risk. Batteries are real fussy about high and low temperatures.

I have a 50 amp battery for my battery powered lawn mower. If it's still warm after using the circuitry in the charger prevents it from charging until it gets back down to around 75 degrees. After using the battery it is noticeably hot - over 100 degrees.

226 Having been involved with studies on EV focused on tires, the weight is an issue. Specialty tires are needed for the weight, and tire wear is 3 to 4 times faster. One Tesla owner bragged that he got 15,000 miles from one set of tires.

Commercially, that is not economically feasible for a transport company, not to mention that on an electric truck a quarter of the load is taken up by batteries instead of paying freight, and the range is less than half of an ICE.

227 About 3 years ago we had a new hire just out of college kid buy a new Tesla Y (small SUV), man he was proud of that car and let everyone know it. Less than two weeks in he has a very mild front ender with a carload of 'newcomers' that ran a red light...all jumped out and fled.

The wreck was so mild his airbags didn't pop and both front doors were not impacted.

It was totaled because Tesla had no replacement parts available. $54k. He got an F150 to replace it.

My racing buddy's exotic Porsche supercar was on that boat. The boat burned for days, they could do nothing to stop it besides wait for it to sink (which it did). 100% total loss. Every item on the boat was lost or destroyed. The cargo's insurers jumped off of buildings when they heard about this.

The thing to keep in mind is that this ISN'T a failure for him. This is wildly successful. This is free testing, free R&D, etc. People are buying these and driving them in varied environments while their behavior and conditions are tracked, the incidents are tracked and investigated, etc.

Because his goal is to become emperor of Mars. That's not a joke. And I'll say I admire the heck out of him more than maybe anyone else in recent memory for pursuing that lofty goal. And everything he's doing with EVs and rockets and drilling huge holes in the earth and satellite internet etc is in pursuit of his goal to be emperor of Mars.

All of this that's happening here is design and testing. And people are paying money to do it for him. It's utterly brilliant.

Well, car ferries have firefighting equipment, and an unlimited supply of water, but if I were setting policy, EV users would have to get reservations, and would be assigned spots closest to the bow and stern of the vessel, so if they caught fire, they could be pushed overboard. And if one or two non-burning EV's have to be jettisoned before the one fire gets it, tough shit.

I doubt they leapt from buildings, but I bet that "ship's manifest contains an EV" is going to result in wildly higher premiums, and likely higher concentrations of EVs on ships as a result - and those routes will have very high premiums or the shippers and ship owners will run them at a higher price without insurance (e.g., self-insuring the ship, with the cargo uncovered).

Or, if EVs really are here to stay, there will be special compartments that are designed to burn for a week or more without spreading to the rest of the cargo and the vessel itself.

Cars have gotten heavier. Safety equipment and safer design doesn't come without a weight premium. New cars are insanely safe nowadays, but they're *much* heavier.

It's truly amazing that fuel economy has kept pace or even advanced given the weight gain. Engine designers have done a sensational job. Gasoline engine technology has come a long, long, long way since the sixties.

First off, that is genius. I want it.

Second, any parody would clearly fall under legal laws that allow it. But Disney is currently trying to dismiss that one wrongful death suit at their park by claiming the victim signed a waiver when they got Disney+. So we are not dealing with the brightest legal minds here.

279 BTW, got some bloodwork results back today. My ferritin level is still low at 23 but up from 20 last year. Range for males is 38-380. However, my CBC is all within range, including MPV which was sliiightly elevated last year. I assume my low ferritin is from taking turmeric and drinking green tea, both of which are iron chelators. I just finished up an appellate reply brief and motion to augment the record, and my regular cannabis club (aka, pot store) is open after being burgled last week, so happy Friday evening!

290 That Edmunds article is highly flawed. They went to car dealers and asked what people got from a trade-in. What do car dealers sell? Mostly, combustion cars. So half of all the people who went to a dealer got the kind of car the dealer had a lot of.

If you count how many people traded in a Tesla for another Tesla or a Rivian or any other EV that isn't sold at a dealer, you get a very different result.
