I think it's fake for monetization, but I'll go with the premise of the video that she's deaf and got two cochlear implants without her best friend knowing. Which is even crazier now that I write it out because there are so many things that have to be medically cleared before the surgery that I can't believe a young woman wouldn't share that with her best friend, especially once it was approved.

If she heard as a child but became deaf after she had heard sounds and language in the past then she could almost certainly keep that knowledge, especially with lip reading. But it would still be a very low volume, weird robot-ey and unnatural (to a hearing person) reproduction of the voice. But she might just be happy to have that.

Children who have never heard sound (and I assume adults) are like babies learning sounds and how to talk, and they're often years behind unless the deafness is caught at birth and the infant immediately implanted. Even with speech therapy many/most never lose the stereotypical "lisp" of acquiring speech later and fairly unnaturally.
