In STEM I always heard it that a Master's was to learn to do research and a Ph.D. was applying that know-how. So a Master's thesis did not require the subject matter to be novel and could be used to confirm or trash previous research. A Doctorate required to involve original work. As to citations: very encouraged to cite previous work so as to show that one had read the literature. Just a reference number sufficed, with a bibliography at the end.
